APPROVAL OF A RESOLUTION CERTIFYNG MUNICIPAL 4 ELECTION RESULTS RESOLUTION NO. 02-306 5 A RESOLUTION OF THE CiTY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, REC}TING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN SAID CITY OF RANCHO CUCAMONGA ON THE 5TM DAY OF NOVEMBER, 2002 DECLARING THE RESULT THEREOF AND SUCH OTHER MATTERS AS ARE PROVIDED BY LAW C. ITEMS OF BUSINESS WITH NEWLY ELECTED OFFICIALS 1. ADMINISTRRING OATHS OF OFFICE BY SUPERIOR COURT JUDGE JEFFREY KING TO WILLIAM J. ALEXANDER, DIANE WILLIAMS AND REX GUTIERREZ D. PRESENTATIONS 1. PRESENTATION BY GWYN FROST E. COMMUNICATIONS FROM THE PUBLIC This is the time and place for the general public to address the City Council. State law prohibits the City Council from addressing any issue not previously included on the Agenda. The City Council may receive testimony and set the matter for a subsequent meeting. Comments are to be limited to five minutes per individual. F. ADJOURNMENT Following adjournment, a reception will occur in the foyer of the Council Chambers to congratulate the elected officials. The regular City Council meeting will convene at 7:00 p.m. I, Debra J. Adams, City Clerk of the City of Rancho Cucamonga, or my designee, hereby certify that a true, accurate copy of the foregoing agenda was posted on November 27, 2002 seventy-two (72) hours prior to the meeting per Government Code 54954.2 at 10500 Civic Center Drive. RESOLUTION NO. 02- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA COMMENDING PAUL BIANE FOR HIS SERVICES AS A MEMBER OF THE CITY COUNCIL WHEREAS, Paul Blanc was appointed to the City Council in 1994 and elected to continue serving in 1996 and again in 2000; and WHEREAS, Paul Blanc has demonstrated extraordinary leadership in the region through his service to the League of California Cities as Inland Empire Division President and as a delegate to the AB 939 Solid Waste Task Force; and WHEREAS, Paul Biane's tenure on the City Council has been marked by lasting contributions to the quality of life in the community through his service on the General Plan, Cable Television, Economic Dcvdopment and Public Works Subcommittees; and WHEREAS, Paul Blanc helped insure that the City's first comprehensive review of its General Plan in twenty years was inclusive of all community interests and continued the tradition of balance and quality for the decades to come; and WHEREAS, Paul Biane was a champion for open government and his efforts on the Cable Television Subcommittee lead to the City Council Meetings being televised for the first time; and WHEREAS, Paul Biane has always been a dedicated public servant who has worked tirelessly for the best interests of the community; and WHEREAS, Paul Blanc has demonstrated outstanding leadership, dedication and competence in improving the overall economic and social well being of the community for the benefit of all the citizens of Rancho Cucamonga. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rancho Cucamonga on behalf of its citizens, does hereby commend Paul Bianc for his leadership while serving as a member of the City Council and extends best wishes for continued success in his future endeavors. SERVICES AS A MEMBER OF THE CITY COUNCIL WHEREAS, Grace Curatalo was appointed to the City Council in 2001 to fill the remaining term of her late husband Councilmember James V. Curatalo; and WHEREAS, Grace Curatalo has carried on the tradition of service by bringing her dedication, concern and compassion to the City Council; and WHEREAS, Grace Curatalo's work on the City Council included serving on the Performing Arts Center Feasibility Study Committee and laying the groundwork for a world class performing arts and library complex to serve the needs of the community for years to come; and WHEREAS, Grace Curatalo was a strong proponent for public safety services and worked hard to insure Rancho Cucamonga had the resoumes it needed to be the safest City possible; and WHEREAS, Grace Curatalo's tenure on the City Council saw the initiation of several programs to enhance the quality of life for our residents including the Harvest Tuesdays Farmer's Market and the Fun on the Run mobile recreation program; and WHEREAS, Grace Curatalo has been a dedicated public servant who has worked for the best interests of the entire community from youth to seniors and everyone in between; and WHEREAS, Grace Curatalo has demonstrated outstanding dedication, care and compassion in improving the overall safety and quality of life of the community for the benefit of all the citizens of Rancho Cucamonga. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Rancho Cucamonga on behalf of its citizens, does hereby commend Grace Curatalo for her leadership while serving as a member of the City Council and extends best wishes for continued success in her future endeavors. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO COCAMONGA, CALIFORNIA COMMENDiNG BOB DOTTON FOR HIS SERVICES AS A MEMBER OF THE CITY COUNCIL WHEREAS, Bob Dutton was appointed to the City Council in 1998 and elected to continue serving in 2000; and WHEREAS, Bob Dutton brought a long record of community service with him to the City Council and used that experience to encourage partnerships and collaborations that benefit the City; and WHEREAS, Bob Dutton's tenure on the City Council has been marked by lasting contributions to the quality of life in the community through his service on the General Plan, Mobile Home Accord, Redevelopment and Central Park Subcommittees; and WHEREAS, Bob Dutton helped insure that the City's first comprehensive review of its General Plan in twenty years was inclusive of all community interests and continued the tradition of balance and quality for the decades to come; and WHEREAS, Bob Dutton's common sense leadership helped secure a cooperative agreement between mobile home residents and mobile home park owners to stabilize rents for the next seven years; and WHEREAS, Bob Dutton has always been a dedicated public servant who has worked tirelessly for the best interests of the community; and WHEREAS, Bob Dutton has demonstrated outstanding leadership, dedication and competence in improving the overall economic and social well being of the community for the benefit of all the citizens of Rancho Cucamonga. Adams, CMC, City Clerk DATE: December 4, 2002 SUBJECT: APPROVAL OF A RESOLUTION CERTIFYING MUNICIPAL ELECTION RESULTS RECOMMENDATION It is recommended that the City Council approve the attached Resolution certifying the municipal election results for the November 5, 2002 election. BACKGROUND The November 5, 2002 election has been canvassed by the San Bernardino County Registrar of Voters. Attached you will find a certified copy of the municipal election results for the City of Rancho Cucamonga prepared by the Registrar of Voters. Your approval of the attached Resolution is requested. If you have any questions, please contact me. ectfully submitted, City Clerk RESOLUTION NO. 02-306 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA' CALIFORNIA, RECITING THE FACT OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY OF RANCHO CUCAMONGA, ON NOVEMBER 5, 2002, DECLARING THE RESULTS AND SUCH OTHER MATTERS AS PROVIDED BY THE PROVISIONS OF LAW WHEREAS, a general municipal election was held and conducted in the City of Rancho Cucamonga, California, on Tuesday, November 5, 2002, as required bylaw; and WHEREAS, notice of the election was duly and regularly given in time, form and manner as provided by law; that voting precincts were properly established; that election officers were appointed and that in all respects the election was held and conducted and the votes were cast, received and canvassed and the returns made and declared in time, form and manner as required by the provisions of the Elections Code of the State of California for the holding of elections in cities; and WHEREAS, the Registrar of Voters of the County of San Bernardino canvassed the returns of the election and has certified the results to this City Council, the results are received, attached and made a part hereof as Exhibit "A". NOW, THEREFORE, the CITY COUNCIL of the CITY OF RANCHO CUCAMONGA, CALIFORNIA, does hereby resolve, declare, determine and order as follows: SECTION 1: That there were 57 voting precincts established for the purpose of holding said election consisting (of consolidations) of the regular election precincts in the City of Rancho Cucamonga as established for the holding of state and county elections. SECTION 2: That said regular municipal election was held for the purpose of electing the following officers of said City as required by the laws relating to cities in the State of California, to wit: One Mayor for a full term of four years; Two members of the City Council of said City for the full term of four years. SECTION 3: That the number of votes given at each precinct and the number of votes given in the Cityto each of such persons above named for the respective officers for which the persons were candidates, are listed in Exhibit "A", attached. Resolution 02-306 Page 2 of 7 SECTION 4: That the whole number of votes cast, in said City, was 27,330. SECTION 5: That the name of the person voted for, at said election for Mayor of said Ci.ty, is as follows: William J. Alexander That the names of the persons voted for, at said election for City Council of said City, are as follows: Diane Williams and Rex Gutierrez That the number of votes given at each precinct and the number of votes given in the City to each of such persons named above for the respective officers of which said persons were candidates as listed in Exhibit "A", attached. SECTION 6: The City Council does declare and determine that: William J. Alexander was elected as Mayor, of said City, for the full term of four years; Diane Williams and Rex Gutierrez were elected as Members of the City Council, of said City, for the full term of four years; SECTION 7: The City Clerk shall enter on the record of the City Council of the City, a statement of the.result of the election, showing: (See: Exhibit "A") (1) The whole number of votes cast in the City;, (2) The names of the persons voted for; (3) For which office each person was voted for; (4) The number of votes given in the Cityto each person; SECTION 8: That the City Clerk shall immediately make and deliver to each of such persons so elected a Certificate of Election signed bythe City Clerk and duly authenticated; that an Oath of Office shall also be administered to each person elected as prescribed in the State Constitution of the State of California and shall have them subscribe to it and file it in the Office of the City Clerk. Each and all of the persons so elected shall then be inducted into the respective office to which they have been elected.. Resolution 02-306 Page 3 of 7 SECTION 9: That the City Clerk shall certify to the passage and adoption of this Resolution and enter it into the book oforiginal Resolutions.
