CITY OF RANCHO CUCAMONGA STAFF REPORT DATE: April 8, 1999 TO: President and Members of the Board of Library Trustees Jack Lam, AICP, City Manager FROM: Deborah Kaye Clark, Library Manager SUBJECT: APPROVAL OF MINUTES RECOMMENDATION Approval of the Minutes of the Regular Meeting of the Board of Library Trustees for January 7 and March 4, 1999. BACKGROUND Attached, please find the minutes for the Regular Meetings of the Library Board of Trustees listed above, taken and compiled by Library Secretary, Vivian Garcia. CITY OF RANCHO CUCAMONGA LIBRARY BOARD OF TRUSTEES Regular Meeting A. CALL TO ORDER The regular meeting of the Library Board of Trustees was held on January 7, 1999, in the Council Chambers of the City of Rancho Cucamonga, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 7:01 p.m. and the pledge of allegiance was led by President Howdyshell. Present were Boardmembers Dredd Lee and Womack. Also present were: Deborah Clark, Library Director, Robert Karatsu, Principal Librarian, Renee Tobin, Children's Services Supervisor and Vivian Garcia, Administrative Secretary. B. CONSENT CALENDAR B1. Approval o£Minutes: November $, 1998 (Dredd Lee abstained) December 3, 1998 MOTION: Moved by President Howdyshell to approve the consent calendar, seconded by Boardmember Dredd Lee. Motion carried 3-0-2 (with Bradshaw and Swistock absent). C. LIBRARY DIRECTOR'S STAFF REPORTS Cl. Library Status Report: oral report presented by staff. Deborah Clark, Library Director, gave an oral report on the status of the Library. Rcnee Tobin, Children' s Services Supervisor, stated that the children's department had been working on a resource book for the ILS Summer Reading Program. She also stated that this past suinmer under the supervision of Jacquie Cox, Page II, the volunteers started alphabetizing picture books. The staff and the public has been very appreciative of this expanded service. Deborah Clark, Library Director, stated that 105 to 110 hours per month of volunteer time was used to achieve alphabetizing the picture books. Robert Karatsu, Principal Librarian, stated that December was a quiet month. Staff had presented two HTML Web classes in December and were planning on having more offered after March. Library Board Minutes January 7, 1999 Page 2 C2. Budget Report: presented by Deborah Clark, Library Director. Deborah Clark, Library Director, reviewed the budget sheets with the Library Board. C3. Update on "Back to Basics" grant: oral report presented Staff. Renee Tobin, Children's Supervisor, stated that she and Lori Hopkins had interviewed and selected Marsha Bracco as the new staff person to coordinate the Back to Basics grant. She is a junior high teacher and is very enthusiastic about the position. She stated that staff will be mailing brochures to schools very soon. The times for the program will 3:30 p.m. to 7:00 p.m. The ages of the students are 7 to 12. The tutors will have one and half hour shifts with two or three students. C4. Telethon Update: oral report presented by Deborah Clark, Library Director. Deborah Clark, Library Director, reviewed the packets withthe Board. She thanked Michelle Perera, Reference Librarian, for designing the website page on the disc inside of the packet. Staff is plarming the addition of a Jr. Trivia contest for the Telethon. D. BOARD BUSINESS D1. Joint Meeting with City Council: oral report presented by Deborah Clark, Library Director. Deborah Clark, Library Director, stated that there is to be a Goals session with Council in January, followed by one for staff. She will send a newsletter stating the results of the planning session. Information from this session will help with the joint meeting. E. IDENTIFICATION OF ITEMS FOR NEXT MEETING El. Telethon. E2. Update on Policies for the Library. E3. Update on Back to Basics grant. Robert Karatsu, Principal Librarian, explained to him how to enter a Team for the Telethon. G. ADJOURNMENT MOTION: Moved by Boardmember Dredd Lee to adjourn to Thursday, February 4, 1999 at 7:00 p.m. in the Council Chambers at the City of Rancho Cucamonga, seconded by President Howdyshell. Motion carried, 3-0-2 (with Bradshaw and Swistock absent). CONSENT CALENDAR BI. Approval of Minutes: October 14, 1998 December 3, 1998 January 7, 1999 February 4, 1999 Vice President Swistock asked to remove the minutes of January 7. Since he did not attend the meeting, he would need to abstain. Boardmember Bradshaw stated she also needed to abstain. Minutes will be brought back to the next meeting. MOTION: Moved by Vice President Swistock to approve the consent calendar, seconded by Boardmember Womack. Motion carried 4-0-1 (with Howdyshell absent). C. LIBRARY DIRECTOR'S STAFF REPORTS C 1. Library Status Report: oral report presented by staff. Deborah Clark, Library Director, gave an oral report on the status of the Library. Renee Tobin, Children's Services Supervisor, stated that the afternoon storytime sessions are full for each date offered and no additional youngsters can be added, due to room occupancy limitations. In terms of Telethon involvement, Nina Cole and Gail Thomas of Children's Services have been working with Principal Librarian Robert Karatsu in the taping and editing of the reading moments for the Telethon. Library Board Minutes March 4, 1999 Page 2 Renee Tobin, Children's Services Supervisor, stated that she had been working on the Junior Trivia program for the Telethon, the first time this element of the program has been offered. Under Adult Services, Robert Karatsu, Principal Librarian, stated that staff has been working on the taping and scheduling of acts for the Telethon. Saturdays in Cyberspace, MS Word97 and Resume Making and Create Your Own Web Page are classes being advertised in the spring Grapevine. They are being offered during April at the Library. C2. Budget Report: presented by Deborah Clark, Library Director. Deborah Clark, Library Director, gave an oral report to the Library Board on the status of the budget. She also stated that staff received notification from the State Library that the Direct Loan payment would be $11,280, up from $8,000 last year. C3. Update on "Back to Basics" grant: oral report presented Staff. Renee Tobin, Children's Supervisor, stated that over 120 applications have been received for participation in the Back to Basics tutoring program. Ms. Tobin stated that 13 tutors have received training and would start tutoring the following week. Three students are assigned per tutor. Marsha Bracco, Project Coordinator; Lori Hopkins, Literacy Coordinator and Rose Manela, Literacy Coordinator Assistant, along with Renee Tobin assessed students during the past week. Ms. Tobin reviewed the materials the tutors would be using to tutor youngsters with the Board. C4. Telethon Update: oral report presented by Deborah Clark, Library Director. Deborah Clark, Library Director, stated that $20,000 had been pre-pledge for the Telethon so far. Robert Karatsu, Principal Librarian, talked about the different acts which would be appearing on the Telethon. The video, "Our Favorite Place", emphasizing the children's department was shown to the Library Board. D. BOARD BUSINESS D1. Joint Meeting with City Council: oral report presented by Deborah Clark, Library Director. Deborah Clark, Library Director, stated the two upcoming events, the Budget Process and the Central Park Focus Group and survey would before Council soon. Either item would make good topics of discussion for a joint meeting. Library Board Minutes March 4, 1999 Page 3 Boardmember Dredd Lee asked if the Library might be involved with the questions asked on the survey. Library Director Clark responded that the survey was scientifically designed and it would not be open to input. Staff will be keeping the Library Board informed on upcoming events related to the survey and Central Park. E. IDENTIFICATION OF ITEMS FOR NEXT MEETING El. CUCAMONGA PUBLIC LIBRARY BOARD OF TRUSTEES ARTICLE I NAME This organization shall be called "The Rancho Cucamonga Public Library Board o£ Trustees" existing by virtue of the provisions of City o£ Rancho Cucamonga Ordinance #520 and Chapter 5 of the Education Code for the State of California, exercising the powers and authority and assuming the responsibilities delegated to it under the said statute. ARTICLE II OFFICERS Section 1. The officers shall be a President and a Vice President elected from among the members at the annual meeting of the board. Section 2. Officers shall serve a term of one year from the annual meeting at which they are elected and until their successors are duly elected. Section 3. The President shall preside at all meetings of the board, authorize calls for any special meetings, appoint all committees, execute all documents authorized by the board, serve as an ex-officio voting member of all committees and generally perform all duties associated with that office. Section 4. The Vice President, in thc event of the absence or disability of the President, or of a vacancy in that office, shall assume and perform the duties and functions of the President. ARTICLE III SECRETARY Section 1. Duties ora Secretary will be absorbed by the Administrative Secretary of the Rancho Cucamonga Public Library. She/he shall keep a true and accurate record of all meetings of the board, shall issue notice of all regular and special meetings and maimain strict compliance with all noticing requirements of the Brown Act of California. ARTICLE IV MEETINGS Section 1. Meetings shall be noticed and conducted in strict accordance with the requirements of the Brown Act of the State of California. Section 2. The regular meetings shall be held in the Council Chambers of the City of Rancho Cucamonga each month, the date and hour to be set by the board at its annual meeting. Section 3. The annual meeting, which shall be for the purpose of the election of officers, shall be held at the time of the regular meeting in July of each year. Section 4. The order of business for regular meetings shall include, but not be limited to, the following items which shall be covered in sequence shown so far as circumstances will permit: a. Roll call of members b. Presentation and announcements c. Consent calendar consisting of items of a routine and non-controversial nature, including the disposition of minutes of previous regular meeting and any intervening special meeting d. Library Director's staffreports, including a status report on the condition of the library and a budget/financial report e. Board business, including discussion or action items requested by the Board of Library Trustees f. Identification of items requested for agendizing for the next meeting g. Communications from the public h. Adjournment Section 5. Special meetings may be called at the direction of the Board President, or at the request of three members for the transaction of business as stated in the call for the meeting. Section 6. A quorum for the transaction of business at any meeting shall consist of three members of the board. Section 7. An affirmative vote of the majority of all members of the board shall be necessary to approve any action before the board. ARTICLE V PERSONNEL Section 1. All Library personnel shall be governed by the Personnel Rules and Regulations adopted and administered by the City of Rancho Cucamonga. This shall include recruitments, evaluations, disciplinary actions and salary setting. ARTICLE VI FINANCIAL Section 1. All Library finances shall be under the direction of the policies and procedures of the City of Rancho Cucamonga. This shall include purchasing practices, reporting of assets and liabilities and financial management. ARTICLE VII COMMITTEES AND TASK FORCES Section 1. The Board President shall appoint committees of one or more members each for such specific purposes as the business of the board may require from time to time. The committee or task force shall be considered to be discharged upon the completion of the purpose for which it was appointed and after the final report is made to the board. Section 2. All committees shall make a progress report to the library board at each of its meetings. Section 3. No committee will have other than advisory powers unless, by suitable action of the board, it is granted specific power to act. ARTICLE VIII PARLIAMENTARY AUTHORITY The current edition of Robert's Rules of Order Newly Revised shall be the authority on all questions of parliamentary law unless in conflict with these bylaws or with the laws of the State of Califomia. /?
