Establishment of Terms by Lot By Ordinance, Board Trustees serve a three year term. ... However, to assure a staggered turnover and continuity of · the Board, two of the initial Board members should serve a ~1~ , three year term, two a two year term and one a one year term. A drawing of lots will occur to determine which Trustees will serve for which length of term. 4. Adoption of Resolution to establish day, time and place for Regular Meeting of the Board of Library Trustees. C, CONSENT CALENDAR The following Consent Calendar Items are expected to be routine and non-controversial. They will be acted upon by the Board at one time without discussion. Any Item may be removed by a Boardmember or member of the audience for discussion. 1. Adoption of the personnel system of the City of Rancho Cucamonga to govern all personnel matters for the Rancho Cucamonga Public Ubrary. 2. Adoption of the purchasing procedures of the City of Rancho Cucamonga to control all purchasing practices of the Rancho Cucamonga Public Ubrary. ~ PAGE 2 D. LIBRARY DIRECTOR'S STAFF REPORTS The following items do not legally require any public testimony, although the President may open the meeting for public input. 1) Oral Report on Board business which needs to be conducted prior to the opening of the new Library. E. BOARD BUSINESS The following Items have been requested by the Board of Library Trustees for discussion. They are not public hearing Items, although the President may open the meeting for public input. None received. F. IDENTIFICATION OF ITEMS FOR NEXT MEETING This is the time for the Board of Library Trustees to Identify the Items t:hey wish to discuss at the next meeting. These Items will not be discussed at this meeting, only identified for the next meeting. G. COMMUNICATIONS FROM THE PUBLIC This is the time and place for the general public to address the Board of Library Trustees. State law prohibits the Board from addressing any issue not previously Included on the Agenda. H. CITY OF RANCHO CUCAMONGA STAFF REPORT DATE: September 6, 1994 TO: Members of the Board of Library Trustees Jack Lam, AICP, City Manager FROM: Deborah Kaye Clark, Library Manager SUBJECT: ADOPTION OF THE PURCHASING PRACTICES OF THE CITY OF RANCHO CUCAMONGA TO GOVERN ALL PURCHASES FOR THE RANCHO CUCAMONGA PUBLIC LIBRARY RECOMMENDATION Approve adoption of the purchasing practices of the City of Rancho Cucamonga to govern all purchases made for the Rancho Cucamonga Public Library. BACKGROUND/ANALYSIS The authority for the operation of the Rancho Cucamonga Public Library is found in the Education Code of the California Codes. It is recommended the Board of Library Trustees adopt the purchasing practices of the City of Rancho Cucamonga. This action will guarantee strong fiscal controls, checks and balances in the issuance of funds, with ultimate responsibility for control under the supervision of the City's Finance Officer, including an annual audit.
