AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF PANC. HO
CUCAMONGA, CALIFOPJ~IA, ESTABLISHING A MORATORILr~
ON THE FILING OR PROCESSING OF CERTAIN LAND DIVISION
APPLICATIONS AND DECLARING THE URGENCY THEREOF.
The City Council of the City of Rancho Cucamonga, California,
does ordain as follows:
SECTION ]: The City Council hereby finds that:
(a) Further time is needed for the studv and
preparation of a comprehensive growth management program for the City.
(b) Prior to, and since, incorporation, the
City has experienced rapid residential growth which has placed, and is
placing, pressure upon various public services, including but not limited
to, sewage treatment and traffic circulation and schools.
(c) That by reason of lack of adequate per-
sonnel, and by reason of lack of finances to hire additional perso~]nel,
the City is unable to adequately process the current backlog of pending
residential development applications.
(d) That it is in the best interests of the
City in corder to protect the health, safety and general welfare of the
citizens of the City to impose certain restrictions, as hereinafter
enumerated, on the filing and processing of certain land division applications
and applications for residential development.
SECTIO~ 2: The City shall not accept for filing any tentative
map or maps for residential development.
SECTION 3: The City shall not accept for filing any' parcel
map or maps for residential development.
SECTION 4: The City shall not further process or approve
any tentative map or maps for residential development, presently on file
with the City, but not now approved or conditionally approved.
SECTION 5: The City shall not accept for filin~ any application
or applications for director review or site approval for apartments,
condominiums, mobil, e home parks, or other multiple-family dwellings.
SECTION 6: The moratorium imposed bv this Ordinance shall
expire August 3l, 1979.
SECTION 7: The City Council hereby declares that it would
have adopted this Ordinance and each section, sub-section, sentence,
clause, phrase or portion thereof, irrespective of the fact that any one
or more sections, sub-sections, sentences, clauses, phrases or portions
thereof may be declared invalid or unconstitutional. If for any reason
any portion of this Ordinance shall be declared invalid or unconstit~tional,
then ali other provisions thereof shall remain valid and enforceable.
SECTION 8: This Ordinance is hereby declared an urgency
measure necessarv for the immediate protection and preservation of the
public peace, health, safety, and welfare for the reasons stated in
Section I hereof and shall take effect immediately upon its adoption.

SECTION ~: The Hayor shall sign this ~rdinance and
the City Clerk shall attest to the safe, and the City Clerk shall cause
the same to be published within fifteen (]5) days after its passaze at
]east once in The Daily Report, a newspaper of genera! circulation
published in the City of Ontario, California, and circulated in the City
of ~ancho Cucamonga, California.
