DEVELOPMENT PROCESSING SERVICES: This function provides for the processing of all development applications (e.g. tracts, CUP's, design review, variances, etc.), and the coordination of the development/design review process from preliminary review to plan check and construction inspection. Year: 93/95 2. PUBLIC INFORMATION SERVICES: This service is providing information to the public at the counter and over the telephone. In addition, this function includes processing minor permit applications (e.g. room additions, signs). Year: 93/95 3. HILLSIDE DEVELOPMENT ORDINANCE AMENDMENT Review and amendment of regulations concerning the development of hillside areas. Year: 93/94 4. ADULT BUSINESS AMENDMENT: Preparation of new regulations governing adult businesses. Year: 93/95 5. GEOGRAPHIC INFORMATION SYSTEM: Implementation and testing of computerized information system for Current Planning, which includes project tracking and reporting. SHOPPING CENTER PARKING STUDY: Contract with consultant to study and make recoma~ndations for potential amendment of parking ratios for shopping centers. Specifically, calculating centers as a whole rather than individual users. Year: 93/94 7. DESIGN AWARDS EXCELLENCE PROGRAM: Entails publicity, compiling a nomination list, taking photographs, working with the Commission Jury to select recipients, and coordinating gala awards presentation ceremony. Year: 93/94 8. COMMERCIAL SECURITY PLAN STUDY: Assist Administration and Council subcommittee to develop safety and security plan for shopping centers. Anticipated amendments to Development Code, Foothill Boulevard Specific Plan, Etiwanda Specific Plan, etc. Year: 93/94 9. RECYCLING COLLECTION FACILITIES: An~endment to City codes to adopt standards for collection and loading of recyclable materials in development projects, including residential, as mandated by AB1327. TRAIL IMPLEMENTATION: A variety of activities regarding trail implementation, including negotiating agreements with utility companies/property owners, grantsmanship, and design and construction of trail improvement projects. DEVELOPMENT CODE UPDATE: Administrative update and reprinting of Development Code, including changes for conformance with new state laws. Includes AB 4057 (Wright) regarding mailing of notification to property owners if any General Plan Amendment would affect "...permitted uses or intensity of uses of real property..." Year: 93/95 2. FOOTHILL STREETSCAPE SPECIFICATIONS: Produce a set of standards for street furniture, hardscape materials, and colors to implement the design policies of the Foothill Boulevard Specific Plan. Year: 93/95 3. SENIOR HOUSING LOCATION/DESIGN: Assist Advance Planning staff in site suitability analysis for senior housing projects and development of design criteria and possible ordinance. Year: 93/95 4. SIGN ORDINANCE AMENDMENT: Review and amendment of monument sign regulations for free-standing, single-tenant buildings. Also, modify language in Sign Ordinance relative to "garish" colored signs. Year: 93/95 5. COMMUNITY DEVELOPMENT BLOCK GRANTS: Rancho Cucamonga's funding for FY 93/95 is expected to be approximately $733,000. This Work Program item changed significantly in 91/92 and again in 92/93 with the · number of person weeks that were needed. Approximately 223 weeks compared to the previous 168 will continue to be needed since all tasks were assigned to existing in-house staff in order to provide day-to-day administrative duties as well as the housing rehabilitation program. This area will continue to entail several distinct sets of responsibilities listed as follows: a. Block Grant/Planning - This involves the process of assessing the community's needs; interacting with other departments, agencies, community groups, and decision makers; and development of application to HUD for CDBG funds for a recommended project. It also entails development of technical documentation including NEPA processing. Year 93/95 b. Block Grant/Administration - This component involves responsibilities associated with ongoing administration and monitoring of the CDBG program to assure compliance with HUD requirements. Responsibilities include preparation of annual Grantee Performance Reports and quarterly reports on contractor/subcontractor activities, minority business activities, relocation, and other items. Also requires keeping abreast of constant changes in statutory regulations and maintaining working relationships with HUD at both local and federal levels. Includes maintenance of financial, technical, and environmental files for monitoring by HUD for compliance with Federal regulations and audits of financial records. 223 Year: 93/95 PROGRAM ITEM P/WKS c. Block Grant/Programs Management - This component consists of work required to implement or manage specific programs funded through Block Grants. This will include the Home Improvement Grant and Loan Programs as well as programs to be selected by the City Council. Rehabilitation Loan involves implementing grant and loan guidelines and procedures. (This is a time-consuming activity, dealing with "people" problems, and has to be handled with sensitivity.) Year: 93/95 d. Outreach - Responsibilities include outreach activities such as advertising, articles, flyers, etc., to provide information to the public, etc. As a result of HUD comments, we will need to continue our efforts in this area, with particular emphasis on minority participation in our programs. Year: 93/95 e. Comprehensive Housing Assistance Strategy - An updated CHAS will be required annually in accordance with Federal regulations. f. Home Improvement Program - Requests for assistance in home repairs for low income families continue to rise even though there is still a 2-year backlog of requests and the program has not been advertised. In 93/95, a second (contract) position will be added to increase the number of assisted families. Year: 93/95 2. INTER-GOVERNMENTAL RELATIONS: This area of responsibility involves information gathering, coordination, analysis, and reports to various public agencies. Examples include working with SCAG (Regional Housing Allocation Model, Growth Forecasts, 208 plans, etc.), neighboring cities/ counties (Foothill Community Plan, Greenbelt Study), state agencies (Route 30 Freeway Study, Department of Finance), and numerous others. Year: 93/95 13 PROGRAM ITEM P/WKS 3. GENERAL PLAN LAND USE AMENDMENTS Continual. To respond to applications and City Planning Commission and City Council directions. Four times per year, may include EIRS as required. Year: 93/95 22 4. GEOGRAPHIC INFORMATION SYSTEM: Complete development of computerized information and mapping system for Development and Revenue Assessment. Also includes training and development of basic operational routines for all staff. Year: 93/95 5. SPHERE OF INFLUENCE ANNEXATION STRATEGY: An evolutionary approach being used for initiation and response to future annexations. Will involve continued assessment of individual areas in terms of fiscal impact, services, liability, timing, and phasing; political implications and feasibility; work with LAFCO staff, County special districts, and key land owners. Year: 93/95 6. HISTORIC PRESERVATION PROGRAM: This area will continue to entail several distinct sets of responsibilities listed as follows: a. Landmark/Point of Interest Designations and Landmark Alteration Applications - This involves processing applications for Landmark/Point of Interest Historic Designations and Landmark Alterations. Year: 93/95 b. Preservation Information Services - Providing information services on historic properties and activities to local individuals, and preservationists at other cities and at the State level. 97 Year: 93/95 PROGRAM ITEM P/WKS Be c. Coordination With Current Planning and Engineering - Review and comment on proposals for new developments that affect potential or designated historic sites. Year: 93/95 d. Education/Public Relations - Preparation and distribution of informational documents to educate the public and landmark owners about historic preservation. Year: 93/95 e. Special Projects - This area is to note projects and assignments as both determined and undetermined, but generally in the areas of historic area planning, ordinance revisions, oral history, and archival review and processing. Year: 93/95 AIR QUALITY ELEMENT IMPLEMENTATION: Provide on an on-going and as needed basis, liaison assistance to the effected departments in implementing the newly adopted Air Quality Element. Year: 93/95 LAND USE AND DEMOGRAPHIC DATA BASE: Monitoring and updating this program involves putting together, in an organized fashion, all available information on land use and demographics. The organization of this material and procedures for updating should be coordinated with the "Data System Module" program. Year: 93/95 HOUSING ELEMENT AMENDMENT AND IMPLEMENTATION: This project is to amend the newly revised Housing Element and to include provisions as by State Law and as may be needed by the City's Redevelopment Agency to implement the affordable Housing Strategy. Year: 93/95 12 PROGRAM ITEM P/WKS 10. ECONOMIC DEVELOPMENT ACTIVITY: Assist Community Development with the preparation and materials for economic development conferences, i.e., Inland Empire Showcase and Exposition Conference and Business Expo. Year: 93/95 11. COMMUNITY PROFILE: Annually update brochure for use as the City's summary public information document. Publication is generated for May of each year. Year: 93/95 12. SENIOR HOUSING ACTIVITIES: Annual review and monitoring of senior projects Development Agreements under the City's SHOD provisions. Also monitoring and preparing new Development Agreements. Currently there are two existing projects with a third approved but not constructed. Year: 93/95 13. ETIWANDA NORTH SPECIFIC PLAN PREZONING: Monitor the process for habitate conservation study between the County and the State for the Specific Plan Prezoned area of about 6,000 acres between Milliken and the San Sevaine Creek. Year: 93/95 14. DESIGN GUIDEBOOK: Preparation of an urban design criteria guidebook to be provided to developers and planning staff. The design guidebook is intended to provide good and bad graphic design solutions for typical situations. Year: 93/95 12 PROGRAM ITEM P/WKS 15. COUNTY PLANNING REFERRALS: Review and coordinate City responses to Development proposals within the City's Sphere-of-Influence. Responses are typically provided through the City's Technical Review Committee on applications such as parcel and tract maps and zone or General Plan Amendments. In addition, any related environmental documents are also reviewed. Year: 93/95 16. STREET NAME CHANGES: Revision of an unknown number of existing or proposed streets to reduce similarly named or confusing situations which could affect public safety responses. These revisions involve incremental changes dependent on availability of staffing for the public review process. Year: 93/95 17. COMMUTER RAIL: Provide technical assistance and liaison as needed between the City and the SANBAG Commuter Rail Subcommittee for the purpose of facilitating the development of a commuter rail line and station in Rancho Cucamonga. Year: 93/95 18. SPECIAL PROJECTS: This is one area of responsibility that eludes a specific description and includes anything and everything that does not fit anywhere else. Examples include data management, litigation, financial planning, growth forecasts, commuter rail, congestion management planning, Route 30 corridor studies, and responses to various brush fires. year: 93/95 19. COUNTER DUTIES: Because of the loss of two planning staff positions in Current Planning, 30 percent of three Advance Planners' time has been transferred to assisting at the public counter for both primary and backup planning information and duties. Year: 93/95 12 3O 38 PROGRAM ITEM P/WKS NEW OR CONTINUED PROGRAMS WE MUST ACCOMPLISH AND NEED MORE STAFF: 1. CITY RESOURCE REDUCTION AND RECYCLING ELEMENT Provide liaison and technical assistance to the City Administrator's Office and Engineering Department for implementation of the Resource Reduction and Recycling Element by City staff. Year: 93/95 2. DENSITY BONUSES AND HOUSING INCENTIVES Prepare General Plan, Specific Plan, Community Plan and Development Code Amendments to provide consistency and uniformity for the requirements of AB 1863. This bill requires a city and/or county to grant a density bonus and at least one additional housing incentive (such as reduced parking, reduced setbacks, or other provisions specified by local ordinance) unless the city and/or county makes a written finding that the bonus/incentive is not required. Also requires 30-year affordability, increases the proportion of low-income households, eliminating the requirement to grant a density bonus for moderate-income housing projects. Year: 93/95 3. ADVANCE PLANNING DATA SYSTEM MODULE: Development, in conjunction with the Computer Resources Division, of a coordinated system of Advance Planning data which can be regularly and routinely updated for both General Plan and Special Project utilization. Year: 93/95 4. SENIOR HOUSING (SHOD) SITE LOCATION AND DESIGN CRITERIA STUDY/ORDINANCE AMENDMENT Identify through a Development Code Amendment appropriate site specific locations for SHOD projects by the use of applicable land use criteria. Also establish unique design construction criteria for this special use group. Year: 93/95 l0 12 44 PiROGRAM ITEM P/WKS 5. CEQA GUIDELINES UPDATE/MITIGATION MONITORING PROGRAM: Train City staff in the use of updated City CEQA Guidelines and mitigation monitoring programs for all EIRs and mitigated negative declarations. The mitigation plans and monitoring are required by AB 3180 Cortese. Also monitor on a City wide, as needed, basis tlhe preparation of Initial studies and public noticing requirements. Year: 93/95 PROGRAM ITEM P/WKS PROGRAMS WE WOULD LIKE TO SEE ACCOMPLISHED, BUT NEED MORE STAFF: ANTENNA REGULATION STUDY: A study regarding the City's satellite dish and antenna regulations in response to various appeals for Minor Development Review and Variance applications. Year: 93/95 2. STRATEGIC PLANNING PROGRAM: Develop a group of information sources which will monitor related national, state and local items in order to anticipate needed changes to existing planning or Development Code provisions. Year: 93/95 3. VACANT LAND USE INVENTORY MAP: Identify vacant/under-utilized land by APN and land use designation in order to provide a mechanism for updating MIA/EIR for ~eneral Plan, monitor population projections, and provide a needed public information document. Year: 93/95 4. WATER AND SEWER DEFICIENCIES STUDY: Review and comment on a Building Department report concerning the adequacy of the City wide water and sewer lines and facilities. This study may result in new program implementation and/or General Plan Amendment, which would require further staff time not currently budgeted. As yet, the Building Department has not submitted the report to the Planning Department. Year: 93/95 PROGRAM ITEM P/WKS 5. OLD ALTA LOMA NEIGHBORHOOD PLAN: This program involves the preparation and processing of a neighborhood plan for the rehabilitation and revitalization of the Old Alta Loma area. Key features of the plan would include rehabilitation of the commercial buildings including the A~rican Can Company, Citrus Packing House Complex, the Billings Store, the Old Alta Loma Volunteer Firefighters Building, and many other structures in the area. Key components of the plan would include an economic market study to determine potentially compatible commercial uses for economic revitalization of the area. In addition, determining those buildings and facilities which need rehabilitation and the identification of implementation resources. HISTORIC PROPERTIES INVENTORY LIST UPDATES: This item involves the continuing update of the Historic Properties Inventory List. This list is the comprehensive summary data on all sites that have received a completed historical survey. The subject list is organized by Assessor's Parcel Numbers and is updated continuously with new information as regards to new sites, sites that have received an updated survey, or have received an upgrade in historic level of significance. Year: 93/95 2. LANDMARK DESIGNATION AND/OR ALTERATION APPLICATION PROCESSING, REVIEW, AND MONITORING: This item involves the processing of applications for Landmark Designations and/or Alterations, as well as the monitoring and follow-up of such actions. Such applications may be generated by either the City Council, Historic Preservation Commission, or the property owner. This area of the work program is difficult to predict in terms of the need for staff resources, however, it should be noted that Current Planning staff will be trained further in the area of Historic Preservation and they may be able to absorb some of the requests that occur beyond the allocated 10 project work weeks spread over the next two years. year: 93/95 12.0 10.0 PROGRAM ITEM P/WKS 3- MILLS ACT CONTRACT PROCESSING AND MONITORING: This work program item involves processing of property ¢~ner requests for Mills Act Contract. This activity represents a major incentive to property owners to request landmark designation of their properties in order to secure significant property tax reductions. In addition, these property tax reductions are intended to secure some additional level of maintenance and/or improvements to historical resources within the City. The City has processed one previous Mills Act Contract and staff is currently undergoing discussions with property owners considering two to three others. Inasmuch as the Mills Act Contract language has been standardized and through the approval of the first Mills Act Contract, a policy processing direction has been established. Staff believes that the hours allocated, although low, will be adequate. Year: 93/95 4. PUBLIC INFORMATION PROCESSING REQUESTS: This service is to provide information to the public at the counter and over the telephone. A significant amount of staff time is utilized conducting this very valuable function. The public information contacts contained in this work program item may or may not result in the filing of appropriate historic preservation applications. Year: 93/95 5. STAFF TRAINING AND ASSISTANCE: Staff training and assistance involves in-house staff development of a cultural resources management training program. Staff will conduct an ongoing educational series for the Planning Division in order to integrate the cultural resources review into the rest of the City's required CEQA Environmental Review. It is the intent to have each project planner within Current Planning trained and versed in Cultural Resources Management to manage consultants contracts and judge submitted reports. Project planners would then be responsible for producing staff reports and other documentation as needed for presentation of reports and development related applications for landmarks and landmark alteration permits. Year: 93/95 4.4 15.8 6.2 PROGRAM ITEM P/WKS 6- ORAL HISTORY PROGRAM: The oral history program began under the 1990-91 budget. The intent of this program is to train volunteers and to conduct, with in-house staff, a limited number of additional oral history interviews and to continue the library cataloging of these interviews. The 1990-91 Oral History Program was funded through additional contributions by the Rancho Cucamonga Cultural Foundation. If additional funds become available through this or other revenue sources, this program may be further expanded and accelerated. Year: 93/95 7. ARCHIVES PROGRAM: The archives program was established to archive important City department records under the 1989-90 Budget. The archives program will continue utilizing in-house staff and to train volunteers. The manual has been completed and approved. At this time, volunteers are being sought and many have expressed interest in the program. volunteer workshops and training sessions are in the development stages currently. Year: 93/95 8. UNREINFORCED MASONRY BUILDING ORDINANCE MONITORING Continue to monitor and provide liaison assistance to the Building and Safety Division staff for those buildings of Historical Significance. Year: 93/95 9. HISTORIC BUILDING REHABILITATION PROGRAM: This program is intended to provide funding for a variety of historic preservation activities. Within this program, funds are provided by the CDBG allocation from two prior years (90-91 & 91-92) amounting to approximately $90,000. These funds are to be used for a variety of activities including rehabilitation of blighted historic structures and historic preservation planning in Old Alta Loma. Current projects include the Chaffey-Garcia house and the G.P. Ledig House restorations. 11.0 12.0 4.4 7.4 Year: 93/95 PROGRAM ITEM P/WKS 10. OLD ALTA LOMA NEIGHBORHOOD PLAN: This program involves the preparation and processing of a neighborhood plan for the rehabilitation and revitalization of the Old Alta Loma area. Key features of the plan would include rehabilitation of the commercial buildings including the American King Company Citrus Packing House Complex, the Billings Store, the old Alta Loma Volunteer Firefighters Building, and many other structures in the area. Key components of the plan would include an economic market study to determine potential compatible commercial uses for economic revitalization of the area. In addition, ¢~termining those buildings and facilities which need rehabilitation and the identification of implementation resources. During Fiscal Year 1990-91, $5,670 was used to fund a half-time planning intern position to complete the process of conducting detailed survey and analysis. Year: 93/95 11. REDEVELOPMENT AGENCY RE-USE PROGRAMS Provide liaison assistance to the Redevelopment Aqency on various low-moderate income housing projects, including the Packing House re-use effort as well as other projects that may arise. Year: 93/95 12. PUBLIC COUNTER ASSISTANCE In support of Current Planning Division and because of staff reductions within the Department approximately 30 percent of the Associate Planner's time has been reassigned from Historic Preservation to Public counter duties. These duies include telephone and counter assistance to the public on a variety of zoning and planning topics. Year: 93/95 22.0 9.0 12.6 PROGRAM ITEM P/WKS NEW OR CONTINUED PROGRAMS WE MUST ACCOMPLISH AND NEED MORE STAFF: 1. ROUTE 30 REVIEW/MONITORING: Involves the continuation of review and monitoring of the mitigations contained in the Route 30 EIS. This program would also involve liaison work with the City's Engineering Division and affected property owners. Year: 93/95 2. LANDMARK PLAQUE IMPLEMENTATION: Continuation of the Landmark Plaque Program through the provision of landmark plaques primarily in those cases where such signage can be implemented through property owner or developer project implementation. First plaque at Showalter Rancho was installed and dedicated. Year: 93/95 3. CERTIFIED LOCAL GOVERNMENT PROGRAM: Program involves updating the Historic Preservation Commission Ordinance to comply with State requirements. These State requirements apply to the establishment of a certified local government program and thereby make the City eligible for State historic preservation grant funding. Year: 93/95 4. ETIWANDA AND FOOTHILL BOULEVARD SPECIFIC PLAN REVIEW/UPDATE: The Historic Preservation Commission requested this item be put on the work program in order for the Commission to review the subject specific plans for adequacy of historic preservation requirements and activities. This review and update may have to be primarily conducted by Current Planning Division staff because of the limited availability of Historic Preservation Commission staff. Year: 93/95 5. OUTREACH PROJECTS: BROCHURE, EXHIBITS, SLIDE SHOW: The outreach projects consist of those projects which are of a public information and educational aspect. These projects are intended to encourage and promote grass roots public involvement in Historic Preservation Commission activities throughout the City. ARCHAEOLOGICAL MAP UPDATE In cooperation with the local Archaeological Information Center, monitor and assess areas of potential and designated archaeological sensitivity. Year: 93/95 3.0 PROGRAM ITEM P/WKS PROGRAMS WE WOULD LIKE TO SEE ACCOMPLISHED, BUT NEED MORE STAFF: 1. HERITAGE WALKWAY: This item was initiated by the Historic Preservation Commission during Fiscal Year 1990-91. To date, the project has resulted in the selection of a Park and Recreation and Historic Preservation Sub-committee. Details concerning what the Heritage Walkway may entail has not been determined and in addition, a funding source has not been identified. Year: 93/95 2. HISTORIC PRESERVATION COMMISSION ORDINANCE UPDATE: This item would involve updating the Historic Preservation Commission Ordinance to reflect the Planning Division's role versus the Community Services Department's role in staffing the Historic Preservation Commission as well as other technical amendments requested by the Commission. Year: 93/95 3. NORTH TOWN SURVEY UPDATE: This is a new program item brought on through concern of staff that the historical inventory record for the structures in the North Town area is not adequate or sufficient. It is therefore staff's recommendation that an update of the Historical Inventory Survey be conducted within this area at a future date. Year: 93/95 4. HISTORIC AGRICULTURE LAND PRESERVATION PROGRAM: Staff feels that the rapidly disappearing remains of the area's agricultural past demands preservation. The Commission has expressed concerns over the incorporation of vineyards and groves into a detailed policy on such land retention. Staff would first survey the City and locate potential lands, then develop a viable land use/preservation program, and finally work towards its implementation. Year: 93/95 4.5 4.0 18.0 10.0
