Recitals. (i) On September 16, 1987, the City of ~'~ approved the enautaent of the Foothill Boulevard Specific Plan thr~ the adoption of Resolution No. 87-505. (ii) On November 15, 1991, the City of Rancho ~ filed an application f~r Foothill Boulevard Specific Plan Amendmeut No. 92-01, Subarea C, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Foothill Boulevard Specific Plan Amendment is referred to as "the application." (iii) On F~-b~uary 26, 1992, the Planning ~ion of the city of Rancho ~ conducted a duly noticed public hearing on the application ar~ follc~ing the conclusion of said public hearing, adopted Resolution No. 92-32 recc~m~'~g to the city C~uncil that the application be approved. (iv) On April 15, 1992, the City Council of the City of Rancho Cucamonga conducted a duly notioed public hearing and concluded' said hearing prior to the adoption of this Resolution. (v) All legal prerequisites prior to the adoption of this Resolution B. Resolution. NOW, ~, the City Council of the City of Rancho Cucamonga does hereby find, determine, and resolve as foll~x~s: 1. ~{-~ Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public hearing on April 15, 1992, including written and oral staff reports, together with public testimony, this Council hereby specifically finds as follc~s: (a) ~he application applies to 13.12 acres of land located on the ~ side of Hermosa Avenue, south of Foothill Boulevard and is undeveloped; said property is currently ~=~ignat~_ Medium Residential (8-14 dwelling units per acre); and Resolution No. 92-118 Page2 (b) ~be prop~ to the north of the subject site is designated C~..~unity Commercial and is vacant; the ~x~rties to the south are designated Medium Residential (8-14 dwelling units per acre) ar~ are developed with apartments; the p~operties to the east are designated Ix~ Residential (2-4 dwelling units per acre) and are developed with single family residences; the property to the west is designated Medium Residential (8-14 dwelling units per acre) and is developed with a mobile h~e park; and (c) This amendment does not conflict with the Land Use Policies of t/he General Plan and will pxDvide for develc~ within the district in a manner consistent with the General Plan, Foothill Boulevard Specific Plan, and with related develc~ment; and (d) This amendment prc~otes the goals and objectives of the (e) The properties located in Subarea C of tb~ application are o~pat/ble with existing and adjacent land use designatic~ as evidenced by (f) This amendment wuuld not have significant impacts on the a~d fir~/ngs of the Er~ Assessment. 3. ~ Council hereby finds that the pxDject b~ been reviewed and considered in compliance with the California ~nvir0~m~fcal Quality Act of 1970 and, further, this Ommcil hereby issues a Negative Declaration. 4. Based upon the findings and conolusio~s set forth in paragx~ Specific Plan Amendment 92-01, Subarea C, amending the Foothill Boulevard Specific Plan Land Use Map frc~ Medium Residential (8-14 dwelling units per acre) to Low-Medium Residential (4-8 dwelling units per acre) for 13.12 acres of land located on the w~st side of Hermosa Avenue, south of Foothill Boulevard as shown in Exhibit "A." 5. ~he City Clerk shall certify to the adoption of t_his Besolution.
