BOULEVARD SPECIFIC PLAN ~ 92-01, SUBAREA B, TO AM~qD THE RESID~ (8-14 DW~,T.TNG UNITS P]~ AC~E) TO LOW~~ RESIDenTIAL (4-8 12~W~.T,TNG UNITS P~R AC~E) FOR 1.84 ACRES OF LAND ~ ON THE NOrthWEST (IIRNq~ OF SAN BERNARDINO ~'{~:U~F- AI:~: 208-091-36, 56, 57, ~ 72 A. Recitals. (i) On September 16, 1987, the City of Rancho Cucamonga approved the enactment of the Foothill Boulevard Specific Plan through the adoption of P~solution No. 87-505. (ii) On November 15, 1991, the City of Rancho Cucamonga filed an application for Foothill Boulevard Specific Plan Amendment No. 92-01, Subarea B, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Foothill Boulevard Specific Plan ~ is referred to as "the application." (iii) On F~,~y 26, 1992, the Planning Commission of the City of Rancho Cucamonga corn%acted a duly noticed public hearing on the application and following the conclusion of said public hearing, adopted Resolution No. 92-30 rec~m,~nding to the City Council that the application be denied. (iv) On April 15, 1992, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing and concluded said hearing prior to the adoption of this Resolution. (v) All legal prerequisi~ prior to the adoption of this Resolution have occurred. B. Rmso lution. NOW, q/~REFO~, the City Council of the City of Rancho Cucamonga does hereby find, determine, and resolve as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public b~aring on April 15, 1992, including written and oral staff reports, together with public testimony, this Oouncil hereby specifically finds as follows: (a) The application applies to 1.84 acres of land located on the ~ corner of San Bernardino Road and Carnelian Avenue and is undeveloped; said property is currently designated Medium Residential (8-14 dwelling units per acre); and Resolution No. 92-116 Page 2 (b) The properties to the north of the subject site are designated Lc~ Residential (2-4 d~lling units per acre) and are developed with the Southern Pacific Railroad right-of-way; the prope~ to the south is designated C~,.unity O~,,~_rcial and is developed with an existing, non- Residential (2-4 dwelling units per acre) and Office/Professional and are developed with single family residences and vacant land; the lzroperty to the west is designated Flood O0mtrol and is developed with the ~ Creek Flood Control Channel; and (c) This amendment conflicts with the land Use Policies of the General Plan and will not provide for develqmnent within the district in a manner oonsistent with the General Plan, Foothill Boulevard Specific Plan, and with related develop; and (d) This amendment does not prc~ote tb~ goals and objectives of the Land Use Element; and (e) The properties located in Subarea B of t_his applicati~ are not suitable for the uses permitted in the proposed land use designatic~ and are not compatible with existing and adjacent ~ use designatic~ as evidenced by the subject properties' relative small size and proximi~ to Vineyard Avenue which is a secondary arterial; and (f) This amendment would not have significant hnpacts c~ the and find/rigs of the Envil-ca.marfcal Assess~er~. 3. Based upon the find/rigs and conclusions set forth in paragr~ 1 Plan Amendment 92-01, Subarea B, to amend the Foothill Boulevard Specific Plan Land Use Map frc~ Medium Residential (8-14 dwelling units per acre) to Low- Medium P~sidential (4-8 d~mlling units per acre) for 1.84 acres of land located on the ~ corner of San Bernard/no Road and Carnelian Avenue as shown in Exh/bit "A." 4. The City Clerk shall certify to the ad_~ption of this Resolution. PASS~D, APPROVED, and ADO~ this 15th day of A~ril, 1992.
