BOULEVARD SPeCiFIC PLAN ~ 92-01, SUBAREA A, TO AM~qD ~ RESID~_AL (8-14 E~.LING U~/TS PER ACRE) TO LOW-M~ RESID~fIAL (4-8 E~I.rNG UNITS PER AC~E) FOR 5.71 AC~ES OF IAND ~ ON THE SOUTH SIDE OF P~///~TI. BOULEVARD, SUPPOI~ ~F - APN: 207-211-18 TH~0[~ 21, 32, AND 34 A. P~citals. (i) On September 16, 1987, the City Oouncil of the City of Rancho Cucamonga approved the enactment of the Foothill Boulevard Specific Plan through th~ adoption of Resolution No. 87-505. (ii) On November 15, 1991, tb~ City of Rancho Cucamonga filed an application for Foothill Boule%-urd Specific Plan Amendment No. 92-01, Subarea A, as described in the title of this Resolution. Nmreinafter in this Resolution, the subject Foothill Boulevard Specific Plan Amendment is referred to as "the application." (iii) On February 26, 1992, the Planning Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and follc~ing the conclusion of said public hearing, adopted Resolution No. 92-26 r~LBL~ to t]%e City Council that the application be denied. (iv) On April 15, 1992, the City Council of the City of Rancho Oacamonga conducted a duly noticed public hearing and concluded said hearing prior to the adoption of this Resolution. (v) All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, the city Council of the City of Rancho Cucamonga does hereby find, determine, ar~ resolve as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public hear/rig on April 15, 1992, including written ar~ oral staff reports, together with public testimony, this Council hereby specifically finds as follc~s: (a) The application applies to 5.71 acres of land located on the south side of Foothill Boulevard, west of the Cucamonga Creek and is undeveloped; said property is currently designated Med~_ium Residential (8-14 dwelling units per acre); and Resolution No. 92-114 Page2 (b) The properties to the no,ch of the subject site are designated Office and are partially developed with offices; the property to the south is designated Medium Residential (8-14 dw~llir~ units per acre) and developed with the (~ Creek Flood (kxfcrol Channel; the property to the w~st is designated Medium Residential (8-14 dwelling units per acre) and is developed with a mobile home park; and (c) This amendment oc~flicts with the Land Use Policies of the General Plan and will not provide for develo~ within the district in a manner consistent with the General Plan, Foothill Boulevard Specific Plan, and with related development; and (d) ~ amendment does not prcmote the goals and objectives of (e) The properties located in Subarea A of this application are are not compatible with existing and adjacent land use designations as evidenced by the mobile hc~e park, flood control dmmm~el, and major divided are no existing single family land use designations in the J/mm~diate vicinity, therefore, the proposed land use designation of Low-Medium Residential wuuld (f) This amendment wuuld not have significant impacts on the and findings of the Erf~irc~m~rfcal Assessment. 3. Based upon the findings and conclusions set forth in paragrm~ 1 Plan Amendment 92-O1, Subarea A, to amend the Foothill Boulevard Specific Plan Ta~d Use Map frc~ Medium Resi~=ntial (8-14 dwelling unite per acre) to ~ Medium Residential (4-8 dw~ll~ units per acre) for 5.71 acre~ of land located on the south side of Foothill Boulevard, west of the (~ Creek as shown in Exhibit "A." 4. ~he City Clerk shall certify to the adoption of this Resolution.
