WHEREAS, Assembly Bill (AB) 939, the Integrated Solid Waste Manage-
ment Act of 1989, requires all cities and counties to prepare a cc~rehensive
solid waste management plan, called a Source Reduction and Recycling Element
(SRRE). Subsequent enacted legislation, AB 2707, requires the preparation of
a separate Household Hazardous Waste Element (HHWE); and
WHEREAS, on October 24, 1991, the City's Environmental Management
Co~m,~ssion conducted an advertised public hearing in accordance with Title 14,
Chapter 9, Article 7.0 of the California Integrated Waste Management Board to
receive testimony regarding the Preliminary Draft SRRE and HHWE. Notice of
the time and place of the hearing was given as required by law; and
WHEREAS, on March 4, 1992, the City Council conducted an advertised
public hearing to receive testimony regarding the Final ~port for the SRRE
and HHWE. Notice of the time and place of the hearing was given as required
by law.
WHEREAS, the Final R~port of the SRRE and HHWE references projected
costs based on current information which may change due to changing laws,
technologies, and other actions of other agencies which affect solid waste
management.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find and certify that the project has been reviewed and considered in
compliance with the California Environmental Quality A~t of 1970, and,
further, the City Council hereby issues a Negative Declaration.
