COMMUNICATIONS FROM THE PUBLIC This is the time and place for the general public to address the City Council and the Task Force. State law prohibits the Council and Task Force form addressing any issue not previously included on the agenda. They may receive testimony and set the matter for a subsequent meeting. CALL TO ORDER A regular meeting of the Rancho Cucamonga Route 30 Ad Hoc Task Fome was held on Tuesday, November 12, 2002, at 6:11 p.m. in the City Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. Task Fome Members present: Mayor Bill Alexander; Doris Beckner, Jane Bradshaw, Les Davies; Peter Liu, John O'Neil; Sergio Martinez Others present: Joe O'Neil, City Engineer; Shintu Bose, Deputy City Engineer, Jon Gillespie, Traffic Engineer; Mike Olivier, Sr. Civil Engineer; Ken Fung, Assistant Engineer; and Diane L. Whyte, Senior Administrative Secretary. Task Fome Members absent: Mayor Pro Tern Diane Williams, Klm Aylor, Bob Coberty; Karen Schmauss, Chuck Buquet, and Planning Commission Chair Larry McNiel. B. COMMUNICATIONS FROM THE PUBLIC 1. Paul Jacobson, 6542 Autumn Glen Ct. had questions regarding sound wall between Milliken and Rochester Avenues on the south side. 2. Tracy Russell, 6538 Autumn Glen Ct. had questions regarding sound wall between Milliken and Rochester Avenues on the south side and had safety concerns. C. CONSENT CALENDAR Approval of Minutes: April 9, 2002 ACTION: Minutes Approved D. ITEMS FOR DISCUSSION D1. Seqment 3 - Sound walls between Milliken and Rochester Avenues, south side - City Joe O'Neii, City Engineer stated there are still discrepancies between the developer's sound study, SANBAG's sound study, and the independent sound study commission by the City.. Joe O'Neil again recommended ! Route 30 Ad Hoc Task Fome Minutes November 12, 2002 Page 2 waiting until the freeway is finished and check the sound levels at that time. Two residents spoke during this portion of the meeting, reiterating their desire to have a sound wall at the top of the freeway. Mr. Paul Jacobson felt they have gotten no-where with this matter. Mayor Alexander stated that wasn't the case and said that on May 15, 2002, the City Council approved a resolution requesting Caltrans to review the department's policy of allowing developers to construct sound walls on the State right-of-way, The Mayor also stated at this time a sound wall could not be constructed on the freeway, as Paul Jacobson and Tracy Russell wanted. Joe O'Neil, City Engineer continued with his presentation regarding the Citation Homes Tract No. 15797, that four (4) homeowners wanted their wall raised and two (2) did not. He also stated as long as one (1) wanted their wall raised that the City would have to raise all of the walls. Tracy Russell a resident of the Citation Homes, stated she wanted a sound wall on the freeway. Tracy wanted to know where she could go and voice her concerns regarding the sound wall since the Task Force was not moving forward to help them. She also voice concems of safety. Joe O'Neil, City Engineer stated that the issue at hand was the sound wall and the independent sound study came back saying the City needed to mitigate the wall. Tracy Russell brought up the idea of having a wall on the north side of Highland on the four-foot strip of land. She was told the land did not belong to the City but eventually it would be dedicated to the City. She again stated that having a wall across the street on the north side would help tremendously and wanted the City to pursue this matter. She wanted to know where she could go to voice her concern. Mayor Alexander stated she would need to go to a SANBAG meeting. She wanted to know what she needed to do to attend a SANBAG meeting. Joe O'Neil stated her item of concern would have to be agendized and stated he would handle putting this item on the SANBAG's Agenda. Joe O'Neil stated he needed to legally conclude the sound wall issues first. He asked Tracy Russell it she could do the following: 1. Get her neighbors adjacent to Highland Avenue and the freeway to all agree not have their walls raised. Request that a six-foot high block garden wall be constructed on the north side of Highland Avenue. 2. The six homeowners adjacent to Highland Avenue shall agree to enter into a sound easement agreement with the City on accepting a sound level above the legal requirement. 3. City requests SANBAG to construct the garden wall and/or City will pursue getting the item on an upcoming SANBAG Board meeting. D2. Joe O'Neil, City Engineer that Caltrans safety team was walking the freeway this week. If they come up with a clean bill (highly unlikely on major projects), the freeway could open in November. Other than that, the City Engineer said SANBAG/Caitrans was making no commitments for an opening date. Mr. O'Neil informed the Task Fome about soccer balls being kicked over the wall at Beryl Park onto the freeway. He informed them that the City is working with SANBAG and Caltrans to resolve the issue. Joe also mentioned we are continuing to pursue obtaining the property north of the freeway from Amethyst to east of Amhibald from Caltarns for City park purposes. CALL TO ORDER A special Workshop/Informational meeting of the Rancho Cucamonga Route 30 Ad Hoc Task Fome was held on Tuesday, February 11,2003, at 6:15 p.m. in the City Council Chambers of the Civic Center, located at 10500 Civic Center Drive, Rancho Cucamonga, California. Task Fome Members present: Diane Williams, Mayor Pro Tem, Jane Bradshaw, Bob Coberly, Les Davies; Peter Liu, Karen Schmauss, John O'Neil; Others present: Joe O'Neil, City Engineer; Jon Gillespie, Traffic Engineer; Mike Olivier, Sr. Civil Engineer; Ken Fung, Assistant Engineer; and Diane L. ITEM OF BUSINESS 1. Workshop/Public Information - Presentation on analysis of sound with respect to the 210 Freeway- Caltrans. The City Engineer explained the purpose of the meeting was to give the Task Fome and those in attendance a brief overview of issues relating to sound. Tony Louka from Caltrans made a presentation regarding the issues about sound including explaining the threshold values, how sound is attenuated by wall and other features, and how sound is transmitted. Tony went on to explain Caltrans is beginning a study to look at the entire corridor throughout Rancho Cucamonga relative to sound. Caltrans has already begun taking readings and Tony indicated that the project would move forward until completed, so hopefully, some time in April. The discussion was then open to the public, roughly two hours were spent with the audience asking questions of Tony and City staff relative to sound issues along the freeway. Several residents indicated that they wished sound readings to be taken at their home and there was a sign-up sheet for that purpose. The Task Fome had a few questions regarding elements about the freeway. The meeting concluded at 9:09 p.m. C. My concerns as a resident of Rancho Cucamonga are: According to Joe O'Neil on November 2002 Task Force Meeting he stated if one person (resident) wanted the wall raised the whole wall is raised. Would you please explain to me why I have an 18-foot wall and at the west end of my housing track their sound wall is approximately 12 feet high? Then after the new track the sound wall resumes to 18 feet. What is the purpose of this? Where I reside we were informed the sound wall would be 14 feet in height on my side of the sound wall and on the freeway side would be 18 feet. Well, they sure reversed that, my side of the wall is 18 feet and the freeway side is 14feet. We have no view of the mountains. While my neighbors West of me has a lower sound wall. Because of this area the sound from the freeway is amplified which travels through the Iow part of the wall and carries throughout the neighborhood. (see last page for drawing) Haven Aven[~: (Haven Avenue from the freeway off ramp to 19th street). Due to the construction of the freeway, Haven Avenue was raised approximately $ feet. The retainer walls did not increase in height so while you are driving South bound on Haven Avenue, you can look down into the homes. Only 6 homes received a new retainer wall and the other approximately 6 homes did not. This is an eye sore. The retainer wall on haven Avenue is 3 different heights. So if one received a new wall why didn't the rest of the housing track receive the same, according to Joe O'neil what goes for one should go for all. What is the logic in this? Another eye sore .... Due to the raising of Haven Avenue the sound travels over the retainer wall and amplifies itself by bouncing against the sound wall and amplifies to the houses. So we end up with Freeway noise and Haven Avenue noise due to heavy traffic on both. Sound Test: Have you done the sound test in our housing track? If so when and where was the test conducted? At what time was the test conducted? What are the results of the tests? The noise starts at 3am to approximately 9am, picks back up around 2pm to 730 pm. It is a continual roar from traffic Bus Stop: We have a bus stop located on Haven Avenue just South of 19th street. This bus stop is unsafe. To utilize this site the patrons must stand against a chain link fence on the ground that is at a slope. There is no place to sit down other than the curb, which puts the person on the shoulder of Haven Avenue, which is a very busy street. When is this area going to be changed so there is a safe place to wait for the transit system? Clean UP: My concem as a homeowner and resident is the North-West comer lot on 19th Street and Haven Avenue to the off ramp at the 210 freeway. This area needs to be cleaned up and maintained, if you drive south from the off ramp to the corner of 19th street there is trash and debris that has collected there. This is an eye sore. Also, the North West corner of 19th and Haven is an empty lot. This lot is an area that is not being used and is a disgrace to the community's reputation. I feel this is not an eyesore only to us but also to the City itself. Don't forget this is the street that leads to Chaffey College, City Hall and other main attractions to the city. Does this reflect the ima§e we want for our Beautiful City. Who is responsible for this area? Why hasn't the party responsible cleaned the area up and planted some shrubs and flowers there to beautify this corner. What are the plans for this location? When will it be implemented?
