Therefore, the regular meetings of the Historic Preservation Commission will return to the Rancho Cucamonga City Hall Council Chambers, located at 10500 Civic Center Drive, Rancho Cucamonga, California, effective February 25, 2004. The meetings will continue to start at 7:00 p.m. on the second and fourth Wednesday of each month. RECOMMENDATION: Staff recommends that the Historic Preservation Commission approve the attached Resolution to change the location of the Historic Preservation Commission meetings. Recitals. 1. The City of Rancho Cucamonga relocated the Historic Preservation Commission meetings during seismic retrofitting of the Council Chamber at City Hall. 2. The seismic retrofit of the Council Chambers at City Hall is now complete. 3. All legal prerequisites to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined and resolved by the Historic Preservation Commission of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part"A," of this Resolution are true and correct. 2. Related Files: Development Review DRC2003-00358 and Tentative Tract Map SUBTT16554. BACKGROUND: The historic Minor House was designated as a Historic Landmark on September 3, f 1987. The house has retained its historical integrity over the years and is an excellent example of Craftsman style architecture. It is one of the last remaining unaltered Craftsman homes in the City of Rancho Cucamonga. PROJECT AND SITE DESCRIPTION: The proposed alteration is for the construction of five single-family homes (DRC2003-,00358), an addition of a detached garage for the Minor house, and relocation of the house from the northeastern comer of the property to one of the southeastern lots. A. Surrounding Land Use and Zoning: North - Multiple Family Residences; Medium Residential (8-14 dwelling units per acre) South - Single Family Residences; Low Residential (2-4 dwelling units per acre) East - Single Family Residences; Low Residential (2-4 dwelling units per acre) West - Single Family Residences; Low Residential (2-4 dwelling units per acre) B. General Plan Designations: Project Site- Low Residential (2-4 dwelling units per acre) North - Medium Residential (8-14 dwelling units per acre) South - Low Residential (2-4 dwelling units per acre) East - Low Residential (2-4 dwelling units per acre) West - Low Residential (2-4 dwelling units per acre) C. Site Characteristics: The historic Minor House is located on a 1.67 acre parcel of land generally located on the south side of Base Line Road, west of Hermosa Avenue. In its present location, a driveway provides access from Hermosa Avenue to the historic house which fronts on Base Line Road. Street improvements to be completed with Tentative Tract Map SUBTT16554 include the installation of sidewalk, streetlights, and street trees. The site slopes gently to the south, with ,. two mature trees on each side of the Minor House. Both trees will be preserved. ITEM "A" HPC STAFF REPORT DRC2003-00711 - PINEWAVE January 14, 2004 Page 2 D. Action Requested: In accordance with the conditions of previous Historic Landmark Designation LD-26, the Historic Preservation Commission must review the proposed relocation, garage addition, and development of the five houses. The subdivision, which creates 6 lots, and the Development Review of the five new homes, are the subject of Tentative Tract Map SUBTT16554 and Development Review DRC2003-00358 that are on the January 14, 2004 Planning Commission agenda. Approval of the Landmark Alteration permit is necessary before the applicant can begin construction. ANALYSIS: The applicant has submitted complete elevations, including those depicting the interior changes to the home. The building designs of both the detached garage and the five new residences are compatible in style and materials with the Minor residence. Features will include Craftsman-style clapboard siding on a portion of the new homes, as well as gabled roofs. The relocation of the residence will retain the original orientation but will also place the structure in a more livable environment, further back from the busy intersection of Base Line Road and Hermosa Avenue. The new location should contribute to the Landmark's future retention, since it is a more desirable living location. The Tentative Tract Map and the Development Review application successfully completed design review on November 4, 2003. Relocation of the Minor House serves'in its best interest for continued protection in the future. ENVIRONMENTAL ASSESMENT: The proposed alterations of the historic Minor House are being reviewed for environmental impacts separately with the related Tentative Tract Map SUBTT16554. FACTS FOR FINDING: FINDING 1: The action proposed is consistent with the purposes of the Historic Preservation Ordinance 2.24.120. FACT: The proposal meets requirements of the Historic Preservation Ordinance because the materials are similar to the original and the design echoes and is in harmony with the other elevations. It does not harm important features of the original building, and it enhances the livability and value of the building as a residence. FINDING 2: The action proposed will not be detrimental to a structure or feature of significant aesthetic, cultural, architectural, or engineering interest or value of an historic nature. FACT: The alterations will not be detrimental to the historic home and will increase the likelihood that the house will be preserved for future generations to enjoy. RECOMMENDATION: Staff recommends that the Historic Preservation Committee approve Landmark Alteration it DRC2003-0 11 through adoption of the attached draft Resolution of Approval. Medium pitch gable roof with composition roofing paper. Exposed eaves with knee braces. Siding is wood clapboard. Windows are paired double hung with wood lintel, molding and extended sill of craftsman styling. An uncovered,second story balcony is located over the entrance, with two separate doors opening out to it. These doors are plain. A covered porch extends the entire length of the structure. Porch is concrete with rock piers and paired,square wood supports, rock.balustrade. Front door is two panel with four glass panes In the upper third. Window in living room consists of a large picture window with two smaller side windows. Foundation is of fieldstone. Unique feature is a Porte Cochore located on the east side. This may have had a driveway extending through it;however widening of the road has resulted in no front yard and a three-foot high retaining wall. Also address integrity.) The structure is significant both architecturally and historically. This is an excellent example of a 1920's Craftsman Style Grove house, once very common within the area. However, becoming increasingly rare, due to development. Although examples can be located within San Bernardino County, this particular structure is the last remaining Craftsman within Rancho Cucamonga that has not been altered. These structures were generally located on the corner of two intersecting streets with the grove to the rear. This structure was owned by Charles J. Minor, who was both a citrus grower and possibly the last blacksmith within Cucamonga. He and his brothers, Herbert and Wilbur, were all active within the business community. A corrugated iron shed that once stood to the rear of the residence was Charles Minor's blacksmith shop, prior to his opening a shop in downtown Cucamonga. 1311. A. Recitals. 1. Pinewave Design and Engineering fled an application fora Landmark Alteration Permit as described in the title of this Resolution. Hereinafter in this Resolution, the subject Landmark is referred to as "the application." 2. On January 14, 2004, the Historic Preservation Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date. 3. All legal prerequisites prior to the adoption of this Resolution have occurred. B. Res NOW,THEREFORE, it is hereby found, determined, and resolved by the Historic Preservation Commission of the City of Rancho Cucamonga as follows: 1. Based upon substantial evidence presented to this Commission during the above- referenced public hearing on January 14,2004, including written and oral staff reports,togetherwith public testimony, and pursuant to Section 2.24.120 of the Rancho Cucamonga Municipal Code,this Commission hereby makes the following findings and facts: a.
