City C~erk Eesolution ?~o. g7-136 Page 3 CITY OF RANCHO CUCAMONC~ Engineer's Report for Landscape Maintenance District No. l ANNEY, AT[ON NO. 32 For Tracts 12650-2 and 12772 SECTION I. ~uthorit~ for Report This report is in compliance with the requirements of Article ¢, ChaPter 1, Division 15 of the Streets and Highways Code, State of California (Landscaping and Lighting Act of 1972). SECTION 2. General Oescription This City Council has elect~ to annex all new su~ivisions into Landscape Maintenance District No. 1. The City Council has determined that the areas to be maintained will have an effect upon all lots within Tracts 12650-2 and 12772 as well as on the lots directly abutting the landscaped areas. All landscarmd areas to be maintained in the annexed tracts are shown on the recorded Map as roadway right-of-way or easements to be granted to the City of Rancho Cucamonga. SECTION 3. Plans and Specification~ The plans and landscaping are as stipulated in the conditions of approval for the development and as approved by the City Engineering Division. Reference is hereby made to the subject tract map or development plan and the assessment diagram for the exact location of the landscaped areas. The plans and specifications for landscaped improvement on the individual development is hereby made a part of this report to the same extent as if said plans and specifications were attached hereto. SECTION 4. Estimated Costs No costs will be incurred for parkway in~rovement construction. .All improvements will be constructed by developers. Based on historical data, contract analysis and developed work standards, it is estimated that ~aintenance costs for assessment purposes will equal thirty ($.30) cents per square Foot per y~ar. These costs are estimated only, actual assessment .~ill be based on actual cost data. The estimated total cost for Landscape Maintenance District No. 1, including Annexation No. 32, is as follows: Total .Annual Maintenance Cost YTD $.30 X 736,111 square feet · $220,833.30 Per Lot Annual Assessment S220.833.30 ' $ 26.66 82~6+68 Per Lot Monthly Assessment $26.66 = $ 2.22 Assessment shall apply to each lot as enumerated in Section 6 and the attached assessment diagram. Where the development covered by this annexation involves frontage along arterial or collector streets, which are designated for inclusion in the maintenance district but will be maintained by an active homeowners association, these assessments shall be reduced. SECTION 5. Assessment Diagram A copy of the proposed assessment diagr~n is attached to this report and labeled "Exhibit A", by this reference the diagram is hereby incorporated within the text of this report. Resolution No. 87-136 Page 4 SECT[O~ 6. Assessment Improvements for the Oistrict are found co be of general benefit to ~ll lots within the District and that assessment sha)l be equal for each unit. Where there is Fhe City Council will hold a public hearing in June, to determine the actual assessments based upon the actual costs incurred by the City during the previous fiscal year which are to be recovered through assessments as required by the Landscape and Lighting Act of SECTIOI 7. Order of Events i. City Council adopts Resolution of Preliminary Approval of City Engineer's Report. 2. City Council adopts Resolution of Intention to Annex to District and sets public bearing date. 3. City Council conducts public hearing, considers all testimony and determines to Annex to the District or abandon the Proceedings. 4. Every y~ar in May, the City Engineer riles a report with the City Council. 5. Every ~mr in June, the City Council conducts a public hearing and approves, or modifies and approves the individual assessments.
