A RESOLUTION OF THE COUNCIL OF THE CITY OF RANCHO
CUCAMONGA DENYING THE APPLICATION OF COLE-SHAEFER
AMBULANCE SERVICE TO PROVIDE NON-EMERGENCY
AMBULANCE SERVICES IN THE CITY OF RANCHO
CUCAMONGA
A__=. Recitals.
(i) Cole-Shaefer Ambulance Service ("Applicant" hereinafter) applied for a permit
to provide non-emergency basic life support ambulance services in the City of
Rancho Cucamonga as required by the provisions of Chapter 8.18 of the Rancho
Cucamonga Municipal Code ("the Application" hereinafter).
(ii) On February 7, 1996, this Council conducted and concluded a duly noticed
public hearing on the Application.
(iii) All legal prerequisites to the adoption of this Resolution have been satisfied.
B._~. Resolution.
NOW, THEREFORE, it is hereby found, determined and resolved by the Council of
the City of Rancho Cucamonga as follows:
1. This council hereby specifically finds that the Recitals set forth in Part A, of this
Resolution are true and correct.
2. Based on substantial evidence presented at the above-referenced hearing, this
Council hereby specifically finds as follows:
A. The granting of the Application could result in the Applicant receiving
a substantial portion of basic life support requests for service in the City of
Rancho Cucamonga, thereby causing the City's emergency life support service
provider to increase rates for emergency services provided in the City.
B. No evidence whatsoever of a need for an additional basic life support
service ambulance provider to operate within the City of Rancho Cucamonga,
such as evidence of slow responses to basic life support service requests by the
present provider was offered in support of the Application.

C. Responses to requests for non-emergency services by Applicant with
the capability of providing only basic life support services could result in public
health risks to Rancho Cucamonga residents by delaying advance life support
attention to a person who requests service in situations where that person
requesting ambulance transport does not recognize or realize his or her
immediate need for advanced life support services or when that person's need for
advanced life support services arises when that person is being transported by
basic life support personnel.
3. Based upon the findings set forth in paragraph 2, above, this Council finds and
concludes in accordance with Rancho Cucamonga Municipal Code Section 8.18.060B.4.
that there is insufficient need for the additional ambulance service within the City of Rancho
Cucamonga as applied for by Applicant.
4. In accordance with the findings and conclusions set forth hereinabove, this Council
hereby denies the Application.
5. The Applicant hereby is notified that the time within which judicial review of the
decision embodied in the Resolution may be sought is governed by California Code of Civil
Procedure, Section 1094.6.
6. The City Clerk shall certify to the adoption of the Resolution and shall mail a true
and correct copy of this Resolution together with a certificate of that mailing to Applicant at
Applicant's address stated in the Application. Said mailing shall be accomplished by first
class mail, postage prepaid.
