HomeMy WebLinkAbout95-118 - ResolutionsRESOLUTION NO. 95-118 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE ENVIRONMENTAL INITIAL STUDY AND ISSUANCE OF A CATEGORICAL EXEMPTION FOR THE PROPOSED EAST AVENUE STREET IMPROVEMENT AND REHABILITATION PROJECT FROM SUMMIT AVENUE TO NORTH SIDE OF THE NORTHEAST COMMUNITY PARK SITE. WHEREAS, the City Council of the City of Rancho Cucamonga has reviewed all available input concerning the proposed East Avenue Street Improvement and Rehabilitation Project from Summit Avenue to north side of the Northeast Community Park Site; and WHEREAS, an Environmental Assessment Initial Study has been prepared pursuant to the California Environmental Quality Act, as amended. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA HEREBY RESOLVES as follows: SECTION l: The City Council of Rancho Cucamonga hereby approves the Environmental Assessment Initial Study and issuance of a Categorical Exemption for the proposed East Avenue Street Improvement and Rehabilitation Project from Summit Avenue to north side of the Northeast Community Park site. SECTION 2: The City Clerk is directed to file a Notice of Exemption pursuant to the California Environmental Quality Act. PASSED, APPROVED, AND ADOPTED this 19th day of July, 1995. Date: --~--"L C~ q ~- Signature: -3- ATTACHMENT - PART 1 Resolution No. 95-118 Page 6 Project Description and Effects: 8, 9, 13, 25, 27, 33 and 34 The proposed project "East Avenue Street Improvement and Rehabilitation" Project consists of removal and replacement of the existing pavement, cold plane and A.C. overlay. Installation of new pavement, sidewalk, curb, gutter, drive approach and striping. The length of the project is approximately 1,210 feet. Construction is tentatively scheduled for fiscal year 1995/1996. Noise, vibration, dust and odor will increase at the project site during construction. After project completion, all noise, vibrations, dust and odor caused as a result of this project will cease to exist and will rerum to their normal levels. The project is located on East Avenue from Summit Avenue north to the future 23rd Street. East Avenue is designated a secondary street and is located in a residential area. Summit Intermediate School is situated to the east while to the west are rows of eucalyptus trees and fruit tree farm. The area north of the Summit Intermediate School is undeveloped. The general topography of the project site consists of a slight northwest to southeast incline, there are sudden grade changes in some areas just north of the school. The proposed project will not have a substantial impact on plants and animals or land resources. There are no obvious historical, cultural or scenic aspects. EVALUATION (Narrative description of environmental impacts.) Earth b. There will be a subgrade soil and aggregate base preparation and compaction for the placement of new asphalt concrete pavement. A slight increase in wind or water erosion of soils will occur during consreaction; measuring to mitigate the erosion will be employed. Air a.&b. Consumction equipment along with A.C. pavement and A.C. overlay will temporarily increase air emission and/or objectionable odors. 0 Noise a. Existing noise level will increase temporarily due to equipment operations during construction hours. The public living or working near the project may be disturbed only during construction hours. At any rate, temporary equipment noises will be mitigated by the installation of noise attenuators and restriction of hours of operation. Resolution No. 95-118 Page 14 Page 8 IV .DETERMINATION (To be completed by the Lead Agency.) On the basis of this initial evaluation: I find the proposed project COULD NOT have a significant effect on the environment, and a NEGATIVE DECLARATION will be prepared. I find that although the proposed project could have a significant effect on the enviroment, there will not be a significant effect in this case because the mitigation measures described on an attached sheet have been added to the project. A NEGATIVE DECLARATION WILL BE PREPARED. I find the proposed project MAY have a significant effect on the environment, and an ENVIRONMENT IMPACT REPORT is required.
