~I~EREAS, the envi~ and cleaner air is i~ to every
Califcxllian; and
Implementatic~ Plan (FIP) designed to achieve air quality ~; and
WHEREAS, California, and the City of Rancho O,camonga in particular,
are o~ly now beginning to recover from a lon~ and difficult eoonc~ic
reoession; and
WHEREAS, the City of Rancho C~amonga b~-~ made great litogress in
creating and retaining jobs in the re~ion; and
kHEREAS, the FIP, as p~oposed, would put local businesses,
agriculture, and industry at a severe competitive disa~ge cc~ to
other regions and states, thus having a negative impact on our continued
recovery; and
WHEREAS, the FIP contains penalties and fees which will result in the
loss of millions of dollars to the state and local economies; amt
WHEREAS, the FIP will result in significant loss of jobs and the
lessening of the quality of life for our residents.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Rancho O~m~r~/a opposes the Federal Implementation Plan in its current form.
PASSED, APPROV~D, and ADOPTED this 5th day of October, 1994.
