Aria Campos has filed an applicatic~ f~r a~ of T~n~ma~k Designatio~ No. 94-02 as descr~ /11 the title of this Resolution. Hereinafter in this Resolution, the subject Landmark Designatic~ re~_~t is 2. On the 13th day of July ar~ contir~_~ to the 27th day of July and the 10th day of August 1994, the Historic Preservatic~ O,,~.~ic~ of the City of Rancho'Cuc~m~ga oonducted a duly noticed public hearin~ on the application andcc~cluded said hearingonthatdate. 3. On the 5th day of October 1994, the City Oouncil of the City of Rancho O,ca~3a conducted a duly noticed public hearing on the application and concludedsaidhearingonthatdate. B. Resolution. NOW, THEREFORE, it is hereby found, determined and resolved by the City Council of the City of Rancho O_~_amnnga as follows: 1. ~ Council hereby specifically finds that all of the facts set forth in the Recitals, Part "A," of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Oouncil during the above-referenoed public hearir~3s on October 5, 1994, including written and oral staff reports, together with public testimony, this Oouncil hereby specifically finds as follows: a. The applications applies to property located o~ the north side of Foothill Boulevard between Archibald and ]flusman Avenues at 9618, 9626, 9634, and9642 Foothill Bouleward; and b. The properties to the north and west of the subject site are designated for specialty c~,mercial uses and are developed with single family residences. Tb~ ~roperty to the south is __~ignated for c~m~ercial uses and is developed with a fast food restaurant. The pro~ to the east potentially historic gas station; and ~esolutic~ No. 94-201 c. ~he application contains four single family residences that were built between 1916 and 1927; and d. ~he block bounded by Foothill Boulevard, Archibald and Klu~man Avenues, and Estacia Street is one of the remaining intact neighborhoods frc~ the late 1910s and the 1920s; and e. The Craftsman bungalows were indicative architectural style of the late 1910s and the 1920s; and of the f. The Foothill Boulevard Specific Plan identifies the bungalows as notm_ble structures; and g. The Foothill Boulevard Specific Plan encourages the establishment of land uses to complem~Jfc existing cultural and historic h. The Foothill Boulevard Specific Plan requires new projects to incorporate existing cultural and historical structures; and i. The site was under the control and influence of John Klusman during the 1930s. 3. Based upon the substantial evidence presented to this Ocuncil during the above-ref~ public b~aring and upon the specific f'~ of fact set forth in paragraph 1 and 2 above, this Council hereby finds and concludes as follows: A. Historical and Cultural Significance: The proposed Landmark is particularly representative of an historic period, type, style, region, or way of life. ~ne proposed Landmark is an example of a type of building which was c~oe c~L.t~ but is now rare and the propoeed T~dmark is oonnected with a business or use e The prcpoeed Landmark was oonnected with sc~ec~e renowned, imp, or a local personality. Be Neighborhood an~ Geogr~c Setting. 1. The ~-o~ Iandmark materially benefits the historic character of the neighborhood. The proposed Landmark, in its location, r~ an estm_blished and familiar visual feature of the neighborhood, c~t,~-,nity, or city. Resolutic~No. 94-201 Page3 4. This Council hereby finds that the project b~-~ been k~view~d ~ cc~sidered in cc~plianoe with the California Env~ Quality Act of 1970 as Landmark Designations are exempt under C~, per Article 19, Sectio~ 15308. 5. Based upon the fir~tr~js ar~ ccnclusior~ set forth in paragr~?hs 1, 2, 3, and 4 above, this Council hereby resolves that pursuant to Chapter 2.24 of the Rancho O~,~ M~nicipal Oode, that the City Council of the City of Rancho O~.~,zja hereby approves the application subject to the followin~ 1) The houses shall be restuxed/reb~hilitated oonsistent with the architectural style and details of the era of con~c~. ~he fim~] City planner prior to of tilding 6.
