area of Sa~ B~ Oounty as the U.S. Fish a~d Wildlife Service (US~WS)
continues the process of evaluatir~ various oar~idate animal an~ plant species
~n~ ~r thr~a~ ~mrmmnt to th~ F.d~--al ~ S~ies Act (~);
species ~bitat Om%~-~ation Plan (HCP) in oxder to resolve the inherent
conflicts between land develoF~ent and rare, threatened, and em4a~_red
species preservation; and
WHEREAS, a proactive approach to this im~ issue is essential to
ensure the ~c well-being of all interests, both public and private,
within the San Bernardino Valley; and
~mREAS, a o~m~mhensive HCP will vastly improve the position of all
jurisdictions to provide for the develo$~ent ncc~ed to create the employment
opportunities that are so essential to the economic vitality of the valley
area and its citizens.
NOW, THEREFORE, ~HE CITY ~ OF THE CITY OF ~ (~3CAH~,
CAL/F(~F~A,~YRESOLVES~ ~LLOWS:
S~CTION 1: The City will support the preparation of an HCP for
the San ~_rnard/no Valley encc~pass~ the area generally bounde~___~__ by the
Forest on the north and east, and agrees to participate in a Joint Powers
the plan.
S~'TION 2: ~he City will suppoxt this effort by dedicating City
staff time to supply the r~m~y data re~H~ed for preparation of an ~CP.
Any request for a monetary contr/hfcion, in any amount that is ~foaally agreed
to in a fair and equitable manner between all of the local jurisdictions
participatir~ in the HCP, shall be reviewed ar~ approved by the City Oouncil.

S~CTION 3: It is the intent and desire of this Council that any
monetary cc~trJtaxtion be based on the extent of sensitive _b~_bitat and the
potential impact to that habitat which is located within the inct~po~ated area
of the City of Rancho O~monga.
SECTION 4:
Resolution.
The City Clerk shall certify to the adoption of this
PASSED, APPROV~D, and ADOFinD this 5th day of October, 1994.
