~EAS, the City of Rancho O~.~mw~ga, since the 1990/91 fiscal year,
has re%~ it's operatin~ costs by over $4 million ar~ has r~ it's staff
by nearly 25% in an effort to meet the ~nds placed upon the City by the
recession; by the undercounting of the Federal cer~us; and by re~am~ loeses
~-~es, elimination of fleet vehicle inspections, and less State oversight
on general plan housing elements, and;
~EAS, despite the efforts at the State and Federal level to reduce
mandates, two relatively new requirements have been impoeed upon local
jurisdictions. At the Federal level, the National Pollution Discharge
Elire/nation System (NPDES) requires that local agencies perform video ~?e
inspection and documentation of every storm drain within the jurisdiction,
revised Brc~n Act requires that any and all City Oouncil sub-~ittee
meetings be noticed with appropriate agendas and staff re~. Additionally,
following each meeting it is required that minutes be provi__~d___ for each
meeting. No fun~ ba~ been provided for either mandate, and;
WH~RFAS, the City of Rancho Cucamonga has done it's part in
controll~ costs and r~lucing overh_~. The City a-~ks that the State and
Federal gove~,.~ente follow this example by carefully reviewing all mandate
legislation to determine first if it is required; and secondly, if it is, to
provide funding within existing revenue levels.
NC~, THEREFORE, be it resolved that tb~ City Council of the City of
Rancho C%~amonga urges the State of California and tb~ Congress of the United
States to el'nninate all future mandates and to curtail or reduce those
