ANALYSIS: General: The applicant, Cameo Furniture Manufacturing, is requesting a Conditional Use Permit to operate a furniture manufacturing business within an existing 27,400 square foot industrial building. Hours of operation are from 6:00 a.m. to 4:30 p.m., Monday through Friday. The office has a total of 35 employees. The applicant currently occupies and operates out of this building. Furniture manufacturing is classified as Medium Manufacturing under the Industrial Specific Plan. Be Land Use Compatibility: The basic premise of all zoning is the separation of incompatible uses. Subarea 8 is zoned for General Industrial activities and is intended primarily for industrial-type of users. Typical uses permitted would include Custom and Light Manufacturing and building contractor's offices and yards, as well as business support, communication, and research services. Secondary uses, such as Medical/Health Care Services or Administrative offices, may be permitted subject to review and approval of a Conditional Use Permit. The existing 27,400 square foot building is located on a 1.79 acre parcel of land which is part of a 29-acre business park designed for Warehouse/Distribution, General Industrial, and Manufacturing uses. This business park (DR 87-26) was approved by the Planning Commission on September 9, 1987. As noted above, there is adequate parking for the subject property: 57 spaces are required and 64 have been provided. A reciprocal access and parking agreement was recorded for this property by Parcel Map No. 10782. C. Environmental Assessment: The application is exempt per Section 15061 of the California Environmental Quality Act. RECOMMENDATION: Staff recommends that the City Planner approve Conditional Use Permit 94-17 through the adoption of the attached resolution. A RESOLUTION OF THE CITY PLANNER OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING CONDITIONAL USE PERMIT NO. 94-17 FOR CAMEO FURNITURE MANUFACTURING, IN THE GENERAL INDUSTRIAL DISTRICT (SUBAREA 8) OF THE INDUSTRIAL SPECIFIC PLAN, LOCATED AT 12067 ARROW ROUTE, AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 229-121-36. A. Recitals. 1. Cameo Furniture Manufacturing has filed an application for the issuance of Conditional Use Permit No. 94-17, as described in the title of this Resolution. Hereinafter in this Resolution, the subject Conditional Use Permit request is referred to as "the application." 2. On the 13th day of September, 1994, the City Planner of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date. 3. All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined, and resolved by the City Planner of the City of Rancho Cucamonga as follows: 1. The City Planner hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to the City Planner during the above-referenced public hearing on September 13, 1994, including written and oral staff reports, together with public testimony, the City Planner hereby specifically finds as follows: a. The application applies to property located at 12067 Arrow Route, with a street frontage of 276 feet and lot depth of 282 feet and is presently improved with a concrete tilt-up industrial building, a fully-paved parking lot and complete landscaping and irrigation; and b. The property to the north of the subject site is vacant, the property to the south is vacant, the property to the east is a nursery, and the property to the west is vacant; and 3. Based upon the substantial evidence presented to the City Planner during the above-referenced public hearing and upon the specific findings of facts set forth in paragraphs 1 and 2 above, the City Planner hereby finds and concludes as follows: ,,Zr/O CITY PLANNER RESOLUTION NO. That the proposed use is in accord with the General Plan, the objectives of the Industrial Specific Plan, and the purposes of the district in which the site is located. b. That the proposed use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, or materially injurious to properties or improvements in the vicinity. c. That the proposed use complies with each of the applicable provisions of the Development Code and the Industrial Specific Plan. 4. The City Planner hereby finds and determines that the project identified above in this Resolution is exempt from the requirements of the California Environmental Quality Act of 1970, as amended, and the Guidelines promulgated thereunder, pursuant to Section 15061 (b)(3) of the State CEQA Guidelines. 5. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, and 4 above, the City Planner hereby approves the application subject to each and every condition set forth below: Planning Division 1) Approval, shall expire, unless extended by the City Planner, if use has not commenced within 24 months of this date. 2) Approval of this request shall not waive compliance with any sections of the Industrial Area Specific Plan, State Fire Marshal's regulations, Uniform Building Code, or any other City Ordinances. 3) 4) If operation of the facility causes adverse effects upon adjacent businesses or operations, the Conditional Use Permit shall be brought before the City Planner for consideration and possible termination of the use. This approval is for a furniture manufacturing business only. Any change or intensification of use shall require modification to this application. 5) 6) The illegal sign on the east side of the building shall be removed and replaced with a new sign which conforms with the Sign Ordinance and Sign Program for the complex and shall require review and approval by the Planning Division prior to installation. A sign permit application and fee shall be submitted within 30 days of this date. The facility shall be operated in conformance with the performance standards as defined in the Industrial Area Specific Plan including, but not limited to, noise levels. CITY PLANNER RESOLUTION NO. Detailed plans shall be submitted for review and approval prior to construction of any interior improvements and/or prior to commencement of use. The building shall be inspected for compliance with the Uniform Building Code prior to final occupancy. Fire Protection District 1) A fire inspection shall be required for compliance with State Fire Marshal's regulations prior to final occupancy. 6.
