Beverly Luttrell, Associate Planner LANDMARK ALTERATION PERMIT 94-01 - RODRIGUEZ - Consideration of the addition of a mechanical wheelchair lift to the east side of the building known historically as the Klusman House, a designated Local Landmark, located at 8841 Foothill Boulevard - APN: 207-211-13 BACKGROUND: The structure, known historically as the Klusman House, has stood along Foothill Boulevard since its construction in 1928. The John Klusman House stands as one of the more outstanding examples of Spanish/Meditteranean style architecture in the City which was popular in the southland in the 1920s. The house was purchased by the Gil Rodriguez family in 1980 and became a landmark on May 5, 1993. The Rodriguez family has submitted an application for a Minor Development Review to utilize the home as an office complex. In order to conform with the Americans with Disabilities Act (ADA), the Rodriguez family has proposed to install a mechanical wheelchair lift on the east side of the house. PROJECT DESCRIPTION: The applicant intends to install a wheelchair lift on the east side of the building adjacent to the proposed parking lot (see Exhibit "A"). A new door to accommodate wheelchair access will be installed which is wider than the existing door. The wheelchair lift will be screened with a row of shrubs to mitigate its appearance from Vineyard Avenue. The actual lift will be required to be painted to match the existing stucco color. The wheelchair lift will replace the existing stairs and porch on the east side of the residence. ANALYSIS: Because of its prominence in the City and the importance to the historic fabric of B~ute 66, any alterations to the structure deserve a careful review. Staff has found that the applicant has proposed the addition of a mechanical lift in an area which will create minimal impact. The lift will utilize an existing door which must be widened in order to accommodate wheelchair access. The lift will be screened from view from Vineyard Avenue with a row of shrubbery. The use of a mechanical lift versus a wheelchair ramp will be much less obtrusive to the building facade and to the context of the entire site. Upon a recent site visit, staff noted that the color of the existing front door facing Foothill Boulevard and other exterior door and window trim had been altered from its original color. A condition of approval has been added which requires the door to be restored to its original color. ITEM A HISTORIC PRESERVATION COMMISSION STAFF REPORT LAP 94-01 - KLUSMAN HOUSE June 22, 1994 Page 2 FACTS FOR FINDINGS: Per Chapter 2.24.120 of the Rancho Cucamonga Municipal Code, the Co~nission must consider the "historic architectural value and significance of the landmark" when reviewing the proposed alterations. Therefore, the following finding is made: Finding: The action proposed is consistent with the purposes of this Ordinance. Inconspicuous in nature and blending in color to the building, the proposed mechanical wheelchair lift does not detract significantly from the historic and architectural significance of the building. ENVIRONMENTAL ASSESSMENT: These relatively minor alterations are exempt from CEQA under Section 15301. RECOMMENDATION: Staff recommends approval of Landmark Alteration Permit 94-01 through adoption of the attached Resolution of Approval with conditions. This unit is designed to be operated from the lower landing only, allosving for the operator to view the lift at all times. The BC-AO is designed to meet ANSI A17.1 without having to add features. The standard unit comes with a safety. pan, platform gate, upper landing gate, grab rail, a lower landing keyed up/down control with emergency stop/attendant call, upper attendant call and an emergency stop control on the car. FBO~'T Model BC Modular in design, the Wheel-O-Vator model BC can be easily and economically incorporated in a variety of ways to overcome the architectural barriers that face wheelchair users today. A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, APPROVING LANDMARK ALTERATION PERMIT 94-01 FOR THE KLUSMAN HOUSE, LOCATED AT 8841 FOOTHILL BOULEVARD, RANCHO CUCAMONGA, CALIFORNIA - APN: 207-211-13 WHEREAS, the Historic P~eservation Commission has received and reviewed all available input regarding said Landmark Alteration Permit. WHEREAS, the Historic Preservation Commission has held a duly advertised public hearing to consider all available comments on the proposed Landmark Alteration Permit. WHEREAS, all legal prerequisites to the adoption of this Resolution have occurred. NOW, THEREFORE, the Historic Preservation Commission specifically finds, determines, and resolves as follows: hereby SECTION I: The application applies to the building located at Assessor's Parcel Number 207-211-13. SECTION II: The proposed Landmark Alteration meets the following criteria established in Chapter 22.24.120 of'the Rancho Cucamonga Municipal Code: FINDING: The action proposed is consistent with the purposes of this Ordinance. FACT: Inconspicuous in nature and blending in color to the building, the proposed mechanical wheelchair lift does not detract significantly from the historic and architectural significance of the building. SECTION III: This Landmark Alteration Permit is exempt from CEQA (Article 10, Section 15301). SECTION IV: Based on the substantial evidence reviewed by this Commission and based on the findings set forth in Section II, NOW, THEREFORE, BE IT RESOLVED, that the Rancho Cucamonga Historic Preservation Commission does approve Landmark Alteration Permit 94-01 for alterations to the Klusman House as described in the Staff Report dated June 22, 1994, with the following conditions: 1) Prior to occupancy, the main front door facing Foothill Boulevard and all other exterior doors and windows shall be restored to their original color. 2) Prior to the issuance of building permits, staff shall approve a landscape plan for the impacted eastern side of the building to ensure that the lift's impact on the exterior appearance of the house is softened and reduced as much as possible.
