Adjournment CITY OF RANCHO CUCAMONGA STAFF REPORT DATE: December 8, 1992 TO: Chairman and Members of the Historic Preservation Commission FROM: Larry Henderson, AICP, Principal Planner BY: Steve Hayes, Associate Planner SUBJECT: HISTORIC POINT OF INTEREST DESIGNATION 92-01 - H. W. MINOR RESIDENCE - A proposal to designate the H. W. Minor Residence, located at 10304 19th Street, as a Historic Point of Interest - APN: 1076-141-01. Related File: Tentative Tract 15531. BACKGROUND: Staff has been working with Hix Development over the past two months in the processing of Tentative Tract 15531, which includes the H. W. Minor residence and the associated Alta Loma Egg Ranch within its boundaries. The Minor residence was originally listed as a SUS (Surveyed with Undetermined Significance) on the City's Historic Site List (see Exhibit "HPC-1"). On November 10, 1992, the Historic Preservation Commission reviewed the conceptual plans for the tentative tract map, which includes the Minor residence preserved in place on one of the 30 lots within the subdivision. The Commission directed staff to schedule this item for public hearing to formally consider the residence as a local historic Point of Interest. SITE LOCATION AND DESCRIPTION: Situated on the northeast corner of 19th Street and Mayberry Avenue, the .74-acre parcel is relatively flat, sloping from north to south at approximately 4 percent. The site contains the H. W. Minor residence, the Alta Loma Egg Ranch store, several chicken coops, and a mature citrus grove. SITE LAND USE, ZONING, AND GENERAL PLAN DESIGNATION: The residence is currently utilized as a single family residence and the egg ranch store is open during regular business hours and on weekends. The site :s designated Low Residential (2-4 dwelling units per acre) by the General Plan and Development Districts Map. SURROUNDING LAND USE, ZONING, GENERAL PLAN, AND SPECIFIC PLAN DESIGNATIONS: The surrounding land in all directions is developed an,J zoned for low density residential uses. Immediately north of the future subdivision is the right-of-way for the future Foothill Freeway. z--cv%-, S HPC STAFF REPORT POI 92-01 - H.W. MINOR RESIDENCE December 8, 1992 Page 2 PHYSICAL DESCRIPTION OF RESIDENCE: The H. W. Minor residence, constructed in approximately 1927, is a single-story bungalow with several low gables and Wide overhanging eaves. Many modifications to the structure, including a patio enclosure and horizontal aluminum siding, have been completed over the years. A detached two-car garage probably closely emulates the architecture of the house as it was originally constructed. It appears that a portion of the citrus grove was replaced with the egg ranch sometime after 1949. Further details about the site and any structures thereon can be found in the attached State Historic Resource Survey Form completed in 1988 (refer to Exhibit "HPC-3") . ANALYSIS/HISTORICAL SIGNIFICANCE: The structure constructed in approximately 1927 and was the home of Wilbur Minor, who was a butcher in the Cucamonga and Alta Loma area. Several historical resources indicate that Wilbur Minor was associated with the Kincaid Market in downtown Cucamonga as early as 1912 and drove a wagon to deliver fresh meats in the community. He was later associated with the G. A. Billings Grocery in Alta Loma, renting the north half of the building for a meat market. He also continued his home meat delivery by truck, with his route extending out as far east as Etiwanda and west to San Antonio Canyon. His association with the property can be documented until 1945. Due to the importance of the achievements of Wilbur Minor in supplying the young community with a much-needed service, this residence should stand to represent his achievements. ARCHITECTURAL SIGNIFICANCE: Again, the overall form and material use exhibited for the Minor Residence is typical of the bungalow style utilized commonly during the 1920s and 1930s. Because of the numerous exterior modifications completed on the residence over the years, staff concurs with the State Historians that determined that the Minor house's significance has been diminished by these alterations, especially the aluminum siding and replacement of the wood-frame windows with aluminum sliding windows. However, because many of the alterations are reversible, the Minor house could potentially be restored to its original condition in the future and a Landmark designation could be pursued. ISSUES: In reviewing the request to preserve the Minor residence in place, staff notes the following issues for the Commission to consider: 1 . Perimeter Wall/Fence Situation: During the processing of Tentative Tract 15531, staff has been encouraging the developer of the project to utilize open perimeter fencing in front of the structure to open views of the residence to 19th Street. In conversations with the developer, they concur that this issue can be addressed readily through the use of open tubular fencing with rock pilasters and cap, similar to the design used around the perimeter of another historic structure, the Lord House on the east side of Hellman Avenue. - Z s HPC STAFF REPORT POI 92-01 - H.W. MINOR RESIDENCE December 8, 1992 Page 3 2. Detached Garage: As noted earlier, a detached two-car garage currently exists north and west of the Minor residence. Because of the circulation conflicts created with the development of the subdivision, the applicant intends to demolish this garage and construct a new detached two-car garage that is accessed through the new local street system within Tentative Tract 15531. Staff has stressed to the developer the importance of providing a new detached two-car garage that closely emulates the historical character of the Minor residence, subject to close scrutiny of the Planning Division staff. If the Historic Preservation Commission concurs, staff will review the designs for the new garage addressing any Commission concerns and ensuring the architecture is in close compliance with the residence prior to issuing building permits for the garage. 3. Egg Ranch/Citrus Grove: Throughout much of the site's history, the primary use and function of the property was a working citrus grove. However, sometime after 1949, this complex was modified to a working egg ranch in conjunction with the citrus growing industry, which is a long-standing tradition in Alta Loma. With the future development of the property as a residential subdivision, the developer intends to remove all structures associated with the egg ranch and citrus trees on the property. Therefore, staff would recommend that the significance of the egg ranch and citrus grove be documented by incorporating a plaque or a similar historic monument with text, subject to staff review and approval, near the intersection of 19th Street and Mayberry Avenue. ENVIRONMENTAL ASSESSMENT: Historic Point of Interest designations are exempt under CEQA per Article 19, Section 15308• This designation is accompanied by a duly advertised public hearing. FACT FOR FINDINGS: In Section 2.24.090 of the City's Historic Preservation Ordinance, the following findings are made concerning the designation: A. Historical and Cultural Significance: Finding: The proposed Point of Interest is particularly representative of an historic period, type, style, region, or way of life. Fact/s: The house in question serves as an example of the single-story bungalow architectural style used commonly in the area during the 1920s and 1930s. Finding: The proposed Point of Interest was connected with someone renowned, important, or a local personality. HPC STAFF REPORT POI 92-01 - H.W. MINOR RESIDENCE December 8, 1992 Page 4 Fact/s: The residence was constructed and occupied by Wilbur Minor, who provided butcher services for residents primarily in the Alta Loma area of the City. B. Neighborhood and Geographic Setting: Finding: The proposed Point of Interest in its location represents an established and familiar visual feature of the neighborhood, community, or city. Fact/s: Residents of the City have been traveling to and from this site for almost 50 years to purchase commodities associated with the egg ranch store. RECOMMENDATION: Staff recommends that the Historic Preservation Commission forward its approval to the City Council to designate the H.W. Minor residence as a local historic Point of Interest. It is clad in horizontal wood siding,and has a siding garage door in the gable and. Directly north of the house is an older wood frame outbuilding with beveled siding, now remodeled to serve as a sales room for eggs and convenience grooerkm Behind the sales room stand the structures associated with on production, including several metal feed hoppers,a corrugated metal shed, and seven chicken houses with corrugated metal roofs. Farther north is an old wooden shed, a new (or substantially remodeled older) house on a connate foundation, and a circular water tank on a cobblestone bass which is located at the northwest comer of the property. Historic aerial photos (1930)show the house in ib present location with the garage directly behind;the south half of the property contained a citrus grove,while the north hal was still bars. By 1936, the citrus grow on the north half appeared newly planted. The improvements associated with the chicken ranch are more recent than the grove,as they still did not appear on serial photographs of the property in 1949;the only improvements shown were the house and garage and a second house in the southwest comer of the north five acres. The remaining citrus groves.Primarily lemon,occupy the property to the north and east of the chicken houses. The garage appears to have been moved to its present location northeast of the house after 1949, and the present sales room constructed upon or moved to the former garage eke;this was probably done to allow construction of the circular driveway around the house. providing a separate one-way entrance and exit for egg sales traffic. 19.Briefly stats historical and/or architectural Importance(Include dates,events,and persons associated with the site): Wilbur Minor was a butcher in the Cucamonga and Alta Loma areas. According to The Hisory of Aka Loma. Minor was associated with a market in Cucamonga as early as 1912. and drew a wagon to deliver fresh meat to residents in the community. By 1927 he was shown as the owner of the subject property, two five-acre lots in Aka Loma;county records show a small assessment fa"trees/Vines'which may indkWe citrus acreage. The property had no structural improvements until Assessment Year 1030,when a substantial improvement was taxed, indicating that Minor bulk his house in 1 MS. The pce of the house on the lot in 1900 is confirmed by aerial photos. His association with this property can be documented untlt 1946,when k was trap stewed to Ivy Minor, who was shown as the sole owner in subsequent years. The property was later sold to Millard and Rhoda Herr, he was a teacher and his wife was a nurse. Now retired.they continue to own the property, but no longer live onsite. The house has been substantially altered in recent years, and no longer retains ie historic appearance. While the combination on ranch and clIPA grow function is notable. k is a modem use which developed after 1949. Although Wilbur Minor was widely known in time area, he does not appear to have made major contrbutions to the history or development of the community. In summary,the property does not appear to be associated with persons or events significant in the history of the local community, nor does it retain sufficient architectural interest to quality it for National Register eitgbiby. WHEREAS, on December 8, 1992, the Historic Preservation Commission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and, following the conclusion of said public hearing, adopted Resolution No. * , thereby recommending to this City Council that said application be approved. SECTION 2: The application applies to approximately .74 acres of land, basically a rectangular configuration located at 10304 19th Street, at the northeast corner of 19th Street and Mayberry Avenue. SECTION 3: The proposed Point of Interest meets the following criteria established in Chapter 2.24.090 of the Rancho Cucamonga Municipal Code: A. Historical and Cultural Significance: 1. The proposed Point of Interest is ,particularly representative of a historical period, type, style, region, or way of life. 2. SECTION 4: Designation of a Point of Interest is exempt from CEQA (Article 19, Section 15308) . SECTION 5: Based upon the substantial evidence received and reviewed by this Council and based on the findings set forth above, BE IT FURTHER RESOLVED that the City Council of the City of Rancho Cucamonga approves the designation of the H. A RESOLUTION OF THE HISTORIC PRESERVATION COMMISSION OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, RECOMMENDING APPROVAL OF HISTORIC POINT OF INTEREST DESIGNATION 92-01, DESIGNATING THE H. W. MINOR RESIDENCE, LOCATED AT 10304 19TH STREET, AS A LOCAL HISTORIC POINT OF INTEREST AND MAKING FINDINGS IN SUPPORT THEREOF - APN: 1076-141-01. A. Recitals. (iii) All legal prerequisites prior to the adoption of this Resolutiln have occurred. B. Resolution. NOW, THEREFORE, it is hereby found, determined and resolved by the Historic Preservation of the City of Rancho Cucamonga as follows: 1. This Commission hereby specifically finds that all of the facts set forth in the Recitals, Part "A", of this Resolution are true and correct. 2. The application applies to approximately .74 acres of land, basically a rectangular configuration, located at the northeast corner of 19th Street and Mayberry Avenue. 3. Based upon substantial evidence presented to this Commission during the above-referenced public hearing on December 8, 1992, including written and oral staff reports, together with public testimony, and pursuant to Section 2.24.090 of the Rancho Cucamonga Municipal Code, this Commission hereby makes the following findings and facts: A. Historical and Cultural Significance: Finding: 1. The proposed Point of Interest is particu L rly representative of an historic period, type, style, region, or way of life.
