Adjournment CITY OF RANCHO CUCAMONGA MEMORANDUM DATE: January 31, 1992 TO: Chairman and Members of the Historic Preservation Commission FROM: Anthea Hartig, Associate Planner SUBJECT: VISIT FROM THE CITY OF LA VERNEIS CITY BEAUTIFUL COMMITTEE AND CITY STAFF The City of La Verne is in the process of developing a preservation strategy. Select staff, namely Steve Preston and Arlene Banks, have persuaded the La Verne City Council to consider transforming the current City Beautiful Committee to the Scenic and Cultural Resources Commission. Members of this Committee, desiring to see how a Historic Preservation Commission really works, will be observing our upcoming meeting in February. Please reference the attached memo from Community Development Director Preston to the City Beautiful Committee for more details. Preston, AICP Community Development Director SUBJECT: UPDATE REGARDING PROPOSAL FOR A SCENIC AND CULTURAL RESOURCES COMMISSION I wanted to take a few minutes and update you concerning recent developments in our department: 1. HISTORIC PRESERVATION COMMISSION Many of you have expressed interest in seeing how a historic preservation commission functions. To give you a better idea of how preservation commissioners do their job, we have arranged for you to visit an upcoming meeting of Rancho Cucamonga' s Historic Preservation Commission. DATE: Thursday, February 6, 1992 TIME: 7 :00 p.m. PLACE: Council Chambers, Rancho Cucamonga Civic Center; 10500 Civic Center Drive. Northeast corner Haven at Civic Center Drive (see map) No major hearings are scheduled that night, but following the meeting we' ll adjourn to the former Thomas Winery at Foothill and Vineyard, perhaps Rancho Cucamonga' s finest example to date of adaptive reuse for a historic structure. I ' ll buy dessert for the group. If you wish, we can arrange transportation in the City van. Please call Arlene Banks at (714) 596-8706 if you would like us to make these arrangements. 2. DEVELOPMENT OF PROPOSAL When the Council and Planning Commission met jointly in October to discuss the City' s preservation strategy, Council indicated that it would consider a proposal to form a preservation commission using the talents of City Beautiful ; 79 - Z Update re Cultural Resources Committee January 21 , 1992 Page 2 however, much work must still be done before a formal proposal can be forwarded to Council . It ' s time to sit down and begin discussions regarding how a commission can be developed incorporating the best of City Beautiful and preservation issues. In accordance with Council ' s direction, we are asking that BOTH the City Beautiful Committee and Planning Commission appoint two members who will sit roundtable with staff to formulate the proposal . I have scheduled the matter for February 12 before the Planning Commission and would ask that you similarly appoint two members to serve on the subcommittee at your next meeting. Henderson, AICP, Principal Planner BY: Anthea M. Hartig, Associate Planner SUBJECT: HISTORIC PRESERVATION COMMISSION PROJECT STATUS UPDATE BACKGROUND: Staff is taking this opportunity to apprise the Commission on the standing of several on-going preservation projects. It is our hope that this inf ormation will prove useful; we will of course answer any questions you may have on the following data. UPDATES: Alta Lola Heights Citrus Packing Haase Redevelopment Project The Redevelopment Agency's consultants, Architectural Resources Group (ARG) , presented the final draft of the Adaptive Reuse Study to staff on January 16, 1992. Conducted in five phases, the study analyzed the current conditions of the buildings and site, performed a preliminary structural investigation, and then began a use study as well as a spatial analysis. Marketing information, code requirements, and potential impact on the historic fabric were also considered and evaluated. Cost estimates and report preparation constituted the final phases of the process. ARG recommended to the Redevelopment Agency the rehabilitation of the Alta Loma Heights Citrus Packing House structures and site for senior housing. Their investigation revealed that currently and in the future a market will exist for affordable senior housing in the City and that the packing house is a logical and fitting location for such units. Along with the benefit of providing housing, such a project will help preserve and provide a new life for the City's oldest surviving packing house complex. Other uses in combination with housing were recommended, including selected retail/commercial venues and a permanent community services facility. Staff is now reviewing the firm's suggestions and will commence project development process as indicated by the City Council. Archives and Regional History Center Development Staff is pleased to inform the Commission that initial efforts at recruiting volunteers to help accession, process, and catalog archival documents have met with great success. Quite ,a cadre of familiar, historic, and new faces have responded to the call. Along with consultant Chuck Wilson, staff will develop and conduct two volunteer training workshops in early March, scheduled to C. HISTORIC PRESERVATION COMMISSION STAFF REPORT HPC PROJECT UPDATES February 6, 1992 Page 2 occur from 9:00 A.M. to 12:00 P.M. on both March 7 and 14, 1992. After these workshops, processing work will begin in earnest preparation for the grand opening set tentatively for mid-June. M- fey-Garcia House Rehabilitation and Barn Reconstruction The Etiwanda Historical Society, upon receiving a sub-recipient grant from the City's CDBG program, has begun the completion of the restoration of the historic home. Having chosen a project architect in December 1991, the Society hopes to go out to bid, using a combination of volunteer and contract labor, within the next few months. The processing of plans for the reconstruction of the house's barn have passed the City's first plan check and are awaiting corrections. A revision to the Conditional Use Permit has been submitted and processed to the Technical Review Committee level. The Wattson Company has not yet donated the funds to complete this project; however, staff anticipates that this will be forthcoming soon, as the Foothill Marketplace project condition regarding the barn stipulates that this donation must be made prior to demolition permits. (The HABS/HAER documentation project is fully underway which also must be completed prior to demolition. ) G.P. Ledig House Rehabilitation Staff is happy to report that escrow on the purchase of the historic landmark's new site closed during the third week of December 1991. Plans and cost estimates are being finalized with the goal of requesting bid authorization from the Redevelopment Agency at the February 19, 1992, City Council Meeting. Staff has also procured some funding from the Community Development Block Grant (CDBG) program's historic preservation budget which will be repaid to that account upon sale of the home. Old Alta Loma Neighborhood Plan Co�sncenent An in-house team has been formed to research and write the Neighborhood Plan for the historic core of the Alta Loma community. Along with Anthea, Associate Planner Alan Warren, Assistant Planner Vince Bertoni, and Planning Technician Cathy Morris compose the team. Having completed a detailed schedule for the drafting and finalization of the Plan, the team has also toured the area on foot and by car and received their first history lesson on the area. The Commission will be an integral part of the Plan's development, with opportunities for input and participation in the joint HPC/Planning Commission workshop tentatively scheduled for April 29, 1992. The target date for completion of the Plan is late November of this year. Old History Progra=, Phase I After approximately 210 hours of time, and 22 trips to the area for meetings and interviews, the consulting firm Mellon and Associates have finished the first installment of the City's Oral History Program, sponsored by the Rancho C - Z HISTORIC PRESERVATION COMMISSION STAFF REPORT HPC PROJECT UPDATES February 6, 1992 Page 3 Cucamonga Community Foundation. The firm anticipates submission of all tapes and transcriptions to the City by February 10, 1992. The challenge remains to continue these efforts and to procure funding for future phases as there are many important sources and persons left to be recorded. Plaque Program and Other Outreach Activities The first landmark/point of interest plaque placed in the City was dedicated last Wednesday, January 29, 1992. Much collaborative effort brought about this ceremony, as Commissioners Arner and Banks lent their time and support freely to staff. Special credit is due to Technician Cathy Morris for her hard work. The plaque was conditioned with the approval of the housing tract now occupying the land and was installed by Sahama Development following the Commission and staff's guidance and approval. With a limited amount of available funding, the sub-committee hopes that the City can install a plaque for one of the landmarks tagged by the Commission during their related discussions about the plaque program last year. The sub-committee and staff have now turned to another dedication ceremony, the rededication of the Alta Loma Honor Roll, about which the Commission will be apprised at a later date. Stoebe House Stabilization Issue As the Commission is aware, unsolved probate issues have prohibited the settling of ownership and thus rehabilitation matters regarding the landmarked property, according to one of the potential owners, Jack Hall. The latest probate has been set for March 6, 1992. If Mr. Hall receives ownership, he will be able to continue restoration work, subject to applying for the appropriate permits. Thomas Winery Artifacts Disposition The Regional Parks Department of San Bernardino County wishes to receive ownership of the artifacts for use in the future heritage facility at the Cucamonga Guasti Regional Park. The two conditions placed on the donation by City staff are that there shall be some type of sign, plaque, or other identification indicating the source of the materials and that if the County no longer has use for any of these materials, they will be offered back to the City via the Commission. Staff anticipates the County will take possession of the artifacts within the next two weeks. Respectfully submitted, ;J;.
