Regular Meeting
Meeting was called to order by Chairman Arner at 7:03 p.m. Ca]] to 0rder
Pledge of Allegiance was led by Chairman Arner. Pledge 0f Allegiance
Present were commissioners Arner, Banks, Billings, Cooper, Stamm R0]] Ca]]
and Strane. Absent: Commissioner Schmidt.
Minutes of September 5, 1985, Regular Meeting were reviewed. Minutes 9/5/85
Motion: Moved by Billings, seconded by Strane, that minutes of
September 5, Regular Meeting, be approved as posted.
ANNOUNCEMENTS:
Commissioner Strane reported on her recent contact with Dr.
Bernice McAllister concerning D~. McAllister's findings during
her study of the Mission Camp. It is anticipated that a public Mi~si0n Camp
meeting regarding the findings will be scheduled in early
Spring.
Commissioner Banks announced the next Etiwanda Historic Society
meeting is scheduled for October 14 at 7:00 p.m. at the Buddhist 5tiwa~da Historic
Temple. The Society meets on the second Monday each month. Society Meeting
staff announced that the Seventh Annual Founders Day Parade will
be held on November 9. The Parade begins at 10:00 a.m. and will
travel east along Base Line Road between Alta Loma High School Founders Day
and Archibald Avenue. Parade
COMMISSION ITEMS:
Mayor Mikels had requested that the Commission appoint one
Commissioner to serve on the County Museum Long Range Planning County Museum
committee. C0mmi ttee
Motion: Commissioner Strane nominated Bob Schmidt.
Commissioner Schmidt was elected by acclamation.
The Commission heard a request for demolition of the grape
crusher area from the Christeson Company, the developer of the
Garrett and Company Winery site. The grape crusher area is a Grape Crusher
City Historic Landmark. Garrett & C0. Winery
Representing the Christeson Company were Glen Gellatly, David
Micheal and Larry Tieman. Mr. Gellatly presented the Commission
with proposed development plans for the grape crusher area. He
explained that, while the original concept site plans had
incorporated the grape crusher building, these plans have
evolved into a design which is not conducive to preserving the
grape crusher. Mr. Gellatly also reported his firm believes
that incorporating the grape crusher building into the current
design would not be cost effective.
Commissioner Banks suggested that the grape crusher building not
be incor~rated for use into the current foc~ court design, but Grape Crusher
rather that it be left free standing to serve as a focal point Garrett & C0.
comemorating its historic significance. Discussion followed Winery
during which Mr. Gellatly reported on various liability problems
involved with leaving the building free standing.
Commissioners Stature and Banks suggested that proposed food court
location be shifted thereby allowing grape crusher building to
remain in its current location. Mr. Tieman and Mr. Micheal
reported on various constraints regarding moving the proposed
location of the food court such as wind conditions and the
previously approved and constructed parking lot.
Commission members inquired as to the status of the development
plans. Cc~nmissioner Banks asked that if the parking lot has
already been constructed, thereby precluding the relocation of
the proposed food court building, has'nt approval of the
development plan which does not call for the preservation of the
grape crusher building already been given. Mr. Micheal reported
that approval has been given.
Motion: Moved by Cooper, seconded by Billings, that as it seems
apparent that the Christeson Company has already had their site
plan approved, that the ComnLission not hold up progress on the
site and recommend to Council that authorization be given for
the demolition of the grape crusher building.
Discussion followed. Commissioner Banks reported on her
displeasure ~rith the Christeson Company's handling of this City
Historic Landmark. Commissioner Strane stated that as this is
the only grape crusher building in this part of the County, she
would like to see more importance placed on its historic value.
Commissioners Cooper and Billings reported that another grape
crusher is located on 8th. street. It is, however, not as old
or as historically significant as the Garret and Company crusher
building.
Chairman Arner called for the vote.
Ayes: Cooper and Billings. Noes: Banks, Strane and Arner.
Abstain: Stamm. Absent: Schmidt.
Commissioner Stamm asked Mr. Gellatly what impact, if any, will
the Commission's action of this evening have on the already
approved development plans. Mr. Gellatly reported that the
proposed food court area has not been approved.
Staff explained that the foc~ court area has not been approved
because of the covenants place on City Historic Landmarks such
as the grape crusher. Staff further explained the options left
to the Christeson Company.
Option I: They may appeal the Commission's decision to the City
Council. Option II: They may submit a revised plan Grape Crusher
incorporating the grape crusher into their development to the Options
Commission for approval. Option III: They may halt development
proceedings.
Mr. Micheal requested that the Commission reconsider their
decision as the development of the Winery site has progressed Grape Crusher
too far to allow the grape crusher building to remain.
Commissioner Banks suggested that if the crusher has been
incorporated into the design plans from the beginning, a request
to demolish this City Landmark would not be necessary.
Chairman Arner thanked. the Christeson Company representatives
for their time.
The Planning Department submitted a draft revised tree ordinance Tree Ordinance
for Commission review and comment. Draft
Commissioner Banks request that as the document is quite
detailed she would like to have more time to study it in depth.
Commission agreed. Staff suggested that the Commission review
the draft and contact Dan Coleman, Senior Planner, with any
comments they may have.
Discussion was held regarding the replacement policy for
windrows Commissioner Banks suggested that all windrows are Replacement of
historically significant and that when they are required to come Windrows
out for development purposes, the developer should be required
to replant a similar variety of three in a windrow fashion.
Commissioners Stamm, Billings and Cooper reported that while
windrows may be historically significant, replacement of all
windrows would not be economically feasible.
The Commissioners having comments regarding the draft tree
ordinance will forward their comments directly to the Planning
Department.
Chairman Arner stated that she is pleased that the Planning
Commission has solicited the Historic Preservation Commission' s
input.

HISTORIC RESOURCE SURVEY:
Staff reported that the City Council has refered to the
Commission the opportunity to make a request of the Council for Historic Survey
assistance in a historic survey project. The Council has Project
requested that the Commission define their goals and present
them with a specific request to which a dollar value may be
attached.
Staff further reported that in recent conversations with Mr. Don
Napoli, State Historian, Mr. Napoli stated that the current
practices employed by the City are meeting State standards. Mr.
Napoli reported that concentrated effort to survey historical
sites does streamline the process and most Cities find this
beneficial. He also said that he does not recommend using
outside consultants to coordinate surveys as they are usually
not familiar with the areas they survey and they have no
proprietary interest.
Commission discussed ways of approaching this project.
Staff suggested that the Commission form a sub-quorum committee
to study this project and formulate a specific request of the Committee for
Council. This request will be brought back for full Commission Survey
review at the November meeting.
Chairman Arner appointed Commissioners Banks, Strane and Cooper
to serve on the committee to define the scope of the survey
project and formulate a request to be submitted to Council.
Commissioners reviewed Tentative Inventory list. Corrections Tentative Inventory
and revisions were made to the list. The list will be re-typed List
and distributed to Commission at a later date.
Staff reported that a status report regarding the Albert House
has not been obtained from the Building and Safety Division as
of this date. Staff will contact the Building Official and Albert House
renew the request.
Chairman Arner adjourned the meeting at 9:14 p.m. Adjournment

Subject: Garrett & Company Winery
As you are aware, the Christeson Company has filed an appeal with the City
clerk's office concerning the Commission's denial of their request to demolish
the grape crusher building.
It is anticipated that the City Council, at their October 16 meeting will set
a Public Hearing for their November 6 meeting at which time testimony will be
h~ard regarding Christeson's appeal of your decision.
We contacted Dan Coleman, Senior Planner, regarding the approved development
plans for the winery site. He submitted the attached memo which clearly
defines past Planning Commission actions.
It is interesting to note that at no time has the Planning Commission
considered development plans calling for removal or modification to the grape
crusher building.
If you have any questions regarding the Public Hearing or the attached memo,
please give me a call.

SUBJECT: Virginia Dare Business Center (CUP 83-07)
It is my understanding that the Historic Preservation Commission denial of a
request by the Christeson Company for a landmark alteration permit to remove
and demolish the historic landmark grape crusher building may be appealed. As
you are aware, Christeson's request for landmark alteration permit is in
-conjunction with their application for DR 85-28 (for the development of a food
court). The configuration of the food court is such that it would require the
removal of the grape crusher building.
The purpose of this memo is to clarify the past approvals given by the
Planning Commission, specifically with regards to the preservation of historic
landmarks. The Planning Commission granted conceptual approval of the master
site plan and grading plan for the Virgina Dare Business Center on June 8,
1983. The approved master site plan clearly indicated the preservation of the
following landmarks:
1. Tower building
2. Grape crusher building
3. The 3,312 square foot building located north of the
grape crusher building.
Conditions of approval were placed upon the conditional use permit that
required Christeson to obtain approval from the Historic Preservation
Commission to change the use, construction, demolition, relocation or material
change of any historic landmark. On February 22, 1984, the Planning
Commission approved specific development plans for Phase I of the Virginia
Dare Business Center which consisted of the theme tower and the two buildings
flanking the tower on the southeast corner of the project. Although, this
approval was for Phase I only, and the Planning Commission did not grant
approval of the modifications of the master plan, it should be noted that the
master plan now indicated the elimination of the 3,312 square foot building;
however, still indicated preservation of the grape crusher building. On
December 12, 1984, the Planning Commission approved a modification to the
conceptual master site plan for the Virginia Dare Business Center to include
the six-plex cinema. The amended conceptual master site plan still indicated
preservation of the grape crusher building. On June 12, 1985, the Planning
Commission approved an amendment to the conceptual master site plan and
granted specific development approval for a Del Taco fast food restaurant
located in the northeast corner of the project site. The revised master plan
clearly indicates the preservation of the grape crusher building. Finally, on
July 24, 1985, approval was granted for the development of a six-plex movie
theater on the northwest corner of the site. The Planning Commission action
was limited in scope to specific design approval of the theater only.
However, the site plan submitted reflected the concept for the food court.
The food court, nor the removal of the grape crusher building, were not part
of the Planning Commission's deliberations or decision regarding the theater
(DR 85-22).
In Summar~ the Plannin~ Commission has not approved removal or chanqe to
the grape crusher building. Further, any removal or change would have to be
first approved by the Historic Preservation Commission. Phase I is nearly
completed and the parking areas have been constructed in accordance with the
approved plans which preserves the grape crusher building.
' Please find attached copies of the approved site plan and a blow-up of the

The Christeson Company has withdrawn their appeal to the City Council of

Attached please find correspondence relative to their decision.
Formal acceptance of the Christeson Company's revised Alteration Permit
request will be placed on the agenda for your November 7 meeting.

regarding Grape Crusher Building at above referenced site.
Dear Mr. Tieman:
Thank you for revising your request for approval of demolition of the grape
crusher building at the Virginia Dare Winery site and for sharing your new
proposed plans with us.
On Monday, October 28, the Commission and Community Services Department staff
participated in an informal-workshop during which time your revised plan
showing the preservation of the grape crusher building was reviewed.
The Commission was most pleased with the consideration given to the
preservation of the grape crusher building as shown in your revised plan.
While no official action could be taken at the Monday workshop, it is
anticipated that the Commission' s unanimous approval will be given towards
your planned treatment of the grape crusher building at the regularly
scheduled Historic Preservation Commission meeting on November 7, 1985.
On behalf of the Commission and the entire community I extend our sincere
thanks to you for your time and effort involved in preparing plans that offer
the preservation of the integrity of this significant City Historic Landmark.
