Historic Preservation Commission
November 1, 1984 - 7:00 p.m.
Regular Meeting
Meeting was called to order by Chairman Strane at 7:03 p.m. Call to 0rder
Pledge of Allegiance was led by Chairman Strane. Pledge of Allegiance
Present were Commissioners, Arner; Panks; Billings; Scbaff, and Roll Call
Strane. (Absent: Kilmurray).
Announcements
Commissioner Banks reported that concerns regarding the Charley Garcia
Chaffey-Garcia Agreement are currently being resolved. She will Agreement
have a status update at the next meeting.
Staff reported that the Founders Day Parade will be held Founders Day Parade
Saturday, November 3, 1984.
Minutes of October 4, 1984, Regular Meeting were reviewed. Minutes 10/4/84
Motion: Moved by Banks, seconded by Arner, that minutes of
October 4, regular meeting, be approved as posted. Motion
carried 6-0-1. (Absent: Kilmurray).
Commission Items
Commissioner Arner reported on Ontario' s Historical Survey in 0ntario's
which she has participated. Commissioner Arner is to contact Historical Survey
Cindy Solis from the City of Ontario to arrange for her to
attend a future meeting to discuss grant applications with
C ommi s sion.
Staff Items
Staff reported that the Planning Commission has requested that Casaletti Polka
the Historic Preservation Commission investigate the possibility Palace
of the Casaletti Polka Palace being recommended to City Council
for designation as a Historic Landmark designation.
Motion: ~oved by Banks, seconde~ bV Arner, to postpone item
until additional information is brought forward concerning the
historic significance of the site.
Commission reported on the meeting with Mr. ~oal regarding the 1890 Buggy Donation
donation of the 100 Year Old Buggy, an Elexier, from the Elliot
Museum in Florida. Commissioner Banks reported that she
discussed with Mr. Boal the possibility of his donating the
buggy to the Etiwanda Historical Society.

Commissioner Billings is to contact Mr. Maloof and invite him to Sam Maloof
attend the November 21, 1984, City Council Meeting to accept a Proclamation
Proclamation recognizina him as a "Living Treasure of the City
of Rancho Cucamonga".
New Business
Chairman Strane reported that January 31, 1985, at Lions Park KIlow Your Heritage
Community Center, Mr. Yee will be a guest speaker for Know Your China Town
Heritage program concerning China Town.
Commission discussed the historic significance of "El Campo La
E1 Campo La Mission
Mission" · The site was formerly use~ as bOUSiD~ for
agricultural farm workers during grape harvests.
Motion: Moved by Cooper, seconded by Banks that a Public
Hearing be set for December 6, 1984, to investigate the
feasibility of recommending to Council that a City Historic
Landmark designation be placed on 'F1 Campo La Mission'. Motion
carried 6-0-1 (Absent: Kilmurray).
Adjournment
Chairman Strane adjourned the meeting at 8:04 p.m. Adjournment

Subject: The Mission Camp - Agenda Item 6-A
The above referenced site has been scheduled for Public Hearing at your
December 6 meeting. The purpose of this Hearing is for you to formulate your
recommendation to Council concerning this site.
The Commission has several options:
1. Recommend to Council that a City Historic Landmark designation be placed
on the entire site.
2. Recommend to Council that a Point of Historic Interest be placed on the
entire site.
3. Recommend to Council that a City Historic Landmark be placed on the
Olive Grove only.
4. Make no recommendation to Council concerning the site.
Background I nforma tion:
Regarding Option #1: The Mission Camp site is located within the Terra Vista
Planned Community. The Environmental Impact Report and the City' s General
Plan, both previously adopted by Council, do not recognize this site as
historically significant. To place a Landmark designation on this entire site
now may throw the City and the developer into an unwarranted adversarial
relationship. As the E.I.R. and General Plan are officially adopted documents,
the City cannot legally place further restriction on the Terra Vista Project.
Regarding Option #2: A Point of Historic Interest designation carries with it
no restrictions. The site could be leveled at any time leaving no trace that
it ever existed.
Regarding Option #3: A Landmark designation on the Olive grove only would
help to ensure that the grove be incorporated into the projects '
development/design plans. The historic significance of the site could be
identified and preserved with a plaque containing historical data of the site.
City staff has investigated the Olive trees and found them to be in a health
condi ti on.
Regarding Option #4: Making no recommendation to Council regarding the site
would almost certainly ensure its being demolished.

Staff Recommendation:
That Commission submit for Council consideration a recommendation for City
Historic Landmark designation for the Olive grove located at the Mission Camp
site.
Mr. Cary Lowe, of Lewis Homes, is expected to be present at the meeting.
During recent conversations with Mr. Lowe, he has indicated that the
possibility of incorporating the Olive grove into the open space design for
the Terra Vista project is a viable plan.
The City and Lewis Homes have both benefitted from continuing cooperative
ventures. Staff would welcome the opportunity to work with the Lewis Firm in
incorporating a piece of the City's history into the development of their
Terra Vista project.

Re: Mission Camp--Terra Vista
Dear Bill:
It has come to our attention that the Rancho Cucamonga Historic Preserva-
tion Commission will be holding a public hearing next week on a proposal
that a site known as the Mission Camp within our Terra Vista Planned
Community be designated a historic landmark. As I previously indicated to
you by telephone, such action on the part of the City would have a serious
negative effect upon our development plans, and we strongly oppose any such
action.
As you are aware, the Environmental Impact Report for Terra Vista,
completed in August 1982, and formally approved by the City, Council on
February 16, 1983, described various surveys that had been done of the
project area with regard to sites of historical or archaeological signifi-
cance, and concluded "that development of the 1,300-acre project site will
have no significant impact on the cultural resources of San Bernardino
County." Similarly, the General Plan of the City, adopted by the City
Council on April 6, 1981, makes no reference to this site in its discussion
and listing of historical points of interest. Therefore, we are quite
surprised to find that now, years later, just as we are in the process of
proceeding with development of our project, the issue of historic
significance of any portion of the project area is being reopened. As to
~ the EIR in particular, I would like to point out that California Public
Resources Code Section 21167 requires that any action or proceeding chal-
lenging such an approval must be commenced within 30 days thereafter;
obviously, that time is long past.
The site in question consists of the ruins of a concrete structure which
was apparently used some years ago to house vineyard workers, and a cluster
of trees adjacent to the structure. The structure itself is in extreme
.disrepair, missing its entire roof and all doors and windows, and has
become a dumping ground for all kinds of trash as well as a shooting
target. The adjoining grove of trees is old and in poor condition, having
gone untended for many years. It seems virtually inconceivable that the

City or anyone else could justify allocating the resources which would be
required to restore this decrepit eyesore.
Even if such restoration were feasible, it would constitute a considerable
disruption of and interference with our approved development plans for the
area. The enclosed land use map of Terra Vista shows the approximate
location of the site in question, in an area approved for medium density
residential development, with an apartment complex planned for the specific
site.
There has been more than ample time during the past several years for any
issues of possible historical significance relating to this site to be
explored and resolved. It seems grossly unfair at this late date for our
plans, which have been thoroughly reviewed and approved by the City, to be
subjected to this kind of disruption. Therefore, we strongly urge you to
recommend to the Historic Preservation Commission that consideration of the
site as a historic landmark be terminated and that no further action be
taken by the City in this regard.
