(i) On Segtember 29, 1993, the City of Rancho Or~--.~ja conducted a
duly noticed public hearing to obtain input fr~m the public ~ the
1994 AD/~al Pla~, and the 1993 Ar~lual Performa~oe
(ii) On Nov~-~.r 15, 1993, ~otioe w~s ~xDvided in the ~ Valley
Daily Bulletin that the C~AS Five-Year Strat~Ff, 1994 ~ Pla~, and 1993
Annual Performance Re~ wuuld be available for a 30-day review and c~m~nt
period frc~ November 15 through D~c~mh~r 15, 1993.
(iii) At the meeting of ~b~r 15, 1993, following the 30-day review
period, this Council reviewed the (~AS Five-Year Strategy, 1994 Annual Plan,
and 1993 Annual Performance Report.
(iv) All legal prerequisites prior to the adoption of this Resolution
have occurred.
B. Resolution.
NOW, ~HEREFORE, it is hereby found, determined, and resolved by the
City Council of the City of Rancho Cucamonga as follows:
1. ~nis Council hereby specifically finds that all of the facts set
forth in the Recitals, Part "A," of this Resolution are true and correct.
2. Based ~pon information presented during the above-referer~ed
public hearing on September 29, 1993, and the required 30-day review period,
and provided in written reports, this ~il hereby specifically finds and
concludes as follows:
a. That the Om~r~ive Housing Affora~bility Strategy, and
related documents, are consistent with the goals, objectives, and policies
contained in the Housing El~_nt, in that, the C~AS px~vides for further
implementation of the Housing Element through its suggested strategies and
programs.
b. ~hat the C~AS will serve as the accepted housing stratem3y
to guide housing assistance decisions in oonjunction with the City's C~mm~nity
Develo~ Block Grant ((DBG) program and other related Federal Assistance
c. That the ~ Annual Performance Report provides a complete
assessment of housing activities oocurring during Fiscal Year 1993, involving
assistance to persons and families of lower and moderate income.

d. This O~uncil hereby finds that the C~AS Five-Year Strategy,
1994 Ar~ual Plan, and 1993 Annual Performance Report are exempt from the
requ~m~ of C~QA pursuant to Section 15061 (B)(3) which states that where
it can be seen with certainty that there is no possibility that the activity
in question may have a significant effect on the environment, the activity is
3. Based upon the findings and conclusions set forth in paragraphs
1 and 2 above, this Council hereby ap~ the C~AS Five-Year Strategy as the
accepted five-year plan to guide housing decisions in conjunction with the
City's CDBG prog~.u; approve the 1994 Annual Plan as the implementation plan
to guide housing decisions during the 1994 Fiscal Year; and approve th~ 1993
Annual Performance Report as the complete assessment of housing activities for
Fiscal Year 1993.
