HomeMy WebLinkAbout93-125 - ResolutionsRESOI33I~ON NO. 93-125 A RESOLUi~ON OF ~HE CITY COUNCIL OF THE CITY OF RANC~{O ~ PROGRAM AND ~WENTY-YEAR TRANSPORTATION PIAN FOR ~HE EXP~:~DITURE OF MEASURE I FdNDS WHEREAS, San Bernardino County voters approved passage of Measure I in November 1989 authorizing San Bernardino Associated Governments, acting as the San Bernardino County Transportation Authority, to impose a one-half of one percent retail transactions and use tax applicable in the incorporated and unincorporated territory of the County of San Bernardino; and WHEREAS, revenue frc~ the tax can only be used for transportation improvement and traffic management programs authorized in the Expenditure Plans set forth in Ordinance No. 89-1 of the Authority; and WHEREAS, Expenditure Plans of the Ordinance require each local jurisdiction receiving revenue from the tax to expend those funds pursuant to a Five-Year Capital Improvement Program and a Twenty-Year Transportation Plan adopted by resolution of the local jurisdiction; and WHEREAS, Expenditure Plans of the Ordinance also require that each local jurisdiction annually adopt and update the Five and Twenty-Year Plans. NOW, ~EREFORE, BE IT RESOLVED that the City Council of the City of Rancho Cucamonga, State of California, hereby adopts the M~asure I Five-Year Capital Improvement Program and Twenty-Year Transportation Plan, a copy of which is attached to this resolution. It is requested that the updated Measure I plan tm adopted by your governing board and forwardexl to SANBAG by July 15, 1993. Measure I requires that each local jurisdiction receiving program revenues annually adopt a Five Year Capital Improvement Plan and a Twenty Year Transportation Plan which outlines the specific projects upon which those funds shall be expended. This package is provided to assist you in the annual review and adoption of the plan/s. You may also wish to refer to the Measure I Policies for information related to eligible projects. Please forward the following to SANBAG: Resolution of your governing body adopting the 1993-98 Measure I Five Year Capital Improvement Program. A sample resolution is enclosed as Attachment A for your convenience. Copy of the adopted Five Year Capital Improvement Program. The Program should consist of a listing of projects which includes the facility/street name~ project limits, and description of the improvement. A sample format for both the Valley and the Mountain/l~sen regions is enclosed as Attachment C. A copy of the Measure I Twenty Year Transportation Plan. A twenty year plan should necessarily contain some fluidity and should be consistent with the general plan circulation element and other jurisdictional and regional plans. May 14, 1993 Memo - Page 2 A continued list of projects which your jurisdiction anticipates to be completed during the remaining term of the Measure I program, using the same format as the Five Year Capital Improvement Program, or A narrative policy statement which will guide your jurisdiction in its continued programming of funds for the remaining term of Measure I pwgram. If your jurisdiction provided SANBAG with a copy of the Twenty Year Tranapo~tion Plan in 1992 and it has not beea amended, it is not necessary to forward another copy to SANBAG. Please indicate that the prior submittal should remain in effect. 4. A copy of your jurisdictions Proposition 111 Maintenance of F_.ffon report. If your jurisdiction provided SANBAG with a copy of this report in 1992, it is not necesmry to forward a new copy. A Measure I Revenue F. stimate r~Local~ass-Through Funds (Attachment B) is enclosed for planning purposes and provides e/'tilll~'of the revenue your jurisdiction may receive in the five year planning period. Over-programming of projects in the Measure I program is permissible to allow for slippage and to insure that the adopted plans contain ample projects for Measure I expenditures. Although amendments to the plan can be adopted throughout the year by action of your governing body, over-programming may minimize that necessity. If the Five Year Capital Improvement Program is amended by your governing board during the year, please send a copy of the action to SANBAG for information purposes.
