A RESOLUTION OF THE CITY OOUNCIL OF THE CITY OF RANCHO
CUCAMONGA, APPROVING REVISIONS UPOATING ~ EXISTING SAN
BERNARDINO ODUNTY PEF~HT FOR THE MID-VAI.LRY SANITARY
WHEREAS, the Mid-Valley Sanitary Landfill is an existing, San
Bernardino County refuse disposal facility operating under permit since 1978;
WH~FAS, the operating SolidWaste Facility Permit (SWFP), originally
issued on October 11, 1978 is currently outdated; and
WHERAS, the San Bernardino County Solid Waste Management Department
(S~D), acting as the Imad Agency, with concurrence from the San Berr~
County Planning Department as the San Bernardino County Board of Supervisor's
designated Environmental Lead Agency, will duly complete a Solid Waste
Facilities Permit (SWFP) application; and
WHEREAS, said SWFP is only issued for the revision and the updating
of the facility's operations, including all current ~gulatory Agencies'
WHEREAS, this facility can continue to provide the San Berr~
County SWMD a method of disposing of municipal solid wastes, inert wastes, and
non-hazardous solid wastes; and
WHEREAS, Public Resources Code 50000 requires that the "Site
Identification and Description" of a new or expanded solid waste facility
which ba~ not been identified or described in a County Solid Waste Management
Plan (CoS~4P) must be approved or disapproved by the County Board of
Supervisors, and by a majority of the Cities/Towns within the County having a
majority of the incorporated population; and
WHEREAS, the County Department of Environmental Health Services/Local
Enforcement Agency (LFA) Program is the Rmgulatory Responsible Agency for the
project entrusted to issue the SWF Permit with concurrence provided from the
California Integrated Waste Management Board (CIWMB); and
WHEREAS, provided that the conditions of the permit are c~,-~lied
with, there is no substantial evidence in the record that there will be one or
more significant adverse impacts within the City's boundaries for the proposed
project; and
WHEREAS, the County Department of Environmental Health Services will
process the SWFP application according to provisions as provided in C~QA, all
applicable Local/ State/ Federal Regulations, The San Bernardino County
Development Code and/ or General Plan standards; and
NOW THEREFORE, BE IT RESOLVSD that the City Council of the City of
Rancho Cucamonga, County of San Bernardino, State of California, hereby
approves the revisions updating the existing San Bernardino County Permit for
the Mid-Valley Sanitary Landfill.
