BACKGROUND/ANALYSIS Attached, please find the minutes for the regular and special meetings of the Library Board of Trustees listed above, taken and compiled by Library Administrative Secretary, Vivian Garcia. CALL TO ORDER The regular meeting of the Library Board of Trustees was held on November 14, 2002, in the Council Chambers of City Hall, located at 10500 Civic Center Drive, Rancho Cucamonga, California. The meeting was called to order at 6:30 p.m. by President Wimberly. Present were Boardmembers Bradshaw, Howdyshell, Lo and Womack. Also present were: Deborah Clark, Library Director, Renee Tobin, Senior Librarian, Michelle Perera, Reference Services Coordinator and Vivian Garcia, Administrative Secretary. B. CONSENT CALENDAR BI. Approval of Minutes: October 10, 2002. B2. Review and update of selected library policies: a) Fees for Service Policy b) Overdues, Fines & Fees Policy c) Kidsmobile Circulation Policy All of the policies were pulled by Boardmembers for discussion. MOTION: Moved byBoardmember Bradshaw to approve the minutes, secondedbyBoardmember Howdyshell. Motion carded, 4-0-0-1 (Lo abstained). Boardmember Womack asked staff about the deletion of fees for Business on the Fees for Service Policy. Deborah Clark, Library Director, stated that most of the information can now be obtained on line from the lntemet. Boardmember Lo asked staff to change the word "patron" to "account" in the "Collection Agency" paragraph on page 11, on the Overdues, Fines & Fees Policy. Boardmember Lo asked staff for the wording to be consistent in the "Kidsmobile Circulation Policy" on page 12, Item 1) a. and page 13, Item 3 regarding fines. LIBRARY DIRECTOR'S STAFF REPORTS C 1. Library Status report: oral report presented by staff. Deborah Clark, Library Director, presented an oral report to the Library Board on the status of the Library during the month of October. Michelle Perera, Reference Services Coordinator, updated that Library Board on the adult reference department of the Library. Renee Tobin, Senior Librarian, gave an oral report on the children's department. C2. Budget Report: report presented by Deborah Clark, Library Director Deborah Clark, Library Director, reviewed the budget with the Library Board. C3. Summer Reading Program in Review: oral report by Renee Tobin, Senior Librarian. Renee Tobin, Senior Librarian, presented a power point presentation to the Library Board of the Summer Reading Program highlights. C4. Victoria Gardens Library: update on the progress of the project and status of grant application. Oral report by Deborah Clark, Library Director. Deborah Clark, Library Director, updated the Library Board on the Victoria Gardens Library project and grant, reminding the Board that the Bond Hearing was set for December 2. C5. Approval of request to close four (4) hours for in-service training on Friday, December 6, 2002. Presented by Deborah Clark, Library Director. MOTION: Moved by Boardmember Howdyshell to approve the in-service training on Friday, December 6, seconded by Boardmember Womack. Motion carried, 5-0. C6. Internet Librarian's Conference: oral review of conference highlights, by Michelle Perera, References Services Coordinator and President Wimberly. Boardmember Womack reviewed the timeframe for applications and interviewing process with the Library Board and the students that were present. Each applicant came forward and introduced themselves to the Library Board. D2. Internet Access Fees: Staff requests this item be deferred until the next regular meeting. Most of thc increase is thanks to thc popularity of thc Kidsmobilc. With over 10,000 items circulated so far this year, thc Kidsmobile has also helped to register over 650 youngsters for library cards. Visitation to Archibald dropped slightly this month, but overall, we are seeing only an average of 17 people less each day this year compared to last. Information Questions: The number of information questions dropped 10% this month. Children's Services experienced only a 4% decline compared to the nearly 35% last month! Adult Information Services experienced a 13% decline. Children's Programs: Storytimes and program attendance was up by 10% this month, showing an annual growth of 8%. The outreach programs created by Family Literacy Staff generated some nice numbers this month. The YES (Youth Enrichment Services) storytimes provided at Lions and Mulberry Leaming Centers reached an audience of 351 youngsters in November. The "Kidsmobile" continues strong, with 3,440 items circulated in November and 394 youngsters signed up for new library cards! Technology Center Visitors: This area demonstrates another 14% jump. Overall, demand for this service is up 26% for the year. Items Classified: Still feeling the impact of last year's push for children's books for the Kidsmobile, overall items classified is down 5% this year.
