HomeMy WebLinkAbout04-185 - Resolutions RESOLUTION NO. 04-185 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA, CALIFORNIA, SUPPORTING THE BOARD OF DIRECTORS OF THE CUCAMONGA VALLEY WATER DISTRICT IN THEIR DECLARATION OF AN EMERGENCY WATER CONDITION EXISTING IN THE DISTRICT IN JUNE 2004 AND THAT LOSS OF WATER FROM THE RIALTO PIPELINE MAY SERIOUSLY IMPACT THE DISTRICT'S ABILITY TO MEET ALL BUT ESSENTIAL WATER DEMANDS FOR PUBLIC SAFETY AND PUBLIC HEALTH WHEREAS, the Metropolitan Water District (MWD) has advised the Cucamonga Valley Water District that emergency maintenance reports are immediately required on the Rialto Pipeline in order to avoid catastrophic failure. The emergency repairs will result in a shut down of the pipeline for an estimated 7 — 12 days. In addition, MWD has notified CVWD that the shut down will take place from approximately June 7 to June 14, 2004; and WHEREAS, the Cucamonga Valley Water District receives approximately 60% of its water supply from the Rialto pipeline, and the closure of the pipeline will critically reduce water supplies for all but essential water use for public safety and public health in the District; and WHEREAS, the Cucamonga Valley Water District has declared a water shortage emergency and implemented water conservation measures to (1) protect the health, safety, and welfare of the District, (2) assure the maximum beneficial use of the water supplies of the District, and (3) assure there will be sufficient water supplies to meet the basic needs of human consumption, sanitation, and fire protection; and WHEREAS, in order to ensure that there are adequate water supplies to meet the needs of human consumption, sanitation, and fire protection, the District is requiring that all customers refrain from using water for non-essential indoor and all outdoor uses, and to implement conservation measures for essential uses; and WHEREAS, all customers within Cucamonga Valley Water District's service area have been given notice of the severity of the situation and have been asked to voluntarily comply. Customers have also bee notified that any non-essential use of water during this time may result in the District's manually turning off non-essential water service. NOW, THEREFORE, be it resolved that the City of Rancho Cucamonga supports the Cucamonga Valley Water District efforts of water conservation during this water emergency time in June 2004.
