A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANC~O
CUCAMONGA, CALIFORNIA, CERTIFYING THE FINAL ENVIRONMENTAL
IMPACT REPORT FOR THE FOOTHILL BOULEVARD SPECIFIC PLAN AND
GENERAL PLAN AMENDMENT NO. 87-03B. AND MAKING FINDINGS IN
SUPPORT THEREOF
A. Recitals.
(i) There has been presented to this Council in conjunction with this
Council's consideration of the adoption of the Foothill Boulevard Specific Plan
and General Plan Amendment 87-03B a final Environmental Impact Report.
(ii) The f~nal Environmental Impact Report referred to in this
resolution consists of that document dated July, 1987 entitled "Draft
Environmental Impact Report for the Foothill Boulevard Specific Plan and
General Plan Amendment 87-03B", written comments on that draft report and
written responses thereto submitted by the staff of the City of Rancho
CucamonEa and testimony presented durins the hearlnSs of the Plannins
Commission on the recommended adoption of said Specific Plan and General Plan
Amendment insof at as that testimony pertained to environmental matters.
Hereinafter. the above-referenced documents will he referred to as "the final
Environmental Impact Report". The entirety of the final Environmental Impact
Report hereby is incorporated in this Resolution by this reference.
(iii) On AuSust 26, 1987, the Plannins Commission of the City of
Rancho CucamonSa conducted a duly. noticed public hearins concernlns the final
Environmental Impact Re'port and, at the conclusion of said hearinS, adopted
their Resolution No. 87-147 thereby recommendins that this Council certify as
complete the final Environmental Impact Report.
(iv) On September 16, 1987, this Council conducted a duly noticed
public hearinS to consider the certification of the f{nel Environmental Impact
Report and said public hearins was concluded prior to the adoption of this
Resolution.
(v) All 1sEal prerequisites to the adoption of this Resolution have
occurred.
B. Resolution.
NfM4. THEREPORE, it is found, determined and resolved by the City
Council of the City of Rancho CucamonSa as follows:

1. In all respects as set forth in Recitals, Part A, of this
Resolution.
2. This Council hereby finds and certifies that the final
Environmental Impact Report has been prepared on the Foothill Boulevard
Specific Plan and General Plan Amendment 87-03B in accordance with the
provisions of the California Environmental Quality Act, California Public
Resources Code Sections 21000 et seq. and in accordance with the regulations
promulgated thereunder. Further, that this Council certifies that it has
considered the contents of the final Environmental Impact Report in considering
the adoption of the Foothill Boulevard Specific Plan and General Plan Amendment
87-03B.
3. This Council hereby finds that the final Environmental Impact
Report does identify physical environmental impacts inherent in the project and
that changes or alterations have been incorporated in the project which
mitigate or avoid all significant environmental effects thereof other then a
cumulative contribution to the degradation of air quality and noise and an
incremental increase on the local traffic circulation system.
4. This Council hereby finds that notwithstanding the unmitigated
adverse environmental impacts specified in paragraph 3 above, that specific
economic and social considerations make unfeasible any project alternative
specified in the final Environmental Impact Report and constitutes an
overriding basis for Council approval of the project.
5. As to those impacts identified in the final Environmental Impact
Report which cannot feasibly be avoided by mitigation measures and project
alternatives, this Council hereby adopts a statement of overriding
considerations as set forth in Exhibit "A", attached hereto and incorporated by
this reference.
6. The City Clerk of the City of Rancho Cucamonga shall certify to
the adoption of this Resolution.
