~ TO GUIDE HOUSING ASSISTANCE DECISIONS IN
ODNJUNCrION ~ THE CITY'S ~ DEVELOPM~qT BI39f~
A. Recitals.
(i) On ~ 4, 1991, the City Council of the City of Rancho
Cucamonga conducted a duly noticed public hearing for consideration of the
City's Comprehensive Housing Afford~bility Strategy, hereafter know as the
(ii) All legal prerequisites prior to the adoption of this
Resolution haveoccurred.
B. Resolution.
NOW, ~5~EFO~, the City Council of the City of Rancho Cucamonga does
hereby find, determine, and resolve as follows:
1. ~nis Council hereby specifically finds that all of the facts set
forth in the Recitals, Part "A," of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Council during
the above-referenced public hearing on December 4, 1991, including written
staff reports, together with public testimony, this Council hereby specifi-
cally finds and concludes as follows:
(a) That the proposed (NtAS is consistent with the goals,
objectives and policies contained in the Housing Element, in that the (NtAS
provides for further implementation of the Housing Element through its
suggested strategies and programs.
(b) That the (]{AS will serve as the accepted housing strategy
to guide housing assistance decisions in conjunction with the City's Ccm. L,~nity
Development Block Grant program and other Federal assistance programs.
(c) This Council hereby finds that the CHAS is exempt fr~m the
requirements of C~QA pursuant to Section 15061(B)(3) which states that where
it can be seen with certainty that there is no possibility that the activity
in question may have a significant effect of the environment, the activity is
not subject to C~QA.
3. Based upon the findings and conclusions set forth in paragraphs 1
and 2 above, this Council hereby approves the (NtAS as the accepted Five-Year
Strategy that, in confo~ with the City's Housing Element, will guide
housing assistance decisions in conjunction with the City's C~m~nity Develop-
ment Block Grant program and other Federal assistance programs.

4. The City Clerk shall certify to the adoption of this Resolution.
