Recitals. (i) On May 20, 1981, the City of Rancho Cucamonga approved the enactment of the Victoria Planned Cc~,u~nity through the adoption of Ordinance No. 143. (ii) On August 5, 1991, the City of Rancho Cucamonga filed an application for Victoria Planned C~L..,~nity Amendment No. 91-03, Subarea K, as described in the title of this Resolution. Hereinafter in t_his Resolution, the subject Victoria Planned Cc~munity Amendment is referred to as "the application." (iii) On October 9, 1991, the Planning C~u,~ssion of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and following the conclusion of said public hearing, adopted Resolution No. 91-172 rec~,,~ing to the City Council that the application be denied. (iv) On November 20, 1991, the City Council of tb~ City of Rancho Cucamonga conducted a duly noticed public hearing and concluded said hearing prior to the adoption of this Resolution. (v) All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THeREFOr, the City Council of the City of Rancho Cucamonga does hereby find, determine, and resolve as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public hearing on November 20, 1991, including written and oral staff reports, together with public testimony, this Council hereby specifically finds as follows: Resolution No. 91-366 Page 2 (a) ~ne application applies to 7.895 acres of land located between approximately 892 feet and 1,200 feet north of the future Victoria Park Lane extension on the west side of the future Day Creek Boulevard and is presently undeveloped. Said property is currently designated Medium Residential (8-14 dwelling units per acre); and (b) The property to the north of the subject site is designated Medium-High Residential (14-24 dwelling units per acre) and is vacant; the property to the south is designated Medium Residential (8-14 dwelling units per acre) and is vacant; the property to the east is designated Utility Corridor and is vacant; and the property to the west is designated Utility Corridor and is vacant; and (c) This amendment conflicts with the Land Use Policies of the General Plan and Victoria Planned C~,,~,unity and will not provide for develop- ment, within the district, in a manner consistent with the General Plan and with related development; and (d) ~11is amendment does not promote the goals and objectives of the Trend Use Element; and (e) The properties located in Subarea K of the application are not suitable for the uses permitted_ in the proposed district and are not compatible with existing and adjacent land use designations; and (f) This amendment will not have a significant impact on the environment nor on the surrounding properties as evidenced by the findings and conclusions listed in Parts I and II of the Initial Study; and 3. This Council hereby finds that the project has been reviewed and considered in compliance with the California Environmental Quality Act of 1970 and, further, this Council hereby issues a Neqative Declaration. 4. Based upon the findings and conclusions set forth in paragraphs 1, 2, and 3 above, this Council hereby resolves to deny Victoria Planned C~m~u%ity Amendment 91-03, Subarea K, a request to amend the Victoria Planned C~m,unity Land Use Map frc~ Medium Residential (8-14 dwelling units per acre) to Low-Medium Residential (4-8 dwelling units per acre) for 7.895 acres of land located between approximately 892 feet and 1,200 feet north of the future Victoria Park Lane extension on the west side of the future Day Creek Boulevard as shown in Exh/bit "A." 5. The City Clerk shall certify to the adoption of this Resolution. PASS~D, ~, and ADOPTED this 20th day of November, 1991.
