Recitals. (i) On April 6, 1981, the City of Rancho Cucamonga approved the enactment of the General Plan through the adoption of Resolution No. 81-40. (ii) On August 5, 1991, the City of Rancho Cucamongm filed an application for General Plan Amendment No. 91-03, Subarea G, as described in the title of this Resolution. Hereinafter in this Resolution, the subject General Plan Amendment is referred to as "the application." (iii) On October 9, 1991, the Planning C~t..~.ission of the City of Rancho Cucamonga conducted a duly noticed public hearing on tb~ application and following the conclusion of said public hearing, adopted Resolution No. 91-157 recommending to the City Council that the application be approved. (iv) On November 20, 1991, the City Council of the City of Rancho Cucamonga conducted a duly noticed public hearing and concluded said hearing prior to the adoption of this Resolution. (v) All legal prerequisites prior to the adoption of this Resolution have occurred. B. Resolution. NOW, THerEFORE, the City Council of the City of Rancho Cucamonga does hereby find, determine, and resolve as follows: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public hearing on November 20, 1991, incl~ng written and oral staff reports, together with public testimony, this Council hereby specifically finds as follc~s: (a) The application applies to 11.87 acres of land located on the northeast corner of Kenyon Way and Woodruff Place and is presently undeveloped. Said property is currently designated Med__ium Residential (8-14 dwelling units per acre); and Resolution No. 91-361 Page2 (b) ~ne property to the north of the subject site is designated Civic/C~Lu~nity and is vacant; the properties to the south are designated Park and School and are vacant; the property to the east is designated Lcd-Medium R~idential (4-8 dwelling units per acre) and is developed with single family residences; and the property to the w~st is designated Neighborhood C~,m~rcial and is develc~ed with a c~,~ercial shopping center under construction; and (c) This amendment conflicts with the Tm~d Use Policies of the General Plan and will not provide for development, within the district, in a manner consistent with the General Plan and with related development; and (d) This amendment does not prc~note the goals and objectives of the Lmnd Use Element; and (e) ~ne properties located in Subarea G of the application are not suitmble for the uses permitted in the proposed district; (f) This amendment would not have a significant impact on the environment nor on the surrourz~ng properties as evidenced by the findings and conclusions listed in Parts I and II of the Initial Study; and 3. This Council hereby finds that the project barn been reviewed and considered in cum~01iance with the California Environmental Quality Act of 1970 and, further, this Council hereby issues a Negative Declaration. 4. Based upc~ the findings and conclusions set forth in paragralmhs 1, 2, and 3 above, this Council hereby resolves to deny General Plan Amendment 91-03, Subarea G, a request to amend the General Plan Land Use Map from Medium Residential (8-14 dwelling units per acre) to Low-Medium Residential (4-8 dwelling unite per acre) for 11.87 acres of land located on the northeast corner of Kenyon Way and Woodruff Place as shown in Exhibit "A." 5.
