HomeMy WebLinkAbout91-262 - Resolutions RESOLUTION NO. 91-262 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO WHEREAS, the City's General Plan established a Master Plan of Trails for a network of hiking, biking, and horse riding trails as a recreational element; and WHEREAS, the City's General Plan policies call for programs to improve existing trails to make the trails safer, more functional, and accessible and to facilitate develo~nent of Regional Multi-Purpose Trail and C~m,~lnity Trails systems; and WHEREAS, the Trails Implementation Plan is consistent with the goals and policies of the City's General Plan regarding trails; and WH~FAS, the Trails Advisory C~L,q~ttee has reviewed and rec~u,,ended approval of the Trails Implementation Plan; and WHEREAS, the Planning C~mL,~ssion ha~ rec~mLended to the City Council approval of the Trails Implementation Plan. S~DCTION 1: ~ne City Council of the City of Rancho Cucamonga does hereby resolve as follows: 1. The City of Rancho Cucamc~ga has an investment in the trails system of over $10.3 million as evidenced by over 100 miles of existing ~ional, C..,C.,.][LLC,I.nity and Local Feeder Trails; and 2. The trail system is designed as a multi-purpose system that benefits many users, including, pedestrians, hikers, riders, and bicyclists; and 3. The trails system, particularly the bicycle trail system, provides an important means of non-motorized transportation which reduces traffic, noise, and pollution; and 4. The implementation strategy contained in the Trails Implementa- taion Plan represents a long-term plan that will be accomplished over many generations to come; and 5. The trail system should be implemented, whenever possible, through the planning review process as development occurs. SECTION 2: Be it further resolved by the city Council of the City of Rancho Cucamonga that their policy is to use grants or other trail funding sources, rather than new assessments or impact fees.
