BOUIAVARD ~ ~ 15 TH]~]K)F- APN: 229-031-03 ~ 13, 15, 16, 20, AND A PORTION OF 59 A. Recitals. (i) Foothill Marketplace Partners has initiated an application for Foothill Boulevard Specific Plan Amendment No. 90-04 as d__~ribed in the title of this Resolution. Hereinafter in this Resolution, the subject Foothill Boulevard Specific Plan Amendment is referred to as "the application". (ii) On June 26, 1991, the Planning C~...ission of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application. After considering all public testimony, the Planning C~m,dssion ~ed_ approval of the application. (iii) On August 21, 1991, the City Oouncil of the City of Rancho Cucamonga conducted a duly noticed public hearing on the application and concluded said hearing on that date. (iv) All legal prerequisites prior to the adoption of this B. Resolution. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby find, determine and resolve as follc~s: 1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to this Council during the above-referenced public hearing on August 21, 1991, including written and ox-al staff reports, together with public testimony, this Council hereby specifically finds as follows: (a) The amendment pertains to a _+60 acre parcel of land located on the south side of Foothill Boulevard between Interstate 15 and Etiwanda Avenue, with a street frontage of _+2,175 feet along Foothill Boulevard and Resolution No. 91-247 Page2 _+600 feet alc~g Etiwanda Avenue. ~ne site is presently designated for Regional Related C~mL~rcial and Light Industrial uses and is developed with single-family residences, a winery oc~plex, and a converted gas station; and (b) The ~ to the north is designated for C~m.L~rcial uses and is improved with a mix of uses incl~ a church, single-family residences, retail stores, and a converted winery. ~he property to the south k~siness, is being developed with a water treatment facility, and is vacant. The property to the east is designated for O .... ~-rcial and Residential uses and is vacant and developed with single-family residences. The property to the w~st, opposite the Interstate 15 Freeway, is designated__ for ~ial uses and is vacant; and (c) This amendment will provide median locations neoessary to provide adequate circulation to serve the site while maintaining adequate circulation for the yet underdevelc~ parcels on the ncxTh side of Foothill (d) This amendment will provide for a master planned c~mm~rcial develo~ as was provided for with the adoption of the original Foothill Boulevard Specific Plan; and (e) This ~ will c~ the zc~ing designation of an Industrial parcel not originally comsidered part of a future, master planned, c~mm~rcial develc~. This paroel wuuld, howe;er, beomm~ a landlocked master plan is in keeping with the intent of the Foothill Boulevard Specific Plan and the General Plan to provide a oc~ively planned area. during the above-referenced public hearings and upon the specific f~ of facts set forth in par~xa~s 1 and 2 above, this Council hereby finds and ooncludes as follows: (a) ~hat the amendment will provide for develo~ of a cc~ively planned urban c~m,~nity within the district that is superior to the develc~ otherwise allowable ~ alternate re,rictus; and (b) That the amendment will provide for develc~ within the district in a marker oomsistent with the General Plan and with related develc~ and growth mana~ policies of the City; and (c) That the amendment will provide for the oo~-truction, i~rovement, or extension of transportation facilities, public utilities, and 4. This Council hereby finds that the project has been reviewed and oo~sidered in ccm~lianoe with the Califoxnia Environmental Quality Act of 1970 and, further, this Council hereby issues of a Negative Declaration. Resolution No. 91-247 5. NOW THEREFCRE, the City Council of the City of ~ Cucamonga does hereby resolve, based upon the findir~3s and conclusions set forth in par~ 1, 2, 3, and 4 above, that this Council hereby approves ar~ adopts Foothill Boulevard Specific Plan Amendment 90-04 as attached in Exhibit "A".
