HomeMy WebLinkAbout91-231 - Resolutions RESOLT31"IC~ NO. 91-231 A RESOLUTIC~ OF THE CITY COUNCIL OF ~E CITY OF RANCHO ~, CAT.I'FO~,'IA, APi:'I:~aVING THE APPLICATICig' FaR GRANT Ft~DS FOR THE BASE T,TNE ~ AND ~'rT~T.~ AV~3E TRAN~ON ~ ACT OF 1990 (P~DPO~ITI(~ 116) (i) ~he State of California b~ enacted the Clean Air and Transpor- tation Improve~ant Act of 1990 (Propo~itio~ 116), which provides $20 millic~ in grant funds, for a period of five years, to local agencies fo= capital outlay for bicycle improvement projects which improve safety and convenience for bicycle c~Lu,uters; and (ii) ~ne California Transportation Cc~mission has established the procedures and criteria for reviewing grant proposals and is authorized to allocate grant funds; and (iii) Said procedures and criteria rec~e that the applicant's policy board/body approve the project and the project fund application; and (iv) Said prooedures and criteria require that the applicant provide documentation that the project is consistent with an adopted bicycle plan or circulation element of a General Plan, congestion management plan, regional transportation plan, transportation control measure plan, or other regional plan; and (v) The application contains assurances that the applicant must comply with. B. Resolution. NOW, THEREFORE, th~ City Council of the City of Rancho Cucamonga does hereby find, determine and resolve as follows: 1. Tnis Council desires to construct a Class II Bike Lane on Base T.~ne Road and a Class III Bike Route on Milliken Avenue using Proposition 116 grant funds. 2. ~ Oouncil hereby finds and certifies that the project has been reviewed and oonsidered in cc~pliance with the California Environmental Quality Act of 1970 (C~QA) and finds the project to be Class I Categorically Exempt pursuant to Section 15301(c) of the CM~A Guidelines. 3. Based upon subetantial evidence presented to this Council, including written and oral staff r~, this Council b~_reby specifically finds as follows: a. ~ne project is consistent with the City of Rancho Cucamonga,s General Plan Master Plan of Trails and Circulation Element. b. That Base T.~ne Road is designated as a primary regional trail corridor by the San Bernard/no County General Plan. Resolution No. 91-231 Page2 c. That the proposed bicycle trails along Base T,~ ~ ~ Milliken Avenue will promote bicycle c~muting, such as travel to w~rk, school, shopping, or other activity centers as defined by PUC Section 99650. d. ~nat the applicant can obligate/encumber/~ the funds for the proposed project within 15 months after allocation of grant funds. e. The said improw~ents will be designed in conformity with Chapter 1000 of the Highway Design Manual, "Bikeway Planning and Design". 4. ~ Council hereby appoints the City Engineer as agent for the City of Rancho Cucamonga to cc~duct all negations, execute and suh~it all documents, including but not limited to, applications, a~, amend~m~ts, payment requests, and so on, which may be necessary for the completion of the afor mtion proje . 5. The City Clerk is hereby directed to file a Notice of Exemption pursuant to the California ~vironmental Quality ~-t. 6. The City Clerk shall certify to the adoption of this Resolution.
