A RESOLUI~ON OF THE CITY OOUNCIL OF THE CITY OF RANCHO
CALIFORNIA STATE LIBRARY FOR CALIFORNIA T.TRRARY
FINDINGS IN SUPPOR~ THEREDF
A. R~citals.
WHEREAS, the city of Rancho Cucamonga currently has one 10,800 square
foot library facility; and
WH]~REAS, the growth in population of the City since its incorporation
has increased demands for library services, such that the current facility is
not able to meet the current nor projected nccds of the residents of the
c~L,~,unity; and
WHEREAS, the State of California did enact Proposition 85 in
Novea~er, 1988, the California Library Construction and Renovation Bond Act,
providing approximately $75,000,000.00 in funding for library construction;
WHEREAS, the City of Rancho Cucamonga desires to make application to
the California State Library for funding of a portion of the construction of
its Rancho Cucamonga Public Library (the "T,~brary").
B. Resolution.
NC~, THEREFORE, the City Council of the City of Rancho Cucamonga does
hereby find, determine and resolve as follows:
1. This city Council hereby finds that the facts set forth in the
Recitals, Part A, of this Resolution are true and correct.
2. This City Council b~_reby certifies that the project budget as
identified in the "Library Project Budget", pages 39 through 40,
inclusive, in the Application for California Lib~ary Construct-
ion and Renovation Bond Act Funds (the "Application"), attached
hereto as Exhibit "A", and incorporated herein by this
reference, is true and correct, and represents its best estimate
of construction costs. Furthermore, such amounts are s~m~arized
as follows:
Eligible Project Costs $20,086,076.00
Ineliqible Project Costs $10,287,582.00
Total Project Cost $30,373,658.00
Local Matching Funds $ 7,030,127.00
State Matching Funds $13,055,949.00
Supplemental Local Funds $10,287,582.00
Total Project Income $30,373,658.00

3. ~ City Council hereby certifies that the amount of local
retching funds identified in the "Library Project Budget", page
40 in the Application, in the total amount of $4,239,127.00 (in
addition to the land value of $2,791,000.00) is c~,lL.~tted to
this Library and is n~ available.
4. This City Council hereby finds and certifies as follow~:
(a) All information contained in the Application is true and
(b) ~ne City of Rancho Cucamonga is able to finance the
supplemental funds, in the total amount of $10,287,582.00
necessary to oomplete the project in a timely manner.
(c) ~ne local and matching funds required for the construction
of the T.~h~ary will be available when needed to meet the
cash flow requirements of the project.
(d) The operation of the completed facility and provision of
direct public lib~-ary servioe shall be under the jurisdic-
tion of the San Bernard/no County Lib~-~, which will be
responsible for operating costs attribute_Die to 40,000
square feet of the new facility. The City of Rancho
Cucamonga will cover operating costs for the remainder of
the Library.
5. This City Council hereby approves the Application and directs
the Mayor to execute the Application on behalf of the City of
