HomeMy WebLinkAbout91-155 - Resolutions RESOLUTION NO. 91-155 A RESOLUTION OF THE CITY OOL~ OF THE CITY OF RANCHO ~, CALTFORNIA, ~ THE SUPPOR~ OF THE SAN B~RNARDINO C~UNTY BOARD OF SUPERVISORS P~ATIVE TO WHEREAS, the City ba~ always maintained that our Sphere-of-Influence is vital to the welfare of our c~mmmnity because of geographic location, inter-connection of drainage, circulation, topog~y, environmental and service relationships; and WHEREAS, the City desires to foster the expeditions and logical annexation of said Sphere-of-Influenoe; and WHERFAS, the San Bernardino (k~ Board of Supervisors has expressed interest in fostering improved sub-regional and local cooperation in planning; WHEREAS, the opportunities are not present to er~ble a coordinated approach to land use and development in the Sphere; and WHEREAS, the City desires consistency in development patt~_rns and regulations between the City's Sphere-of-Influence and the City; and WHEREAS, the City feels that the dicho~ between County and City development regulations, policies, and standards encourages developers to play one against the other, therefore, frustrating any annexation attempts; and WHEREAS, it is in the public interest to ensure environmentally, as well as econcmtically sound planning for the Sphere-of-Influence; and WHEREAS, the annexation of said Sphere is a key factor to the successful moderation of density, use of compatible development standards, coordination of infrastructure facilities and ultimate development of the WHEREAS, the City and the County have been working toward the c~m~n goal of excellence in planning for the City's Sphere-of-Influence, as most recently demonstrated by preparation of a City Etiwanda North Specific Plan and a County Etiwanda North Specific Plan. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby resolve as follows: 1. ~ne City requests the cooperation and consent of the County in annexing all Om~nty-owned land within Rancho Cucamonga's S~e-of-Influence; 2. ~ne City requests the Board of Supervisor's support for the City's efforts to annex the remainder of its Resolution No. 91-155 Page 2 3. ~ne County grant to the City, through a cooperative agreement, review and processing of all planning and development proposals (with all requisite processing fees) within the S~ere-of-Influence, while having the County retain its approval authority; 4. The City urges the Board of Supervisors to adopt a position that all develoF~ent within the Rancho Cucamonga Sphere-of-Influence be requi~ed to follow and adhere to all develoF~_nt standards and policies of the City of Rancho Cucamonga; and 5. The Board of Supervisors consider a suspension of development approvals and processing in the City's Sphere-of-Influence until the County's Etiwanda North Specific Plan is adopted.
