HomeMy WebLinkAbout91-122 - Resolutions RESOLI/i~ON NO. 91-122 A RESOLUI~ON OF THE CITY OOL~CIL OF THE CITY OF RAN(~O ~, CALIF-O~NIA, ADOPITNG THE FINAL ~ OF ~ DEVELO~ OBJ]DCITVES AND ~ USE OF FOR PRDGRAM YEAR 1991-92 WHEREAS, the City of Rancho Cucamonga is an Entitlement City under the regulations governing the C~t,,~unity Develog~ent Block Grant Program; and WHEREAS, notice of the availability of funds for eligible projects was published in the Inland Valley Daily Bulletin ~ and mailed to WHEREAS, the City staff has received proposals for projects and programs from various organizations; and WHEREAS, on April 3, 1991, the City Council heard public testimony and received all public input regarding the City's C~'m,unity Development Block Grant Program for the 1991-92 fiscal year; and WHEREAS, the City Council ha.~ oonsidered the potential environmental impacts of each project and has reviewed all possible alternatives and mitiga- tion measures included in each. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby resolve and take the follc~ing actions: 1. Adopt the Final Statement of C~unity DeveloDment Objectives and Projected Use of Funds (Final Statement) for program year 1991-92 and make all findings, determinations, and certifica- tions, and adopt all policies therein; and 2. Select the following projects and programs to be funded out of the City's 1991-92 Cxam~..,rtity Develo~ Block Grant award: Project/Proqram Amount Administration $ 43,598 Street Recc~struction 78,000 Sidewalk Grindir~ 12,172 Wheelchair Ramps 11,410 Neighborhood Center 67,777 Historic Preservation 120,000 Hc~e Improvement Program 160, 043 Graffiti Removal 20,000 Landlord/ Tenant Mediation 5,000 TOTAL $518,000 3. Determine that the proposed projects are the most environmen- tally desirable and that adequate mitigation ham been included in each to avoid significant environmental impacts urmler the National Environmental Protection Act (NEPA); and Resolution No. 91-122 Page 2 4. Determine that all of the proposed projects are exempt frc~ environmental review under the California Environmental Quality Act (Section 15301 of the C~QA Guidelines); and 5. Authorize the Mayor to sign the application for the City's program year 1991-92 C~mL~nity Development Block Grant Entitle- ment Allocation, to su~t the Final Statement and ;~endments thereto, and all understandings and assurances contained therein, and to act in connection with the ~_~_b~tission of the Final Statem~_nt and to provide such additional information as may be requ ~ red.
