(i) Responding to concerns regarding street naming policies voiced by the Rancho Cucamonga Fire District, the City Council on February 7, 1990, directed City staff to initiate the process to draft improvements to the street naming regulations. (ii) On December 12, 1990, the Planning Commission of the City of Rancho Cucamonga reviewed and recommended approval of proposed amendments to the City's Street Naming Booklet and Street Naming Ordinance, City Code Chapter 12.12. (iii) On February 20, 1991, the City Council of the City of Rancho Cucamonga conducted a public hearing and concluded said hearing prior to its approval of the proposed amendments. (iv) All legal prerequisites prior to the adoption of the Ordinance B. Resolution. NOW, THEREFORE, the City Council of the City of Rancho Cucamonga does hereby find, determine and resolve as follows: 1. ~nis Council hereby specifically finds that all of the facts set forth in the Recitals, Part "A", of this Resolution are true and correct. 2. ~l~is Council hereby determines that the amendments proposed will not have any impacts on the environment and are therefore, not subject to further review pursuant to California Environmental Quality Act (CEDA), Section 15061(b) (3), and further this Council hereby directs the City Clerk to file, pursuant to C~QA, Section 15061(d), a Notice of Exemption regarding this matter. 3. Based upon the substantial evidence presented to this Council during the above-referenced regular meeting, this Council hereby concludes as follows: (a) That the proposed ~ts to the street naming regula- tions will not have any adverse impacts on the environment and are exempt from further review by CE~A, Section 15061(b) (3). (b) That the proposed amendmen~ are in conformance with the General Plan. Resolution No. 91-058 Page 2 (c) That the proposed amendments will in,prove the City's street namirg process by reducing potentially confusing street namirg situations and thereby enhance the public's safety and convenience when traveling through the community. 4. The City Council of the City of Rancho Cucamonga hereby approves the attached Street Naming Booklet, Exhibit "1", as amended. 5. The City Clerk shall certify to the adoption of this Resolution. It contains the procedure and filing requirements, a list of existing street names, suggested styles, and the City Ordinance governing street naming. All applicants requesting street name approval must comply with the provisions set forth in this booklet. If there are any questions regarding street naming, please do not hesitate to contact the Planning Division at (714) 989-1861. SECTION II APPLICATION PROCEDURE 1. It is the responsibility of the applicant to submit street names to the Planning Division for approval before or Ul~n comencement with final subdivision map plan check. Contact the Planning Division for a determination of application fee amount. 2. Each name shall be consistent with the requirements of the S~reet Naming Ordinance provided in Section V of this booklet. Section III provides suggestions on the style of character of names appropriate for various areas of the City. 3. All street names must be checked against the list of existing names provided in Section IV to avoid any possible conflicts, duplication, or confusion. Be sure to have the latest revision of this booklet. If there is any doubt, please contact the Planning Division. 4. The applicant is required to submit two {2) maps of the proposed subdivision Tract Map or Parcel Map, reduced to 8 1/2" X 11", on which one map the street names shall appear, and the other shall be blank. In addition, a letter of request, including the list of street names and alternative names for each, is to be included with the submittal. A minimum of two {2) possible names is required for each street. The proposed street names should be in bold print with the alternative{s) named below it in parentheses. 5. One copy of a Site Utilization Map {8 1/2" X 11"), showing how the tract fits in with the surrounding area shall also be submitted. {See example). Resolution No. 91-058 Page 7 6. All street naming plans will be forwarded to the Fire District for its ~eview to ensure that potentially confusing naming patterns are avoided. (7. In the case where the street names submitted are not acceptable, the applicant will be required to resubmit additional names for review by the Planning Division. 38. When appropriate names are determined, the Street ,Name Map shall be stamped approved by the City Planner, s§ ~4¥~s~e~ or appointed designee with a copy forwarded to the Engineering Division and one forwarded to the applicant. 9. Numerical names and alphabetical letters are unacceptable for new streets. In built-up areas of the City, new names, except historically significant names, should mw$~ be compatible with the existing the~e(s) of street names surrounding the proposed development. The following historically significant names are considered either too similar to existing street names or present difficulty in pronunciation to be used for new street names: Agazzotti, Albert, Baldwin, Bonillas, Bullock, Cahuilla, De Ambrogio, Ford, Johnston, McLean, Perdew, Santalucito, Tiburcio, Whitney. The purpose of these provisions are as follows: A. To establish procedures for street naming for new public and private streets in the City of Rancho Cucamonga in the public interest of uniformity and to avoid confusion to the public; and (from Ord. That the proposed change is deemed necessary to protect the public health, safety, comfort, convenience, and general welfare. Street names should be pleasant sounding, appropriate, easy to read {so that the public, and children in particular, can handle the name in an emergency situation), and should add to the pride of home ownership and con~nunity. B. The following types of street names are unacceptable: numerical names {1st, 2nd, etc.); alphabetical letters {A, B, C, etc.); frivolous, complicated, or undesirable names; unconventional spelling; compound names; given or surnames of persons living or dead, except for ~pioneer familySes names historic persons etc.~ C. Streets which are continuous shall be extended in accordance with the present street names whenever possible and feasible. D. Discontinuous streets shall not be given the same name. The numbering system shall not change on a street free east/west to north/south. If the numbering system changes, the street will be considered as discontinuous and the name should be different at the point where the nmbering changes. E. Duplication of existing or proposed street names is prohibited. Similar sounding names are considered to be duplication, regardless of spelling. F. Existing areas of the City shall strive to have new street names consistent with the prevailing theme of existing streets. In the northwestern part of the City, north/south streets named after gems and east/west streets named after trees when possible and where feasible. G. Streets with a ninety-degree (go°) or more change of direction shall change names at a convenient and appropriate point, cemplete with street name and 100 block address stgms posted at the directional/name change, as determined by the City Planner. The names used in this and similar situations should be dissimilar in progunctation and spelling. Streets with less than a ninety-degree (gOu) change of direction may have a name change In order to cemply with other provisions of this chapter. Neandering curvilinear streets with one or more direction changes may retain a single name if the follming condtttens are evident: 1. Loop streets shall change names as specified in Section 12.12.020G or at intersections with other streets, as may be determined appropriate by the City Planner. I. That street designation for present and future streets shall be as fol 1 ows: 1. Boulevard. Special east-west streets shall be named designated "Boulevard"; 2. Streets. East-west streets which pass through several neighborhoods or tracts to be named designated "Street"; 3. Avenues. North-south streets which pass through several neighborhoods or tracts to be named designated "Avenue"; 4. Road. Any diagonal street with a generally straight aligment which does not conform basically to a grid pattern to Weew as be designated "Road"; 5. Drive.
