Recitals. (i) The City of Rancho Cucamonga has filed an application for tb~ approval of the ~virc~m~ntal Assessment of the Rancho Cucamonga Public ~ary Project as described in the title of this Resolution. Hereinafter in this Resolution, the subject Env/rc~mmntal Assessment is referred to as "the application". (ii) On the 17th day of January, 1991, the Park and Recreation C.'-L~..~ssion of the City of Rancho Cucamonga conducted a meeting on the application and concluded said meeting on that date and Resolution No. 91-01 was adopted rec~mL~ approval of said application. (iii) On the 6th day of Fek~%k3ry, 1991, the City Council of the City of Rancho Cuca~o~ cond%~Jted a meeting on the application and concluded said meeting on that date. (iv) All legal prerequisites to the adoption of this Resolution have B. Resolution. NOW, THEREFORE, the City Oouncil of the City of Rancho Cucamonga does 'hereby find, determine and resolve as follows: 1. The Oouncil hereby specifically finds that all of the facts set forth in the Recitals, Part A, of this Resolution are true and correct. 2. Based upon substantial evidence presented to the Oouncil during the abov~-~~ ~ on February 6, 1991, including written and oral staff re~, the Oouncil hereby specifically finds as follows: a. ~he application applies to 8.7B acres of land located on the north w~st ooxT~r of Base r.~ne Road and Milliken Avenue, more specifically, Assessors Parcel Number 202-221-38, 39, and 40. b. The property to the north, south and west of tb~ site are single family residential and the property to the east is vacant/future a ru ts. the Council hereby finds that the mitigation measures as contained in the Environmental Initial Study Part 2 shall be incorporated into the project as follow~: Resolution No. 91-037 Page 2 a. That because variation of elevations and lard form is an important part of creating an interesting and attractive project and the existing site is essentially flat, slopes and interestir~ land forms will be created by grading and the libi-~ry will be set upon a plateau which will create a dramatic overview of the area; and b. Because the Rancho Cucamonga Public T,~b~ary Project is being funded by the Rancho (~ l%~k~el~ A~ency which derives its revenues from property value be~ed taxes, all services will be free of charge to the residents of the City, the project costs will be equit~__bly distributed among the project beneficiaries; and c. Because the Rancho (~ Public T,~b-r-~ry will increase the recreational opportunities for the ~,,~nity by offering a cu~nity gathering place for socializing as well as a destination for a myriad of recreational leisure services; and d. Because, even th~ there will be no substantial additional vehicle movement, lii~ary traffic may have an effect at the site access drive- way and along the uroject fr~. Therefore, mitigation of potential impacts includes traffic signalization of the drive~ay on Base ?Hne Road which serves the library as well as separate turn lanes and acoeleration/decelera- tion lanes to enhance traffic movement; and e. Because parking will be provided for patrons and employees as part of the li~ development urogram and current plans call for a develo~ne~t of a substantial parking facility adjacent to the library; and f. Because there may be s~ne alteratio~ to traffic patterns as patrons change frcmn their current routes to other ew~tir~ lii~-aries to the new Public T.ib-,~_--l/; zm_nd g. Based upon analysis by the project architect, it has been determined that the light and glare concerns associated with the Library structure will be mitigated by using exterior finish materials which are not normally highly reflective in nature. Light and glare concerns associated with the initial parking lot will be mitigated by berming and landscaping to structure will significantly reduce light and glare concerns due to its inherent design. Special care will also be used in selecting light fixtures with controlled apertures to eliminate the possibility of leakac3e away frc{n when it ultimately ~ a City operated facility it will requ~e additional city staff. Based upo~ the substantial evidence presented to the Council during the abov~-refex~nced Public Hearing and upon the specific findings of facts set forth in paragrmphs 1, 2 and 3 above, the Council hereby finds and concludes as followm: a. That the propoeed uroject is o~sistant with the objectives of the Public Facilities Element of the General Plan; and b. That the p~ use, together with the conditions applicable thereto, will not be detrimental to the public health, safety, or welfare, ar materially injurious to properties or i~arowm~-fcs in the vicinity. 5. The Council specifically finds and determines that a Mitigated Negative Declaration for this uroject has been prepared in campliance with the California ~d_~mmm~fcal Quality Act of 1970, as amended, and the guidelines promulgated ~, and further, the Council finds and determines that, based upon the findings set forth in pa~ 1, 2, 3 and 4 above, that although the prc~ p~oject could have a significant effect on the environ- merit, there will not be a significant effect in this case because of the mitigation measures described. 6. The Council finds that the facts supporting the above specified findings are contained in the Mitigated Negative Declaration, the Staff Report and exhibits, and the information provided to the Council during the Public Hearing, and therefore, the Council hereby rec~mL~ds approval of the Mitigated Negative Declaration. 7. Based upon the findings and conclusions set forth in paragraphs 1, 2, 3, 4, 5 and 6 above, the Council hereby resolves that txlrsuant to Section 65850 to 65855 of the California Gov~rmmmnt Code, the City Council of the City of Rancho Cucan~nga hereby approves the ~vironmental Assessment for the Rancho Cucamoncja Ptlblic L~b,~-ary on this 6th day of February, 1991. 8. The City Clerk of the Council shall certify to the adoption of this Resolution. PASS~D, APPRDV~), and ADOPTED this 6th day of Feb~ry, 1991.
