HomeMy WebLinkAbout91-011 - Resolutions RESOLUTION NO. 91-011 A RESOLUI~ON OF THE CITY (DL~CIL OF THE CITY OF RANCHO O3CAMONC4%, CAL~, ~ A STATISTICAL ADJUSql~C OF THE 1990 C~]~SUs FIGURES WHEREAS, the 1990 Census will provide essential population statistics governing federal fundir~ and allocations and political representation for the next decade; and WHEREAS, the 1990 Census has been fraught with numerous operational problems; and WHEREAS, the 1990 Census is projected to contain not only an under- count of minorities but of non-minorities as well; and WHEREAS, the preliminary Census counts understated the population of Rancho Cucamonga by an estimated 14,994; and WHEREAS, the ~t is projected to have a disproportionately adverse impact upon the nation's urban areas such as Rancho Cucamo~; and WHEREAS, the Census Bureau has developed a statistical methodology for correcting the undercc~a%t but the Cc~merce Department has refused to use this corrective mechanism; and WHEREAS, federal d~ minve~,~nt in key urban funding c~mbined with federal restrictions on tax exemption have threatened and continue to threaten cities' abilities to cope with growing social and financial problems; and WHEREAS, the Constitution of the United States clearly states that all persons must be counted; and WHEREAS, the City of Rancho Cucamonga believes that all persons count. NC~, THEREF-~, the City Council of the City of Rancho Cucamonga does hereby resolve and urges Congress and the President to enact legislation mandating a statistical c~rrection of the 1990 Census; and BE IT ~ RESOLVED that the City of Rancho Cucamonga urges the President and the Secretary of C~erce to administratively agree to statisti- cally correct the 1990 Census so as to reflect an accurate enumeration of the nation's population; and BE IT ~ RESOLVED that the barring legislative or administrative ~es the City of Rancho Cucamo~ supports judicial action to effect a statistical correction of the 1990 Census.
