PUBLIC CONVENIENCE OR NECESSITY 98-03- DELRAHIM - Consideration of a
request to make a determination of Public Convenience or Necessity (PCN) for the
issuance of an Alcohol Beverage Control License (Off-Sale General) for a service*
station with convenience store, located at the southwest corner of Arrow Highway
and Hermosa Avenue - APN: 209-041-09, 22, 31. Related File: Conditional Use

RECOMMENDATION
Approve the determination of the "Public Convenience or Necessity" through the adoption of the
attached Resolution and forward a copy to the Department of Alcoholic Beverage Control.
ANALYSIS
So
Background: The applicant, David Delrahim, will be operating a service station with
convenience store at the southwest corner of Arrow Highway and Hermosa Avenue.
Conditional Use Permit 97-41 was approved for the project by the Planning Commission on
April 22, 1998. The project is currently in plan check.
Requirements from Department of Alcohol Beverage Control: The Department of Alcohol
Beverage Control regulates the distribution of liquor licenses by setting limits on the different
types of licenses in each Census Tract. The limits are calculated from the ratio of liquor
licenses to the population of the Census Tract. According to the Alcohol Beverage Control
staff, there is a total of 25 active Off-Sale General (Type 21) licenses within the Census
Tract 21.00 where the convenience store is to be located, thus exceeding the Alcoholic
Beverage Control's given limit of 16. VVhen a Census Tract's limit has been reached,
additional liquor licenses can be issued only if the City determines that the license would
serve the public's convenience or necessity as required by Section 23958 of the Business
and Professional Code. The legislation purposefully left the term "public convenience and
necessity" undefined so that the local legislative body, City Council, has the greatest
latitude, based on local conditions and determinations.

Facts to Support a Public Convenience or Necessity Determination: The following are facts
that support the requested "Public Convenience or Necessity:"
On April 22, 1998, Conditional Use Permit 97-41 was issued for a service station
with convenience store to be located at the subject site, at the southwest corner of
Arrow Highway and Hermosa Avenue.
2. The site is along Arrow Highway, a Major Boulevard, and Hermosa Avenue.
3. The site is not close to sensitive users such as day care facilities or schools.
The site was formerly occupied by a convenience market that has subsequently
been demolished.
The site is relatively close to single family homes and apartments, however, staff
does not foresee a conflict because of its proximity to major streets and the nature
of the business, Off-Sale.
Rancho Cucamonga residents would be afforded more shopping opportunities for
personal and convenience items.
CONCLUSION
Based on the above analysis, staff finds the issuance of an Off-Sale General liquor license would
not have a negative impact to the surrounding uses. Staff recommends approval of the attached
Resolution.

Our client has applied for a transfer of a Type 20 Off-Sale Beer and Wine License with
the State Department of Alcoholic Beverage Comrol (ABC). ABC has instructed our
client (the applicant) to obtain a letter fi'om the City of Rancho Cueamonga indicating
that issuance of the applied for license will meet the public convenience and necessity
standard for the community. This letter is required by Business and Professions Code
Section 23958.4 in this case due to the fact that there are curremly 16 licenses allowed in
Census Tract 0020.05, and 25 licenses currently exist. We know that the concentration of
licenses is due to the number of business establishmeres that have opened in this area
during the past few years.
We are requesting your assistance with preparing the B & P Section 23958.4 public
convenience and necessity letter sought by ABC at this time. The ability to have an Off-
Sale Beer and Wine license is a determining factor for the long-term operational success
of this new. business.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, APPROVING A DETERMINATION OF
PUBLIC CONVENIENCE OR NECESSITY AND A REQUEST FOR THE
ISSUANCE OF AN ALCOHOL BEVERAGE LICENSE FOR A SERVICE
STATION AND CONVENIENCE STORE LOCATED AT THE SOUTHWEST
CORNER OF ARROW HIGHWAY AND HERMOSA AVENUE, AND
MAKING FINDINGS IN SUPPORT THEREOF.
A. Recitals.
1. David Delrahim has filed an application for an off-site sale of beer and wine license from
the Department of Alcoholic Beverage Control.
2. Section 23958 of the Business and Professional Code requires the City of Rancho
Cucamonga to make a determination that the issuance of the said license will service
the public convenience or necessity.
3. On the 21nd day of October 1998, the City Council of the City of Rancho Cucamonga
reviewed said application prior to the adoption of this Resolution.
4. All legal prerequisites to the adoption of this Resolution have occurred.
B. Resolution.
NOW, THEREFORE, it is hereby found, determined, and resolved by the City Council of the
City of Rancho Cucamonga as follows:
1. This Council hereby specifically finds that all of the facts set forth in the Recitals, Part
"A," of this Resolution are true and correct.
2. Based upon substantial evidence presented to this Council during the above-referenced
meeting on October 21,1998, including written and oral staff reports, together with public testimony,
this Council hereby specifically finds as follows:
a. On April 22, 1998 the Planning Commission issued Conditional Use
Permit No. 97-41 for a service station and convenience store to be located at the
southwest corner of Arrow Highway and Hermosa Avenue.
b. The location is along Arrow Highway, a Major Boulevard, and Hermosa
Avenue, suited for this type of business.
c. The site is not close to sensitive users such as day care facilities or
schools.
d. Rancho Cucamonga residents would be afforded more shopping
opportunities for personal and convenience items and services.
e. The majority of the land area in Census Tract 21.00 where the service
station and convenience store is proposed is zoned Industrial which accounts for the low
limit for off-site General licenses. The majority of the population is located west of
Haven Avenue and north of Foothill Boulevard.

3. Based upon the findings set forth in paragraphs 1 and 2 above, this Council
concludes that the off-site sale of liquor, wine and beer will not have a negative impact
to the surrounding uses.
4. Based upon the findings and conclusions set forth in paragraphs 1,2, and 3
above, this council hereby determines that the issuance of an Off-Sale General license
for a liquor store would serve public convenience or necessity.
5. The City Clerk shall certify the adoption of this resolution.

RECOMMENDATION
It is recommended that the City Council adopt the attached resolution accepting the subject easement
agreement and authorizing the Mayor and the City Clerk to sign said agreement and to cause said agreement
to record.
BACKGROUND/ANALYSIS
Development Review 97-17, located at 6009 Etiwanda (east side and 300 feet north of Summit Avenue) in
the Estate Residential District of the Etiwanda Specific Plan, was approved by the City Planner for the
construction of a single family residence on a 3.5 acre parcel.
The property owners, Bruce and Mathilda McBride, are submitting an agreement to guarantee the reservation
or grant of an easement for private storm drainage purposes. Presently the McBrides are the fee owners of
two parcels, Nos. I and 2 of Parcel Map 4929 in the City of Rancho Cucamonga.
Development Review 97-17 on parcel No. 2 proposes to surface drain a portion of its on-site storm waters
across the southerly I O-foot wide portion of parcel No. I onto Eti~vanda Avenue. As a condition to granting
permits in connection with this development, the City is requiring the owners to enter into an agreement that
a private storm drain easement be created. The easement shall be for the benefit of lot 2 across lot I in the
event that the present owners of said lots transfer title to either of the lots. Present owners cannot create or
grant themselves an easement. However, in discussion with the owner's attorney and title insurance company
this agreement will ensure the City that a drainage easement will be created and recorded if title to either one
or both of the properties is transferred.
Copies of the agreement are available in the City Clerk's office. The agreement has been reviewed and
approved as to form by the City Attorney.

WHEREAS, the installation of such storm drainage improvements, described in said
Easement Agreement and subject to the terms thereof, is to be done in conjunction with the
development of said real property referred to as D.R. 97-17.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, HEREBY RESOLVES as follows:
That said Easement Agreement be and the same is approved and
the Mayor is authorized to execute same on behalf of said City and

RECOMMENDATION
It is recommended that the City Council adopt the attached Resolution accepting and approving the
Environmental Initial Study, Parts I and II, for the proposed improvement along Foothill Blvd. from
Vineyard Avenue to Haven Avenue, including Deer Creek Channel Bridge widening and direct the City
Clerk to file a Categorical Exemption.
BACKGROUND/ANALYSIS
This report presents an Environmental Assessment Initial Study Parts I and II for the proposed raised curb
medians with landscape from Vineyard Avenue to Haven Avenue along Foothill Blvd., including Deer
Creek Channel Bridge widening.
In conformance with the California Environmental Quality Act and State Guidelines, the attached
document has been prepared to permit construction of the above mentioned improvements.
It is the Engineering staff's finding that the proposed project will not create a significant adverse impact
on the environment and therefore recommend that these improvements be classified as categorical exempt.

WHEREAS, the City Council of the City of Kancho Cucamonga, California, has previously
formed a special maintenance district pursuant to the terms of the "Landscaping and Lighting Act
of 1972", being Division 15, Part 2 of the Streets and Highways Code of the State of California, said
special maintenance district known and designated as Landscape Maintenance District No. 3B, Street
Lighting Maintenance District No. 1 and Street Lighting Maintenance District No. 6 (hereinafter
referred to as the "Maintenance District"); and
WHEREAS, the provisions of Article 2 of Chapter 2 of the "Landscaping and Lighting Act

RECOMMENDATION
It is recommended that the City Council adopt the attached resolutions accepting the subject Real Property
Improvement Contract and Lien Agreement and ordering the annexation to Landscape Maintenance
District No. I and Street Lighting Maintenance District No. 1, and authorizing the Mayor and the City
Clerk to sign said agreement and causing the same to record.
BACKGROUND/ANA LYS IS
DR 98-14, located on the north side ofLa Senda Road, west of Sapphire Street, was approved by the City
Planner on June 22, 1998 for the construction of a single family residence.
The developers, Michael David Coileld and Patricia Lynne Coileld, requested for a building permit for a
single family residence. Installation of missing public improvements are a condition of issuing the
building permit. The City Code requires that all missing public improvements adjacent to a property be
completed upon issuance of a building permit. The developers have submitted a Real Property
Improvement Contract and Lien Agreement to guarantee the installation of said public improvements at
a later date. Staff felt it was appropriate to defer the improvements since La Senda Road is an unimproved
road.
A copy of the agreement is available in the City Clerk's office.

WHEREAS, the City Council of the City of Rancho Cucamonga adopted Ordinance No. 58
on February 21, 1979, to establish requirements for construction of public improvements in
conjunction with building permit issuance; and
WHEREAS, installation of missing public improvements established as prerequisite to
issuance of building permit for DR 98-14 (8208 La Senda Road) has been met by entry into a Real
Property Improvement Contract and Lien Agreement by Michael David Coileld and Patricia Lynne
Coileld; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, HEREBY RESOLVES that said Real Property Improvement
Contract and Lien Agreement be and hereby approved and the Mayor is hereby authorized to sign
said Agreement on behalf of the City of Rancho Cucamonga, and the City Clerk to attest hereto, and

WHEREAS, the City Council of the City of Rancho Cucamonga, California, has previously
formed a special maintenance district pursuant to the terms of the "Landscaping and Lighting Act
of 1972", being Division 15, Part 2 of the Streets and Highways Code of the State of California, said
special maintenance district 'known and designated as Landscape Maintenance District No. I, Street
Lighting Maintenance District No. 1 (hereinafter referred to as the "Maintenance District"); and
WHEREAS, the provisions of Article 2 of Chapter 2 of the "Landscaping and Lighting Act
of 1972" authorize the annexation of additional territory to the Maintenance District; and
WHEREAS, at this time the City Council is desirous to take proceedings to annex the
property described on Exhibit "A" attached hereto and incorporated herein by this referenced to the
Maintenance District; and
WHEREAS, all of the owners of property within the territory proposed to be annexed to the
Maintenance District have filed with the City Clerk their written consent to the proposed annexation
without notice and hearing or filing of an Engineer's "Report".
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RANCHO CUCAMONGA
HEREBY RESOLVES AS FOLLOWS:
SECTION 1: That the above recitals are all true and correct.
SECTION 2: That this legislative body hereby orders the annexation of the property as
shown in Exhibit "A" and the work program areas as described in Exhibit "B" attached hereto to the
Maintenance District.
SECTION 3: That all future proceedings of the Maintenance District, including the levy of
all assessments, shall be applicable to the territory annexed hereunder.

RESOURCE CENTER COURT REFERRAL
RECOMMENDATION
Staff recommends approval of this Memorandum of Understanding (MOU) with Inland
Valleys Resource Center Court Referral Program (IVRC) to screen and monitor individuals
who serve court mandated community service hours in our community. This MOU will help
the City staff maintain a level of consistency and control over the court referred individuals
that serve community service hours with us.
BACKGROUND
The City recognizes the value of allowing some misdemeanor offenders to repay their debt to
the community through community service. An example would be a graffiti tagger who must
clean the community he has defaced.
Currently, individuals approach the City directly to serve their community service hours
through our normal volunteer program. Because of our concem for public safety, we feel it
would be advantageous to enter into an agreement with IVRC to screen these individuals first
and monitor their compliance with their court ordered community service.
IVRC is a non-profit agency that places individuals in local agencies and in non-profit
organizations to fulfill community service hours or who just want to volunteer in the
community. IVRC charges the individuals a fee to help place them and track all of the hours
and court paperwork to insure that the individual receives credit for hours served.
If approved, the City's policy would be to direct all individuals who want to serve their
community service hours with the City to IVRC. IVRC will screen the individual to insure
that the offense is only a misdemeanor and that the offense is not incompatible with service in
our parks. Once the individual has been screened they will be referred to the Public Works
Division to be assigned their job. Some of the tasks that will be performed are litter removal,

weed removal, filling and placing sandbags, or washing City vehicles and equipment. These
individuals will work under City supervision and will be required to follow all City work
rules. The City is under no obligation to accept community service from any individual and
may refuse service from any individual for not following work rules or for no longer satisfying
the work needs of the City as determined by the City.
The proposed arrangement with IVRC will allow individuals to provide needed assistance to
the City in performing certain tasks while allowing them the oppommity to satisfy a debt to
this community.

Our responsibility is to monitor court ordered clients from Los Angeles and San
Bernardino counties and to refer them to public and nonprofit agencies to perform their
community service hours. It is our mandate to ~ and report hours completed to the
courts or probation departments by the due dates. This Memorandum of Understand-
ing is an extension of the court ordered requirements.

clients;

UPDATE AND DISCUSSION OF THE VIETNAM MEMORIAL
MOVING WALL TO BE HELD AT THE EPICENTER OCTOBER 24-29,1998
RECOMMENDATION:
It is recommended that the City Council take an opportunity at the October 21st City Council
Meeting to invite the Rancho Cucamonga community to visit the Vietnam Memorial Moving Wall
from October 24th through 29th at the Epicenter Stadium.
BACKGROUND:
The Veteran' s of Foreign Wars Post 8680 and the City of Rancho Cucamonga are proud to announce
that residents have the opportunity to view the Vietnam Memorial Moving Wall from October 24th
through 29th at the Epicenter Soccer Fields. The Moving Wall is a replica of the Vietnam Veterans
Memorial in Washington, D.C. Opening ceremonies for the Moving Wall will be held on Saturday,
October 24th, beginning at 11:00 a.m. inside the Epicenter Stadium. Following the ceremonies, the
Moving Wall will be open for viewing on the soccer fields until 12:00 noon on October 29th on a
twenty-four hour basis.
Following are some significant facts relating to the Vietnam Memorial Moving Wall:
There are 58,209 names of service members who gave their lives in the Vietnam War
inscribed in chronological order by the date of casualty.
The Moving Wall was completed in October, 1984, and is approximately 253 feet long and
six feet high.
The Moving Wall is an approximate half scale replica of the Vietnam Veterans Memorial in
Washington, D.C.
Design of the Moving Wall was conceived by John DeVitt, Gary Harver and Norris Shears,
Vietnam Veterans fro m California.
~ Construction of the Moving Wall was paid solely from contributions by the public.

BACKGROUND
In accordance with the City Council's request to become more informed of park and recreation
facility issues, programs, projects and events, this report is provided to highlight pertinent issues,
projects and programs occurring in both the Community Services Department and the Park
Design/Development and Maintenance Sections of Engineering.
A. PARKS AND FACILITIES UPDATE
Lions West Community Center:
· Construction of the facility has been completed and a dedication is scheduled for October
17th, 1998, from 12 Noon to 4 PM.
Rancho Cueamonga Family Sports Center:
· Lewis Homes has been addressing several warranty issues, including replacing the strike
plates on the racquetball court doors, adding stainless steel plates to the door closures to the
basketball courts, and in the near future, replacing the carpeting in the Jazzercise room.
Facilities staff has installed new carpet and painted the walls in the Teen Center.
Rancho Cucamonga Public Library:
· Bid opening is scheduled for October 27th, with award anticipated on November 4,1998.
It is anticipated that construction will begin in mid November and continue during the
holiday season.
Stadium:
· Six consultants have been contacted to provide proposals for the design of engineered plans
and specifications, for the ADA ramps at the Softball fields.
Civic Center:
· An automated projection screen has been installed in the Tapia Room.

Spruce Avenue Park Skate Facility:
· The project is in the final stages of construction. There is a short delay in waiting for metal
rail which will be inserted in the final concrete pouting. It is anticipated that the project will
be complete by the end of October.
Victoria Groves:
· Replacement play equipment is 90% complete. Work remaining includes installation of the
surfacing, as well as the slides.
Coyote Canyon Park:
· It is anticipated that installation of the tot lot equipment will be completed by mid October.
Red Hill Park:
· The removal of all the playground equipment in the southern tot lot at Red Hill Park began
this month by City crews in preparation for contract installation of the new ADA compliant
equipment. It is anticipated that replacement of the equipment will be completed by late
October.
Lions Park:
· Replacement of tot lot equipment for ADA compliance will be completed by late October.
Spruce Avenue Park:
· Replacement play equipment is 90% complete. Work remaining includes installation of the
arch swing, slides, as well as surfacing.
Etiwanda Creek Park:
· Installation of a touchpad lighting control system, similar to the rest of the parks, will be
completed soon and will give Community Services staff and sports groups the ability to
control the lighting.
Central Park:
· A meeting was held on October 6, 1998 with the Council and the Task Force to review the
status of the project and to discuss the need for a survey to determine the resident's desires
for the future project. The next meeting has been scheduled for December 8, 1998, at 6 PM.
All Park Facilities:
· A survey of the ADA compliance for restroom signs for park facilities is complete.
Alternatives are being considered for each sign modification, addition and or replacement.

Metrolink:
· The uplighting in the median has been replaced with above grade, more energy efficient and
longer lasting fixtures. The original fixtures were below grade and would fill up with water
from the irrigation and deteriorate rapidly.
· A "checkpoint" security system has been installed to ensure that security guards visit several
key locations at the station. This system is called "Detex" and allows the security guard to
wave a wand over a box at each location which records each visit.
B. COMMUNITY SERVICES UPDATE
Seniors:
· The Sound of Music Fashion Show which was co-sponsored by the Community Services
Department and the VIP Club on Saturday, September 26, 1998 was a huge success. The
event raised $2,000 which will be used to purchase new jackets for the Rancho Cucamonga
Senior Chorale.
· The annual Senior Health Fair and Flu Shot Clinic was held on Friday, October 16, 1998 at
the Rancho Cucamonga Senior Center. The Health Fair was open from 10:00 a.m. until 2:00
p.m. and featured booths and lectures on various topics related to senior health issues. The
County of San Bernardino Department of Public Health administered vaccinations for flu,
pneumonia and tetanus. A $5.00 donation was requested for each vaccination. No one was
turned away due to inability to pay.
· The next meeting of the Senior Advisory Committee is scheduled for Monday, October 26,
1998 at 9:00 a.m. at the Rancho Cucamonga Senior Center. At the time this report was
prepared the agenda items for the October 26th meeting had not been finalized.
· The Senior Halloween Spooktacular this year will be held on Thursday, October 29th at
10:00 a.m. at the Rancho Cucamonga Senior Center. There will be prizes and games for the
more mature ghosts and goblins. Many of the seniors come in costume and we hope that you
will too. This event is co-sponsored by the VIP Club.
Teens:
The Teen Center at the Rancho Cucamonga Family Sports Center was closed for
refurbishment for two weeks beginning August 29, 1998 and re-opened on Monday,
September 14, 1998. The new carpeting, paint, art work and plants, present the Teen Center
a very attractive place for our teens to attend. With school now in session Center hours are
Mondays through Thursdays, 2:30 p.m. until 6:30 p.m.; Fridays from 2:30 p.m. until 10:00
p.m.; and Saturdays and Sundays from 12 noon until 4:00 p.m.
The Community Services Department was informed that we have received a $29,000 State

Youth
Youth
Grant to expand the teen program. These funds can be used to expand current teen program
which may include expansion to the east side of the city. Staff has met with school officials
to determine the availability of a school site for this very successful program and is
researching other alternatives.
The Teen Recreation Activity Club (TRAC) begins its tenth year of operation with monthly
meetings and bi-monthly 'Night on the Town' babysitting service beginning in October.
TRAC members will volunteer hundreds of hours of community service, raise several
thousand dollars and plan and participate in monthly meetings, social activities, trips and
special events over the upcoming school year.
Over 70 colleges are confirmed to date for the Second Annual College Fair scheduled for
Thursday, October 22, 1998, from 6:30 p.m. until 8:30 p.m.. Lewis Home Management
Corporation has generously donated an 18,000 square foot retail space for the second year
in a row for this event. This event is the perfect opportunity for college-bound students and
their parents to speak with college representatives from universities around the nation and
obtain information on admissions, academic programs, financial aid and student support
programs. This event is a collaborative effort between the City, all three local high schools
and Lewis Homes.
Teens took their annual excursion to Knott's Scary Farm on Saturday, October 3, 1998. As
this report was prepared prior to that date we estimate that 80 teens will participate in this
hair-raising special event.
Activities:
Playschool held its book fair at City Hall on October 1 as a fund raiser. Book fairs are held
two to three times per year and can generate up to $1,000 in additional program revenue.
Playschool has also scheduled its annual picture taking session for later in October. Each
child has the opportunity for an individual portrait and a class portrait. Picture Day also
generates approximately $1,000 in additional revenue for the program.
The annual Pumpkin Carving Workshop is scheduled for Saturday, October 24 at 10:00 a.m.
at Lions East Community Center. This annual event draws approximately 40 children who
are given all the necessary materials to create a "pumpkin masterpiece." Pre-registration is
required. Cost is $5.00 per child.
The holidays are less than 3 months away and staff has started planning the Annual Breakfast
with Santa. The event is scheduled for Saturday, December 5th at the Rancho Cucamonga
Senior Center. Two breakfast seatings are planned. Tickets go on sale in early November
and typically sell out rapidly. One hundred tickets are sold for each breakfast. The event is
co-sponsored by the Rancho Grande Kiwanis Club who provides the breakfast.
Sports:
The Sports Advisory Committee met on Wednesday, October 14, 1998. Field allocation

requests for the spring/summer (February 1, 1999 - July 31, 1999) were due. The field
allocation process provides fields for both practices and games (city parks fields, and school
playing fields) for 15 non-profit sport groups for the spring and summer.
Registrations for Fall Youth Roller Hockey were accepted through October 1st. Three
hundred (300) boys and girls, ages 6-18, are enrolled in the program.
Winter Youth Basketball registration is being taken through November 25th or until leagues
fill. Over one thousand, two hundred (1,200+) boys and girls, ages 6-18 are expected to
register for this popular program.
The Pee Wee Soccer program started on September 21st for boys and girls, ages 3-5. Four
hundred and fifty (450) children are registered on 45 teams.
Rancho Cucamonga Family Sports Center:
· Intemet access for the computer/homework room will not be an option for the Center. The
cost to provide Internet access is prohibitive. This room will be available for youngsters to
write reports and do their homework. Staff is researching other computer software programs
besides Word Perfect and Micro Soft Word that can be added to the computers to enhance
the services provided to the children at the Center. As a point of information, computers in
the Technology Center at the Library currently provide Internet access for youth.
· Facility maintenance staff is still working with Lewis Homes and vendors to address the
punch list items for the facility.
· Light control features for the basketball and racquetball courts are now functional. This
element provided staff with a safety feature which allows staff to provide a signal to players
on these courts prior to the lights turning off in these rooms. This feature also allows staff
to turn off the lights for these rooms when they are not in use.
Adult Sports:
· Adult Soccer Leagues - Five hundred and fifty-five (555) participants are playing on thirty-
nine Adult Soccer teams. This includes 21 men's teams playing 6-aside and 12 teams
playing full field. Six women's teams are playing full field. These are mini-sessions (8
weeks) due to the closure of the fields in October for the Vietnam Memorial Moving Wall
exhibit and field renovation. The full field men's league will play the majority of their
season at Beryl Park.
· Adult Softball Leagues - Over two thousand, three hundred (2,300) men and women are
participating in the fall season. One hundred and sixty-four (164) teams are registered. A
new record for women's teams was established -- with 14 teams registered. Also, a Sunday
morning men's league (5 teams) is being conducted at Old Town Park.
· Adult Tennis Leagues - Twenty-five men and women are participating in three singles
leagues utilizing the courts at Beryl and Lions Parks.

Facilities:
· Lions West Community Center was scheduled to complete construction just prior to the
scheduled October 17th Lions East and West Grand Opening Celebration. The Celebration
was planned to consist of a 12:30 p.m. Ribbon Cutting Ceremony at Lions West, followed
by entertainment, facility tours, class demonstrations and food. Area caterers have signed
on to provide food for the Celebration free of charge in exchange for advertising to potential
rental users.
· Cable television service for the Rancho Cucamonga Family Sports Center has not yet been
resolved. With the recent change in ownership from Marks Cablevision to American Cable
Entertainment it is doubtful that the January, 1999 date for installation of service at the
Center will be met. Staff will be further researching installation of a miniature satellite dish
for the facility until the cable issue with the new provider is resolved.
· Picnic shelters at Hermosa, Heritage, Coyote Canyon and Red Hill Park are able to be
reserved by the community (4 months in advance for residents and 1 month in advance for
non-residents). During the summer months of June, July, August and September, 1998 the
Community Services Department processed a total of 385 applications for picnic shelters
noting a total of approximately 40,120 individuals in attendance.
· With the addition of new facilities, staff is in the process of reviewing the policies regarding
facility rentals and related fees and charges. Any recommended fee changes will be
incorporated into the City's report to City Council detailing suggested changes to our
comprehensive fee schedule.
The Grapevine:
· The Winter issue of The Grapevine began production in early October, with a distribution
date set for early December. The Winter issue will feature the recreation activity schedule
for the months of January through March, 1999, and the City newsletter portion highlighting
various City issues and topics relevant to that time period.
Contract Classes:
· The Fall session of contract recreation classes began in September. The delay in the opening
of the Lions West Community Center resulted in the shifting or postponement of some
classes. With the opening of Lions West Center classes have been re-assigned with as little
disruption as possible to their schedule. The Lions East and West Grand Opening
Celebration (October 17, 1998) and the Founders Day Parade (November 14, 1998) will
result in two Saturdays during the Fall session being unavailable for classes.
Community Wide Special Events:
· Vietnam Memorial Moving Wall - During the month of October staff will be meeting weekly

Foreign Wars (Chino, Ontario, Rancho Cucamonga and Upland). Dignitary invitations were
mailed out on Monday, October 5, 1998.
Due to a conflict in schedule, the Marine Corp Band will not be able to be a part of the
Opening Ceremony on Saturday, October 24, 1998. The VFW is contacting our three local
high schools bands to check their availability.
Best Western Heritage Inn - Rancho Cucamonga, has graciously confirmed the donation of
nine room nights for the representative who travels with the Moving Wall. Sir Speedy
Printing has provided a generous contribution towards the printing of materials for the
Opening Ceremony and the week long exhibit. Lastly, the Sign Shop has provided a
generous contribution for name placards that will give special recognition at the Wall for the
39 young men from our local area who gave their life during the Vietnam War.
Founders Day Parade and Celebration is scheduled for Saturday, November 14, 1998. The
theme for this years event is "American Pride: A Tribute to our Veterans." The parade
begins at 9:30 a.m. and travels down Base Line Road from Vineyard to Archibald. Staff is
working with local military veteran's groups to select several Honorary Grand Marshals for
the Parade. The goal is to select the oldest resident veteran from each branch of service for
this years Honorary Grand Marshals.
The Celebration will begin at 10:00 a.m. on November 14th at the Epicenter and will
include the parade awards ceremony, continuous entertainment, a farmer's market, a car and
track show sponsored by the Rancho Grande Kiwanis, hundreds of art and craft booths, and
delicious food vendors. In addition, staff has met with the Rancho Cucamonga Chamber
of Commerce to discuss the possibility of incorporating the Chamber's Business Expo,
which this year is planned to be a one day event, as part of the City's Celebration festivities.
Packets for the Celebration have been sent to over 300 interested participants.
Spruce Skate Park Grand Opening Celebration - Staff is working with Active Ride Shop to
plan a grand opening celebration for the Spruce Skate Park. As Council may recall, Active
Ride Shop co-sponsored with the City two skate park fund raisers during 1996 and 1997
which helped to fund the design phase of development for our skate park. The date for this
event has been set for December 5, 1998, from 11:00 a.m. until 3:00 p.m. The grand opening
will include a ribbon cutting ceremony, a skate competition, D.J. music, children's
entertainment, and food concessions.
Red Ribbon Week - October 23 - 31, 1998 marks the national Red Ribbon Week campaign
which encourages community members to take an active stance for a drag free community.
Annually, the City and Rancho Cucamonga Citizens Against Substance Abuse (R.C. CASA)
sponsor a Red Ribbon Week button design contest. The winner's button design is then

reproduced on thousands of buttons to be worn by our school children. This years button
was designed by Jessica Moc formerly a student a Rancho Cucamonga High School. Jessica
is now attending Cal Poly, Pomona. A proclamation declaring the week of October 23-31,
1998, as Red Ribbon Week was presented at this evening's City Council meeting.
Proposed Boxing Program:
· Staff is currently researching community organizations who potentially may be interested
in providing a boxing program.
Senior
Transportation Program:
Staff has been notified that delivery of the bus for the senior transportation program is on
schedule. Anticipated delivery date is late October, 1998. The base station and five radios
for the program have been ordered. The graphic designer is finalizing designs for the
program and bus. Staff anticipates bringing the designs to Council for selection in
November
Trips and Tours:
· Tijuana - November 7, 1998. Time for some great shopping opportunities south of the
border. Stops will be made at Revolution Blvd, and Seaport Village. Cost: $26.00.
· Laughlin - November 15-16, 1998. This is an overnight trip to the Colorado Bell Hotel and
Casino. Cost: $24.00 (double occupancy); $32.00 (single occupancy).
Human Services:
· Commodity Distribution - First Monday of the month from 1:30-3:00 p.m. at the Senior
Center. USDA surplus food products are distributed to low income Rancho Cucamonga
residents on a first come, first served basis. Next distribution date is November 5, 1998.
· The Doctor is In - Free monthly seminars on topics of interest to seniors and the general
community. All seminars take place at the Senior Center between 12 noon and 2:00 p.m.
November 17 - Hormone Replacement Therapy. All seminars presented by Dr. Harvey D.
Cohen.
· Elder Law Seminars - Monthly seminars for senior citizens. All seminars take place at the
Senior Center between 11:00 a.m. until 12 noon. October 23 - Medicare Supplement Plans
or HMO Plans - Which One is Right for You? November 20 - Will Medi-Cal Pay for Long
Term Care?
· Senior Information and Assistance - Referral service available at the Senior Center by
appointment on the 4th Thursday of the month between the hours of 10:00 a.m. and 12 noon.
