A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, APPROVING THE
ENVIRONMENTAL INITIAL STUDY PARTS I AND II AND
ISSUANCE OF A STATUTORY EXEMPTION FOR THE
PROPOSED FOOTHILL-HERMOSA STORM DRAIN
INSTALLATION AND TRAFFIC SIGNAL MODIFICATIONS
WHEREAS, the City Council of the City of Rancho Cucamonga has reviewed all
available input concerning the proposed improvements; and
WHEREAS, said improvements require an Environmental Assessment; and
WHEREAS, the proposed construction of improvements are in conformance with
the California Environmental Quality Act and State Guidelines.
NOW, THEREFORE THE CITY COUNCIL OF THE CITY OR RANCHO
CUCAMONGA, DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1:
Approve the Environmental Assessment and Issuance of a Statutory
Exemption for the proposed storm drain and traffic signal
modification.
SECTION 2:
Direct the City Clerk to file a Notice of Statutory Exemption pursuant
tothe Public Resources Code 21080 et seq, State California
Environmental Quality Act Guidelines Section 15260 et seq and
other provisions of state law.

and archeological surveys, traffic studies):
Foothill Blvd. is a street with parkways which contain undesirable Blue Gum trees, old vacant
power poles and shrubs. There are no buildin,~ structures involved. The area is relatively
oilat with a gradual 1-2% slope to the south. Hermosa Ave. has a narrow storm drain channel
on the west side near Foothill Blvd. There is an existing traffic signal at this intersection.

There is an existing historical house located on the south side o£Foothill Blvd There are no
plans to disturb the house.

Describe any noise sources and their levels that now affect the site (aircraft, roadway noise,
etc.) And how they will affect proposed uses:
There is little to no aircraft noise.' the vehicular traffic noise level will remain the same afer
construction as before construction. No additional noise is expected.
Describe the proposed project in detail. This should provide an adequate description of the
site in termis of ultimate use which will result from the proposed p.roject. Indicate if there are
proposed phases for development, the extent of development to occur with each phase, and
the anticipated completion of each increment. Attach additional sheet(s) if necessary:
This prol'ect is the first phase upstream from Deer Creek Channel at Foothill Blvd. to Church
Street. The second phase is the continuation of the drain upstream from Church Street to
north of 19'h Street.

influence. Roof is medium gable with red tile, exposed eaves and knee braces
in gable end. Siding is stucco. Windows are single rectangular pane with wood
linser and sill. Windows on lower level have transoms with leaded glass.
Front door is wood with leaded glass panel. A front arcade with roof sun deck
and castelation is present, continuing around west side of structure. Multiple
french windows open out onto second story deck. To east of structure are several
single story structures that appear to be apartments. Buildings are gable roof
wish composite shingle, clapboard sidings and narrow windows and a simular
a;e as main s~ructure.
A row of eucalyptis wind break is located on north side of property along
boulevard.

SIGNIFICANCE
19. Briefly s~ate historical and/or architectural importance (include dates, events, and persons associated with the site.)
This is an example of a turn of the century vineyard house. Build by E. DeLarsen
in 1918, the property is unique in the location of housing for the vineyard workers
in close proximity to the main house. In most vineyards, housing for the workers was
located some distance away from the owners home, usually back in the vineyards.
DeLarsen owned the property from 1915 to !927. It then was transfered through several
different owners until 1943 when it was bought by the current owners, Ellsworth and
Harriett Mitchell. The Mitchells have long been established within the community.
Ellsworth's father established Mitchell and Son Plumbing in 1938 in Upland and the
business continues under Ellsworl~h's children.
