TO ADDRESS THE CITY COUNCIL
The City Council encourages frae expression of all points of view. To allow all persons to speak, given the length
of the Agenda, please keep your remarks brief. If others have already expressed your position, you may simply
indicate that you agree with a previous speaker. If appropriate, a spokesperson may present the views of your
entire group. To encourage all views and promote courtesy to others, the audience should refrain from clapping,
booing or shouts of approval or disagreement from the audience~
The public may address the City Council on any agenda item. Please sign in on the clipboard located at the desk
behind the staff table. It is important to list your name, address and phone number. Comments are generally
limited to 5 minutes per individual.
If you wish to speak concerning an item not on the agenda, you may do so under "Public Communications". Them
is opportunity to speak under this section at the beginning and the end of the agenda.
Any handouts for the City Council should be given to the City Clerk for distribution.
To address the City Council, please come forward to the podium located at the center of the staff table. State your
name for the record and speak into the microphone.
All items to be placed on a City Council Agenda must be in writing. The deadline for submitting these items is 6:00
p.m. on Tuesday, one week prior to the meeting. The City Clerk's office receives all such items.
AGENDA BACK-UP MATERIALS
Staff reports and back-up materials for agenda items are available for review at the City Clerk's counter and the
Public Library. A complete copy of the agenda is also available at the sign in desk located behind the staff table
during the Council meeting.
LIVE BROADCAST
Council meetings are broadcast live on Channel 3 for those with cable television access. Meetings are
rebroadcast on the second and fourth Wednesdays of each month at 11:00 a.m. and 7:00 p.m. The City has
added the option for customers without cable access to view the meetings "on-demand" from their computers.
The added feature of "Streaming Video On Demand" is available on the City's website at www.ci.rancho-
cucamonga.ca.us/whatsnew.htm for those with Hi-bandwidth (DSL/Cable Modem) or Low-bandwidth (Dial-up)
Intemet service.
The City Council meets regularly on the first and third Wednesday of the month at 7:00 p.m. in the
Council Chambers Located at 10500 Civic Center Drive.
Members of the City Council also sit as the Redevelopment Agency and the Fire District Board.
Copies of City Council agendas and minutes can be found at http:llwww, ci. rancho-cucamonga.ca.us
If you need special assistance or accommodations to participate in this meeting, please
contact the City Clerk's office at (909) 477-2700. Notification of 48 hours prior to the
meeting will enable the City to make reasonable arrangements to ensure accessibility.

SUBJECT: APPROVAL OF A RESOLUTION CERTIFYING MUNICIPAL ELECTION RESULTS
RECOMMENDATION
It is recommended the City Council approve the attached Resolution certifying the municipal
election results for the November 2, 2004 election.
BACKGROUND/ANALYSIS
The November 2, 2004 election has been canvassed by the San Bernardino County Registrar of
Voters. Attached you will find a certified copy of the municipal election results for the City of
Rancho Cucamonga prepared by the Registrar of Voters. Your approval of the attached Resolution
and results is requested.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
RANCHO CUCAMONGA, CALIFORNIA, RECITING THE FACT
OF THE GENERAL MUNICIPAL ELECTION HELD IN THE CITY
OF RANCHO CUCAMONGA, ON NOVEMBER 2, 2004,
DECLARING THE RESULTS AND SUCH OTHER MA'I-rERS AS
PROVIDED BY THE PROVISIONS OF LAW
WHEREAS, a general municipal election was held and conducted in the City of
Rancho Cucamonga, California, on Tuesday, November 2, 2004, as required by law; and
WHEREAS, notice of the election was duly and regularly given in time, form and
manner as provided by law; that voting precincts were properly established; that election officers
were appointed and that in all respects the election was held and conducted and the votes were
cast, received and canvassed and the returns made and declared in time, form and manner as
required by the provisions of the Elections Code of the State of California for the holding of
elections in cities; and
WHEREAS, the Registrar of Voters of the County of San Bernardino canvassed
the returns of the election and has certified the results to this City Council, the results are
received, attached and made a part hereof as Exhibit "A".
NOW, THEREFORE, the CITY COUNCIL of the CITY OF RANCHO
CUCAMONGA, CALIFORNIA, does hereby resolve, declare, determine, and order as follows:
SECTION 1: That there were 63 voting precincts established for the purpose of
holding said election consisting (of consolidations) of the regular
election precincts in the City of Rancho Cucamonga as
established for the holding of state and county election.
SECTION 2: That said regular municipal election was held for the purpose of
electing the following officers of said City as required by the laws
relating to cities in the State of California, to wit:
Two members of the City Council of said City for the full term
of four years;
One City Clerk of said City for a full term of four years;
One City Treasurer of said City for a full term of four years.
SECTION 3: That the number of votes given at each precinct and the number
of votes given in the City to each of such persons above named
for the respective officers for which the persons were candidates,
are listed in Exhibit "A", attached.
SECTION 4: That the whole number of votes cast, in said City, was __

That the number of votes given at each precinct and the number
of votes given in the City to each of such persons named above
for the respective officers of which said persons were candidates
as listed in Exhibit "A", attached.
SECTION 6: The City Council does declare and determine that:
L. Dennis Michael and Sam Spagnolo were elected as
Members of the City Council, of said City, for the full term of
four years;
Debra J. Adams was elected as City Clerk, of said City, for the
full term of four years;
James C. Frost was elected as City Treasurer, of said City, for
the full term of four years.
SECTION 7: The City Clerk shall enter on the record of the City Council of the
City, a statement of the result of the election, showing: (See:
Exhibit "A")
(1) The whole number of votes cast in the City;
(2) The names of the persons voted for;
(3) For which office each person was voted for;
(4) The number of votes given in the City to each person.
SECTION 8: That the City Clerk shall immediately make and deliver to each of
such persons so elected a Certificate of Election signed by the
City Clerk and duly authenticated; that an Oath of Office shall also
be administered to each person elected as prescribed in the State
Constitution of the State of California and shall have them
subscribe to it and file it in the Office of the City Clerk. Each and
all of the persons so elected shall then be inducted into the
respective office to which to which they have been elected.

SECTION 9: That the City Clerk shall certify to the passage and adoption of this
Resolution and enter it into the book of original Resolutions.

SUBJECT: APPROVAL OF RESOLUTIONS COMMENDING ROBERT J.
HOWDYSHELL AND DONALD J. KURTH, M.D., FOR
THEIR SERVICES AS MEMBERS OF THE CITY COUNCIL
RECOMMENDATION:
It is recommended that the City Council formally approve the attached Resolutions
commending Council Members, Dr. Donald J. Kurth, and Robert J. Howdyshell for
serving on the Rancho Cucamonga City Council since December 18, 2002.
This recommended action is in accordance with past City practice to recognize our City
Officials, on behalf of our citizenry. This action commends the recipients for leadership
and commitment to our community, and for serving as members of the City Council. It
also provides the opportunity for the Council to extend best wishes for continued
success in future endeavors.

THE CITY OF RANCHO CUCAMONGA,
CALIFORNIA COMMENDING ROBERT J.
HOWDYSHELL FOR HIS SERVICES AS A
MEMBER OF THE RANCHO CUCAMONGA
CITY COUNCIL:
WHEREAS, Robert ~1. Howdyshell was appointed to the City Council in 2002; and
WHEREAS, Robert ,I. Howdyshell has demonstrated extraordinary leadership both in
defending our Country through his service in the U. S. Navy to his long and distinguished career in
the public sector, as well as his service as a member of the Library Board of Trustees since it was
formed in 1994, including serving as President, where he assisted in making decisions that helped to
shape our highly successful Library programs; an&
WHEREAS, Robert J. Howdyshell brought a long record of community service with him to
the City Council and used that experience soundly to benefit our community; and
WHEREAS, during his time on the City Council, Robert ,1. Howdyshell made lasting
contributions to the quality of life in the community through his service on the Telecommunications,
Cultural Arts Facility Ad Hoc, Animal Shelter Ad Hoc, Fire District Personnel, Library, Public
Works, and Mobile Home Accord Review Subcommittees; and
WHEREAS, Robert ~1. Howdyshell helped play an integral role in major accomplishments
for the City over the last two years, including the opening of Fire Station 176; the opening of the
Victoria Gardens Regional Center, and Phase One of Central Park, and the permanent home for
Fire Station Number 173, just to name a few long planned and anticipated goals that have come to
fruition; and
WHEREAS, Robert J. Howdyshell has always been a dedicated public servant who has
worked tirelessly for the best interests of the community; and
WHEREAS, Robert J. Howdyshell has demonstrated outstanding leadership, dedication,
and skill in improving the overall public safety, economic development, and social and cultural well
being of our community for the benefit of all the citizens of Rancho Cucamonga.
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Rancho
Cucamonga, on behalf o fits citizens, does hereby commend Robert J.. Howdyshell for his leadership
while serving as a member of the City Council and extends best wishes for continued success in his
future endeavors.

elected member of the Board of Directors of the Cucamonga County Water District, where he served
two consecutive four-year terms, including serving as Board President; and
WHEREAS, DonaM J.. Kurth brought a long record of community service with him to the
City Council and used that experience soundly to benefit our community; and
WHEREAS, during his time on the City Council, DonaM J. Kurth made lasting
contributions to the quality of life in the community through his service on the Telecommunications,
