HomeMy WebLinkAbout79-74 - Resolutions RESOLUTION NO. 79-74 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING DIRECTOR REVIEW NO. 79-69 LOCATED ON THE NORTHEAST CORNER OF MILLIKEN AND SIXTH STREETS IN THE M-2 ZONE WHEREAS, on the 9th day of November, 1979, a complete application was filed for review of the above described project; and WHEREAS, on the 12th day of Dec~nber, 1979, the R~mcho Cucamonga Planning Commission held a meeting to consider the above described project. NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED AS FOLLOWS: SECTION 1: That the following findings have beenmade: 1. That the site indicated by the development plan is adequate in size and shape to accormnodate the proposed use, and all yards, spaces, walls, fences, parking, landscaping, loading and other features required by this section. 2. That the improvements as indicated on the development plan are located in such a manner as to be properly related to existing and proposed streets and highways. 3. That the improvements as shown on the development plan are consistent with all adopted standards and policies set forth in th£s section. SECTION 2: That this project will not create adverse impacts on the environment and that a Negative Declaration is issued on Dec~nber 12, 1979. SECTION 3: That Director Review No. 79-69 is approved subject to satisfying and completing all conditions contained herein prior to occupancy of the site or conducting said business. Applicant shall contact the Planning Division for compliance with the following conditions: 1. Site shall be developed in accordance with the approved plans on file in the Planning Division and the conditions contained herein. Building elevations shall be reviewed and approved by the Design Review Committee prior to issuance of building permits for this project. 2. Approval of this request shall not waive compliance with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at time of building permit issuance. 3. Trash receptacle areas shall be enclosed by a 6 foot high masonry wall with view obstructing gates pursuant to City standards. Location shall be subject to approval by the Planning Division. 4. Ail roof appurtenances, including air conditioners, shall be architecturally integrated and shieldedfrom view and the sound buffered from adjacent properties and streets as provided by the Planning and Building Divisions. 5. This approval is specifically for Phase lA. Conceptual approval is granted for the remaining portion of the site. Specific review and approval for other phases is required prior to issuance of building permits. 6. Parking lot trees shall be a minimum of 15 gallon size. 7. A detailed landscape and irrigation plan shall be submitted to and approved by the Planning Division prior to the issuance of building permits. The plan shall address landscape planting along south boundary of Phase iA of the project. 8. Street trees, a minimum of 15 gallon size or larger, shall be installed in accordance with the Master Plan of street trees for the City of Rancho Cucamonga and shall be planted at an average of every 30" on interior streets and 20' on exterior streets. 9. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash, and debris. 10. A minimum of thirteen (13) specimen size trees (30" box or greater) shall be planted along Milliken Avenue frontage with the development of Phase lA. This landscaped area~ shall also provide mounding, bushes, ground cover and a variety of other trees to create the special boulevard theme. 11. Any signs proposed for this development shall be designed in conformance with the Comprehensive Sigh Ordinance and shall require review and approval by the Planning Division prior to installation of such signs. 12. A uniform sign program for this development shall be submitted to the Planning Division for their review and approval prior to occupancy of the building. Applicant shall contact the Building Division for compliance with the following conditions: 13. The applicant shall comply with the latest adopted Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code, and all other applicable codes and ordinances in effect at the time of approval of this project. 14. Prior to issuance of building permits for combustible con- struction, evidence shall be submitted to the Foothill District Fire Chief that water supply for fire protection is available. 15. Prior to the issuance of a building permit for a new commercial or industrial development or addition to an existing development, the applicant shall pay development fees at the established rate. Such fees may include, but not be limited to: Systems Development Fee, Drainage Fee, Permit and Plan Checking fees. 16. This approval shall become null and void if building permits are not issued for this project within one year from the date of project approval. 17. Grading of the subject property shall be in accordance with the Uniform Building Code, City Grading Standards and accepted grading practices. 18. The final grading plan shall be subject to review and approval by the Planning, Engineering and Building Divisions and shall be completed prior to recordation of the final subdivision map or issuance of building permit. Applicant shall contact the Engineering Division for complia~ge with the following conditions: 19. Prior to issuance of building permits for this project, Parcel Map No. 5760 shall be approved and recorded. 20. Necessary street and drainage improvements shall be provided per the conditions for Parcel Map 5760. These will include any necessary to provide access to Rochester Avenue or 4th Street and the provision of median islands. 21. An easement on the east property line shall be provided for future drainage facilities or some other drainage solu- tion acceptable to the City Engineer. 22.
