HomeMy WebLinkAbout79-65 - Resolutions RESOLUTION NO. 79-65 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING REVISED TENTATIVE TRACT NO. 9369 LOCATED ON THE EAST SIDE OF ARCHIBALD BETWEEN BASELINE AND 19TH STREET WHEREAS, on the 7th day of September, 1979, a complete application was filed for review of the above described project; and WHEP, EAS, on the 24th day of October, 1979, the Rancho Cucamonga Plan- ning Commission held a meeting to consider the above described project. NOW, THEREFORE, TME RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED AS FOLLOWS: SECTION 1: That the following findings have been made: 1. That the proposed subdivision is consistent with the General Plan. 2. That the site is physically suitable for the proposed development. 3. That other provisions of Section 66474 of the Subdivi- sion Map Act regarding public health and access will be complied with. SECTION 2: That the requirements of Section 3 shall be fulfilled in eighteen (18) months. SECTION 3: That Revised Tentative Tract No. 9369 is approved subject to the following conditions: 1. Street dedications consisting of 20 foot corner cutoff and 33 feet from centerline (44 feet total) along Victoria Street are required. 2. Prior to issuance of building permits: a. Sewer and water plans shall be coordinated with the Cucamonga County Water District. b. Site grading, curb, gutter, drive approaches, side- walks, street trees, A.C. match-up paving shall be to City standards and shown on plans approved by the City Engineer for all public streets. c. Ail necessary plans fort~einstallation of street lights for all public streets shall be approved by the Southern California Edison Company. d. Water carried through the site or runoff produced by the site after development shall be carried to streets or storm drains in structures approved by the City Engineer. e. Runoff from the subject property onto surrounding private property shall not be increased. To this effect, improvements to existing drainage facilities in Victoria Street may be required. f. Installation of a portion of the master planned storm drains in Archibald Avenue, from its current terminus to south of Monte Vista Avenue, and improvement of the existing earth channel on the west side of Archibald Avenue will be required. Street drainage structures necessary to assure proper functioning of the storm drain will also be required. The developer will be responsible for 50% of the cost of this work. The cost of this storm drain will be credited to storm drain fees and a reimbursement agreement will be exe- cuted to cover contributions which exceed the amount of these fees. 3. Any grading within the road right of way prior to the signing of the improvement plans must be accomplished under the direc- tion of a Soil Testing Engineer. Compaction tests of embank- ment construction, trench backfill, and all subgrades shall be performed at no cost to the City and a written report is to be submitted to the Engineering Division prior to any place- ment of base materials and/or paving. 4. Final plans and profiles shall show the location of any existing utility facility that would affect construction. 5. Slope rights are to be dedicated on the final tract map where necessary. 6. A thorough evaluation of the structural road section, to include parkway improv~nents, from a qualified materials engineer will be required. 7. A grading plan conforming to current city standards shall be submitted and approved through the Building Division. 8. Vehicular access rights are to be dedicated on Archibald Avenue. 9. Any existing street which will require reconstruction shall remain open for traffic at all times, with adequate detours, during actual construction. A cash deposit shall be required to c~ver the cost of grading and paving prior to recordation of the tract map. Upon completion of the grading and paving, to the satisfaction of the City Engineer, the cash deposit may be refunded. 10. All existing easements lying within the future right of way are to be quik-claimed or delineated, as per City Engineer's requirements prior to recordation of the tract map. 11. An adequate drainage easement will be required with adequate improvements, as determined by the City Engineer, together with the necessary offsite easements to convey drainage from this tract to the natural drainage swale ~v existing offsite the tract boundary. 12. Flowage easements or City drainage easements will be required where diversion of runoff from the tract dewaters onto private property. 13. Ail road names shall be coordinated with the City Traffic Division. 14. Trees, irrigation systems, landscaping required to be installed on public right of way within this tract area shall be maintained by others than City until annexation into the Landscape Maintenance District. 15. The existing drainage from pip~ swales, etc. from the north shall be recognized and design for handling these flows shall be incorporated into the grading plan. 16. Adequate improvements within a City'Drainage Easement shall be provided to intercept drainage from the natural drainage course in the westerly portion of the tract and convey it around or through the tract in a manner which will not adversely affect downstream property. If it is proposed to intercept and outlet the drainage on Archibald Avenue, coordination with the Engineering Division will be necessary to insure adequate capacity is available on Archibald Avenue downstream of the tract. 17. Those structures adjacent to Archibald Avenue shall be elevated above the top of curb unless a concrete block wall is provided. 18. Adequate provisions shall be made for handling onsite drainage flows and dewatering the tract in a manner which will not adversely affect downstremn property. 19. Reference of adjacent streets, subdivisions, etc., are to be shown on final map. 20. Control boundary monuments shall be set and are subject to inspection prior to recordation of final map. 21. Because of the slope of the land, if grading or vegetation removal is performed, adequate erosion control measures shall be taken. 22. Utility lines shall be placed underground. 23. Prior to recordation of the final map, all required walls and landscaping shall be completed or suitable bonds posted for their completion.
