HomeMy WebLinkAbout79-40 - Resolutions RESOLUTION NO. 79-40 A RESOLUTION OF THE RANCHO CUCAMONGA PLANNING COMMISSION APPROVING DIRECTOR REVIEW NO. 79-26 LOCATED ON THE SOUTH SIDE OF FOOTHILL BLVD. ADJACENT TO THE DEVORE FREEWAY IN THE C-2 AND M-1 ZONE WHEREAS, on the 21st day of March, 1979, a complete application was filed for review of the above described project; and WHEREAS, on the llth day of April, 1979, the Rancho Cucamonga Planning Commission held a meeting to consider the above described pro- ject; and WHEREAS, this item was continued for further information and again heard on the 25th day of April, 1979. NOW, THEREFORE, THE RANCHO CUCAMONGA PLANNING COMMISSION RESOLVED AS FOLLOWS: SECTION 1: That the following findings have been made: 1. That the site indicated by the development plan is adequate in size and shape to accon~nodate the proposed use, and all yards, spaces, walls, fences, parking, landscaping, loading and other features required by this section. 2. That the improvements as indicated on the develop- ment plan are located in such a manner as to be properly related to existing and proposed streets and highways. 3. That the improvements as shown on the development plan are consistent with all adopted standards and policies as set forth in this section. SECTION 2: That this project will not create adverse impacts on the environment and that a Negative Declaratir, n is issued previonsly. SECTION 3: That Director Review No. 79-26 is approved subject to the following conditions: Applicant shall contact the Planning Division for com- pliance with the following conditions: 1. The area 150' from the western property line to the first row of parking for the proposed phase I shall be '~andshaped. 2. The landscape buffer proposed for the building material storage yard shall have a minimum of 20% of the trees 24" box or larger. 3. The access areas in the storage yard shall be surfaced with dust reducing material such as slag, gravel, paving or the like. 4. Building material storage shall not exceed the top of the east/west fence for a distance of 50'. 5. Parking lot lights shall be a maximum height of 12' and directed away from ~11 property lines, adjacent streets and residences. 6. Parking lot trees shall be a minimum 15 gallon size. 7. All two-way aisle widths shall be a minimum of 24 feet wide. 8. Any signs proposed for this development shall be designed in conformance with Comprehensive Sign Ordi- nance and shall require review and approval by the Planning Division prior to installation of such signs. 9. A detailed landscape and irrigation plan shall be sub- mitted to and approved by the Planning Division (within 60 days) after the issuance of building permits. 10. All landscaped areas shall be maintained in a healthy and thriving condition, free from weeds, trash and debris. ll. Street trees, a minimum of 15 gallon size or larger, shall be installed in accordance with the Master Plan of street trees for the City of Rancho Cucamonga. 12. Site shall be developed in accordance with the approved site plan on file in the Planning Division and the conditions contained herein. 13. Trash receptacle areas shall be enclosed by a 6 foot high masonry wall with gates pursuant to City standards. Location to the satisfaction of the Planning Division. 14. Ail roof appurtenances, including air conditioners, shall be architecturally integrated and shielded from view and the sound buffered from adjacent properties and streets to the satisfaction of the Planning Division and Building Official. 15. Approval of this request shall not excuse compliance with all sections of the Zoning Ordinance and all other applicable City Ordinances in effect at time of building permit issuance. Applicant shall contact the Building Division for compliance with the following conditions: 16. The applicant shall comply with the latest adopted Uniform Building Code, Uniform Mechanical Code, Uniform Plumbing Code, National Electric Code, and all other applicable codes and ordinances in effect at the time of approval of this project. 17. This approval shall become null and void if building permits are not issued for this project within one year from the date of project approval. 18. Grading of the subject property shall be in accordance with the Grading Ordinance and to the satisfaction of the Building Official. 19. This approval is for Phase I of the development only. Applicant shall contact the Foothill Fire District and the Cucamonga County Water District for compliance with the following conditions: 20. Water supply and sanitary sewer facilities shall be provided to the specifications of the Cucamonga County Water District and the City Engineer with all incidental fees paid by the developer. 21. Prior to issuance of building permits for combustible construction evidence shall be submitted to the Fire Chief that water supply for fire protection is avail- able. 22. Emergency access shall be provided and maintained free and clear at a minimum of 24 feet at all times during construction to the satisfaction of the Fire Chief. Applicant shall contact the Engineering Division for com- pliance with the following conditions: 23. Street dedication and improvements shall be in conformance with the currently adopted Master Plan of Streets and Highways and to the specification of the City Engineer. 24. Ail exterior street improvements shall be constructed to the satisfaction of the City Engineer, prior to occupancy. 25. The following missing street improvements shall be con- structed which include, but are not limited to: side- walk, driveways, wheel chair ramps, curb and gutter, street paving, street trees, street lights, and drainage structures. 26. Street improvement plans prepared by a registered Civil Engineer shall be submitted for approval by the City Engineer. 27. Street striping and signing shall be installed to the satisfaction of the City Engineer. 28. The City reserves the right to require reciprocal easements ensuri~ access to adjacent properties ~ required by future develo~ent. 29. Ail d~aged off site public works facilities, includi~ parkway trees, shall be repaired prior to occupancy to the satisfaction of the City E~ Leer. 30. ~1 street structural sections shall be submitted to, and appr~ed by the City Engineer. Grading of subject property shall be in accordance with plans and a so~s report prepared by a qualifi~ e~ineer to the satisfaction of the City E~ineer. 32. ~1 proposed utilities within the project shall be installed underground. 33. Utility eas~ents s~ll be provided to the specifica- tionlof the appropriate utility companies and the City E~ineer. 34. Developer sh~l coordinate, and pay for, the relocation of any power poles or other existi~ public utilities, as required. 35. Street light~g shall be installed by the applicant and the advance energency charges paid. 36. Proposed develo~ent falls within those areas i~i- cated as subject to floodi~ under the National Flo~ Insurance Progr~ and will be subject to the provisions of said progr~.
