PLAN AMENDMENT..(GPA) NO. 89~03 TO AMEND THE GENERAL, PLAN CIRCULATION .ELEMENT. BY THE ADDITION OF HIGHLAI~D AVENUE BETWEEN HAVEN AVENUE AND DEER CREEK CHANNEL, WITH A .. CONNECTION TO 19TH STREET NEAR SAN BENITO AVENUE A. Recitals: ('il The' City of Rancho Cucamonga has proposed General Plan Amendment No. 89-03 as described in the title of this Resolution. '(ii) On August 16, 1989, the City Countil o~ 'the City of Rancho Cucamonga conducted a dully noticed public hearing on the application. (iii) All legal prerequisites to the adoption of this Resolution have occurred. B. Resolution: NOW THEREFORE, the City Council of the City of Rancho Cucamonga does hereby resolve as follows: 1. I~'is specifically found that all of the facts set forth in the Recitals, Part "A", Exhibit A, of this Resolution are true and correct. 2. Based upon substantial evidence presented during the above- referenced public hearing on August 16, 1989, including written and oral staff reports, together with public testimony, the City Council hereby specifically finds as follows: a) This amendment does not conflict with the Circulation Policies of the General Plan and will provide for traffic flow in a manner .consistent with the General Plan and with r. elated development; and . ' b) .Thi's amendment promotes the goals and Objectives of the iCircula~ion Element; and~. c) This amendment would not be materially injurious or .detrimental to the adjacent properties and would not have a significant impact on the environment nor the surrounding properties. 3. Based upon the substantial evidence presented during the above- referenced public hearing and upon the specific findings of facts set forth in paragraphs .1 and 2 above, the City Council hereby finds and concludes as follows: a) The amendn~nt does not conflict with the Circulation Policies of the General Plan; and b) The amendment promotes the goals of the Circulation Element of the General Plan; and Resolution No~ 89-374 Page 2 c) The amendment would not be materially injurious or detrimental to the adjacent properties. 4. Th~ City Council hereby finds]that the project has been reviewed and considered, for compliance with the California E~vironmental Quality Act of 1970 and direc.ts the issuance of a~Negative Declaration. 5. Based upon the findings and conclusions set. forth, in. paragraphs 1, 2, 3, and 4 above, the City Council hereby resolves that General Plan Amendment No. 89-03 is adopted. 6.
