A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF RANCHO
CUCAMONGA, CALIFORNIA, URGING IMMEDIATE APPROVAL BY THE
CALIFORNIA AIR RESOURCES BOARD OF THE SOUTH COAST AIR
QUALITY MANAGEMENT DISTRICTS AND SOUTHERN CALIFORNIA
ASSOCIATION OF GOVERNMENTS AIR QUALITY MANAGEMENT PLAN
WHEREAS, the South Coast Air Quality Management District (SCAQMD)
and Southern California Association of Governments (SCAG) have adopted a far-
reaching 20 year Air Quality Management Plan (AQMP) designed to meet federal and
state air quality standards; and
WHEREAS, said plan was endorsed by the San Bernardino Associated
Governments (SANBAG), representing all 21 cities and the Board of Supervisors
of San Bernardino County; and
WHEREAS, said plan must be approved by the California Air Resources
Board (CARB) prior to submittal to the United States Environmental Protection
Agency for its approval; but
WHEREAS, the CARB has delayed its approval for at least 60 days,
claiming the need for further review and assurances; and
WHEREAS, San Bernardino County and its 1,300,000 residents, located
in the downwind receptor area of the South Coast Air Basin and thus being the
most severely impacted by continuing adverse air quality, seek the earliest
possible implementation of said plan.
NOW, THEREFORE, the City Council of the City of Rancho Cucamonga
does hereby resolve as follows:
1. The California Air Resources Board grant immediate approval of
the SCAG/SCAQMD Air Quality Management Plan;
2. SANBAG and its SCAQMD district-area jurisdictions declare a
commitment to implementation of those measures requiring regional and local
government action.
PASSED, APPROVED, and ADOPTED this 19th day of July, 1989.
